McDuffie announce a joint public hearing of the Committee of the Whole and the Committee on Business and Economic Development on Bill 25-0581, the “Medical Cannabis Clarification Amendment Act of 2023,” and Bill 25-0691, the “Medical Cannabis Program Enforcement Amendment Act of 2024”. The public hearing will be held on Wednesday, March 6, 2024, at 9:00 a.m. at the John A. Wilson Building and via Zoom video platform. Bill 25-0581, the “Medical Cannabis Clarification Amendment Act of 2023” would make permanent five pieces of emergency legislation that the Council passed in 2023 on the medical cannabis program, create a stipulated license application process, and clarify the process for unlicensed establishments being issued a medical cannabis cultivation center, retailer, or internet retailer license. 1 Bill 25-0691, the “Medical Cannabis Program Enforcement Amendment Act of 2024” would make permanent emergency legislation that the Council passed in January 2024, clarifying standing to protest, and the enforcement and fine scheme for unlicensed establishments. The Committees invite the public to testify, in-person or virtually, and to submit written testimony. Those who wish to testify must register using the Council’s Hearing Management System (HMS) at https://lims.dccouncil.gov/hearings by 5:00 p.m. on Monday, March 4, 2024. All public witnesses will be allowed a maximum of three minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced or extended. Public witnesses who wish to participate virtually via the Zoom Video Conference platform will receive instructions on how to participate prior to the hearing. Written testimony should be submitted through the HMS at https://lims.dccouncil.gov/hearings in advance of the hearing. Written testimony will be publicly accessible upon Committee review and be made a part of the official record. The record will close at 5:00 p.m. on Wednesday, March 20, 2024. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee staff by email of the need as soon as possible but no later than five business days before the proceeding.
