Bill 25-640, “Ballpark Budget and Maintenance Amendment Act of 2023”

Council Chairman Phil Mendelson announces a public hearing before the Committee of the Whole
on Bill 25-640, the “Ballpark Budget and Maintenance Amendment Act of 2023.” The public hearing will
be held at 11:30 a.m. on Tuesday, March 12, 2024.
The stated purpose of Bill 25-640 is to clarify the use of the Ballpark Revenue Fund and to establish
the Ballpark Maintenance Fund. Chairman Mendelson introduced the bill on December 22, 2023. The
legislation provides that any Ballpark Revenue Fund balance remaining after bond defeasance is to be
transferred into the new Ballpark Maintenance Fund. The Fund is additionally financed through the
following revenue sources: (1) sales taxes collected within the ballpark and (2) rent paid from the lease of
the ballpark.
The bill further requires that Events DC submit an annual report to the Mayor and Council that
details ballpark expenditures from the prior fiscal year and planned spending for the current fiscal year and
the next four years, and mandates that beginning in FY 2024 and annually each fiscal year until the Ballpark
Revenue Bonds are defeased, the Ballpark Revenue Fund can be used only to pay District obligations after
Events DC has first used its funds and excess reserves to pay these costs. The legislation also prohibits use
of the Ballpark Revenue Fund to finance additional bonds.

Testimony is limited to four minutes. Witnesses who anticipate needing spoken language interpretation,
or require sign language interpretation, are requested to inform the Committee office of the need as soon as
possible but no later than five business days before the proceeding by emailing cow@dccouncil.gov. We
will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in
less than five business days may not be fulfilled. Witnesses will receive instructions on how to participate

Public witnesses will participate virtually via the Internet on the Zoom Video Conference platform.
Testimony should be submitted through the Council’s Hearing Management System in advance of the
hearing. Testimony will be publicly accessible upon Committee review. If you are unable to testify at the
hearing, written statements are encouraged and will be made a part of the official record. Statements for the
record should be submitted through the Hearing Management System or left by voicemail by calling (202)
430-6948 (up to 3 minutes which will be transcribed). The record will close at 5:00 pm on Tuesday, March
26, 2024.
