COUNCIL OF THE DISTRICT OF COLUMBIA COMMITTEE OF THE WHOLE NOTICE OF A PUBLIC OVERSIGHT HEARING 1350 Pennsylvania Avenue, NW, Washington, DC 20004 CHAIRMAN PHIL MENDELSON COMMITTEE OF THE WHOLE ANNOUNCES A PUBLIC OVERSIGHT HEARING on Literacy and the NAEP and PARCC Assessments on Wednesday, December 7, 2022 at 11:00 a.m. Chairman’s Website (www.ChairmanMendelson.com/live) DC Council Website (www.dccouncil.us) Council Channel 13 (Cable Television Providers) Office of Cable Television Website (entertainment.dc.gov) Council Chairman Phil Mendelson announces a public oversight hearing by the Committee of the Whole on Literacy and the NAEP and PARCC Assessments. The hearing will be on Wednesday, December 7, 2022 at 11:00 a.m. via Zoom video conference broadcast. The purpose of this roundtable is to examine the academic achievement in the District of Columbia Public School (DCPS) and the District’s Public Charter School (DCPCS) sectors. Specifically, this oversight hearing will focus on DCPS’s and DCPCS’s performance, as well as their plans for educational growth following the Partnership for Assessment of Readiness for College and Careers (PARCC) and the National Assessment of Educational Progress (NAEP) assessments. These results represent the first indicators of learning loss from the COVID-19 pandemic. This hearing is also an opportunity for further discussion about what steps the District government is taking to improve literacy. While all learners ages birth through grade 12 have access to literacy instruction and early literacy experiences, widespread proficiencies in literacy continues to be a challenge. The Committee last held an oversight roundtable on this matter earlier this year on July 14th. Those who wish to testify must register at http://www.ChairmanMendelson.com/testify by the close of business on Monday, December 5, 2022. Testimony is limited to four minutes; less time will be allowed if there are a large number of witnesses. Witnesses who anticipate needing spoken language interpretation, or require sign language interpretation, are requested to inform the Committee office of the need as soon as possible but no later than five business days before the proceeding. We will make every effort to fulfill timely requests, although alternatives may be offered. Requests received in less than five business days may not be fulfilled.
