On Thursday, October 28th, 2021, Councilmember Robert C. White Jr., Chair of the Committee
on Government Operations and Facilities, will hold a public hearing on B24-0174, the
“Procurement Agencies Alignment Amendment Act of 2021”. The public hearing will take place
via the Zoom web conferencing platform at 1:00 PM. Members of the public will be able to view
the public hearing on Council Channel 13, the DC Council website, or at
https://www.youtube.com/channel/UCPJZbHhKFbnyGeQclJxQk0g/live. This notice has been
revised to reflect a change in the date of the hearing due to the extension of the Council’s
recess.
The stated purpose of B24-0174, the “Procurement Agencies Alignment Amendment Act of
2021” is to amend the Procurement Practices Reform Act of 2010 to require the Chief
Procurement Officer to annually audit the procurement activities of the Department of General
Services, to require procurement personnel of the Department of General Services to receive
minimum training at the Office of Contracting and Procurement’s Procurement Training
Institute, to expand training for procurement officials, to require that the Office of Contracting
and Procurement seek feedback on training needs from other agency directors, to require an
annual review of training requirements, and to require the Department of General Services to
submit an acquisition plan to the Council annually.
The Committee invites the public to testify remotely or to submit written testimony. Anyone
wishing to testify must sign up at or by phone at (202) 741-8593, and provide their name, phone
number or e-mail, organizational affiliation, and title (if any) by the close of business on
Tuesday, October 26th, 2021. Witnesses are encouraged, but not required, to submit their
testimony in writing electronically in advance to facilities@dccouncil.us. Witnesses will
participate remotely via Zoom. The Committee will follow-up with witnesses with additional
instructions on how to provide testimony in advance of the proceeding.

All public witnesses will be allowed a maximum of four minutes to testify, while Advisory
Neighborhood Commissioners will be permitted five minutes to testify. At the discretion of the
Chair, the length of time provided for oral testimony may be reduced.
Witnesses who anticipate needing language interpretation, or require sign language
interpretation, are requested to inform the Committee of the need as soon as possible but no later
than five (5) business days before the proceeding. We will make every effort to fulfill timely
requests, however requests received in less than five (5) business days may not be fulfilled and
alternatives may be offered.
The Committee also encourages the public to submit written testimony to be included for the
public record. Copies of written testimony should be submitted by e-mail to
facilities@dccouncil.us. The record for this public hearing will close at the close of business
on Thursday, November 11th, 2021.
