Bill 24-700, the Advisory Neighborhood Commission Boundaries Act of 2022

Councilmember Elissa Silverman, Chairperson of the Committee of the Whole’s
Subcommittee on Redistricting, announces a public hearing to further consider Bill 24-700, the
Advisory Neighborhood Commission Boundaries Act of 2022. The hearing will be held on
Thursday, April 28, 2022, at 10 a.m.
Every ten years, the District uses the data from the decennial Census to adjust the
boundaries of election wards, Advisory Neighborhood Commissions (ANCs), and single-member
districts. Ward boundaries were previously adjusted in the Ward Redistricting Amendment Act of
2021, effective February 24, 2022 (D.C. Law 24-74). Based on the adjusted ward boundaries,
ward task forces are currently considering adjustments to the boundaries of ANC areas and single-
member districts. The ward task force reports are due April 1, 2022.
The introduced version of Bill 24-700 contains several substantive provisions but omits the
adjusted boundaries. Based on the ward task force reports, the legislation will be amended through
the regular legislative process to include boundaries.
The Subcommittee will hold two hearings on Bill 24-700. The first hearing (announced in
a separate notice) is scheduled for April 7. The second hearing is announced in this notice and
will take place on April 28. Both hearings will be summarized in the legislative record on Bill
24-700, and it is not necessary to testify more than once.
The purpose of the April 28 hearing is to provide an additional opportunity for the public
to testify about the ward task force reports and the adjustment of ANC and SMD boundaries. The
Subcommittee plans to mark up Bill 24-700 prior to May 24, 2022. In order to establish ANC and
SMD boundaries in time for them to be used for the November 8, 2022 general election, the
Council will need to adopt Bill 24-700 on final reading no later than June 7, 2022.
Witnesses may use their phone or computer to participate in this virtual hearing. Those
who wish to testify at the hearing must sign up no later than 5:00 p.m. on Tuesday, April 26, 2022,
by providing their information using the following link:

telephone number, organizational affiliation and position (if any), as well whether they require
language interpretation or sign language interpretation. Witnesses who require language
interpretation or sign language interpretation are requested to email the Subcommittee at
redistricting@dccouncil.us as soon as possible, but no later than 5:00 p.m. on Tuesday, April 26,
2022, stating their need for interpretation and requested language. The Council’s Office of the
Secretary will fulfill timely requests for language interpretation services; however, requests
received later than April 26 may not be fulfilled due to vendor availability.
On Wednesday, April 27, the Subcommittee will email witnesses who signed up by
April 26, to provide instructions for participating in the hearing via the Zoom platform. Those
planning to testify are encouraged to submit an electronic copy of written testimony by 12:00 p.m.
on Wednesday, April 27, so that staff may distribute testimonies to Committee members and staff
before the hearing.
If anyone is unable to testify at the hearing, written statements will be made a part of the
official record. Written statements should be submitted by email to redistricting@dccouncil.us.
Additionally, the public may provide testimony by voice mail by calling (202) 350-1521, stating
and spelling the witness’s name, stating any organizational affiliation, and speaking slowly to
provide a statement to be transcribed and included in the record. The Subcommittee record on Bill
24-700 will close at 5:00 p.m. on Friday, May 13, 2022. Residents can also find more information
