White Jr., Chair of the Committee on Government Operations and Facilities, will hold a public hearing on B24-0200, the “Internet Equity Amendment Act of 2021” and on the “Path to Universal High-Speed Internet Service”. The public hearing will take place via the Zoom web conferencing platform at 11:00 AM. Members of the public will be able to view the public hearing on Council Channel 13, the DC Council website, or at https://www.youtube.com/channel/UCPJZbHhKFbnyGeQclJxQk0g/live. This notice has been revised a second time to change the date and time of the proceeding, due to the extension of the Council recess. The stated purpose of B24-0200, the “Internet Equity Amendment Act of 2021” is to amend the Office of the Chief Technology Officer Establishment Act of 1998 to create a Digital Equity Division within the Office of the Chief Technology Officer, to require reporting on District residents’ access to high-speed internet service, and to require that all District residents have a high-speed internet connection. In addition to the legislation, the hearing will include a discussion on the topic of the “Path to Universal High-Speed Internet Service”, including what policies, investments, and legislation are or may be needed to ensure that all District residents have equitable access to high-speed internet service to support their education, employment, and involvement in the 21st century economy. The Committee invites the public to testify remotely or to submit written testimony. Anyone wishing to testify must sign up at https://forms.gle/UrkjAKXjGWaPaQuD8 or by phone at (202) Page 1 of 2 741-8593, and provide their name, phone number or e-mail, organizational affiliation, and title (if any) by the close of business on Monday, October 18th, 2021. Witnesses are encouraged, but not required, to submit their testimony in writing electronically in advance to facilities@dccouncil.us. Witnesses will participate remotely via Zoom. The Committee will follow-up with witnesses with additional instructions on how to provide testimony in advance of the proceeding. All public witnesses will be allowed a maximum of four minutes to testify, while Advisory Neighborhood Commissioners will be permitted five minutes to testify. At the discretion of the Chair, the length of time provided for oral testimony may be reduced. Witnesses who anticipate needing language interpretation, or require sign language interpretation, are requested to inform the Committee of the need as soon as possible but no later than five (5) business days before the proceeding. We will make every effort to fulfill timely requests, however requests received in less than five (5) business days may not be fulfilled and alternatives may be offered. The Committee also encourages the public to submit written testimony to be included for the public record. Copies of written testimony should be submitted by e-mail to facilities@dccouncil.us.
