B25-0152, THE “REPARATIONS FOUNDATION FUND AND TASK FORCE
ESTABLISHMENT ACT OF 2023”

On Thursday, June 15, 2023, Councilmember Kenyan R. McDuffie, Chairperson of the Committee
on Business and Economic Development, will hold a public hearing to consider the following
measure:
• Bill 25-0152, the “Reparations Foundation Fund and Task Force Establishment Act of
2023”
This notice has been revised to reflect a change to the in-person location of the hearing,
which had been originally scheduled for the MLK Jr. Memorial Library. The hearing will
now be held at the John A. Wilson Building in Room 500.
Bill 25-0152, the “Reparations Foundation Fund and Task Force Establishment Act of 2023”
would require the Commissioner of the Department of Insurance, Securities, and Banking to
establish, by a time certain, a slavery era database of records relating to slaveholding; create a
Reparations Task Force to study and develop reparation proposals for African Americans directly
wronged and traumatized by the ills of slavery, Jim Crow, and structural and institutional racism;
and establish a Foundation Fund to provide funds for reparations.
The Committee invites the public to testify in-person, virtually, or to submit written testimony.
Anyone wishing to testify in-person or virtually must register by Monday, June 12, 2023 at
5:00p.m. here: https://forms.office.com/g/gALBrxFASa.

Witnesses are encouraged to submit their written testimony in writing in advance of the hearing to
BusinessEconomicDevelopment@dccouncil.gov. To be included in the record, please indicate
that you are submitting testimony for this hearing in the subject line of the e-mail. The record for
this hearing will close on Friday, June 30, 2023 at 5:00p.m.
All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of
the Chair, the length of time provided for oral testimony may be reduced or extended.
For accommodation requests, including spoken language or sign language interpretation, please
email BusinessEconomicDevelopment@dccouncil.gov of the need as soon as possible, but no
later than five (5) business days before the proceeding. The Council will make every effort to fulfill
timely requests. However, requests received less than five (5) business days prior to the
hearing may not be fulfilled and alternatives may be offered.
