Councilmember Vincent C. Gray, Chairperson of the Committee on Health, announces a Public
Hearing on Bill 24-0115, the “Department of Health Care Finance Support Act of 2021”, Bill 24-
0133, the “Personal Medical Record Fee Amendment Act of 2021”, and Bill 24-0143, the “Certified
Midwife Credential Amendment Act of 2021.” The hearing will be held on Wednesday, April 21, 2021,
at 10:00 a.m, via Webex. This hearing notice has been revised to reflect that the hearing will now
be broadcast live on DC Council Channel 13 and the Council website. The notice is also
abbreviated.
Bill 24-0115, the “Department of Health Care Finance Support Act of 2021”, would provide
continuity in certain actions related to the Department of Health Care Finance in order to help ensure
the best opportunities to provide and support the provision of health care services to District residents.
Bill 24-0133, the “Personal Medical Record Fee Amendment Act of 2021”, would amend the
District of Columbia Health Occupations Revision Act of 1985 to limit fees charged by healthcare
providers and third parties with respect to obtaining medical records.
Bill 24-0143, the “Certified Midwife Credential Amendment Act of 2021”, would amend the
District of Columbia Health Occupations Revision Act of 1985 to provide for the licensure of certified
midwives and the registration of certified midwives by the Board of Nursing, as well as include certified
midwives in the definition of “other health professionals.”

please provide Mr. Cameron with the following information:
• Your first and last name;
• The name of the organization you are representing (if any);
• Your title with the organization;
• Your e-mail address;
• Your phone number; and
• The specific bill/s you will be testifying about.
Mr. Cameron will e-mail a confirmation of your attendance with an agenda, witness list, and
attached instructions for accessing the Webex video conference hearing at 6:00 p.m. on April 20, 2021.
Oral testimony will be strictly limited to three minutes to allow everyone an opportunity to testify.
For accommodation requests, including spoken language or sign language interpretation, please
inform the Committee office of the need as soon as possible but no later than five (5) business days
before the proceeding. The Council will make every effort to fulfill timely requests, however requests
received in less than five (5) business days may not be fulfilled and alternatives may be offered.

on Wednesday, May 5, 2021. Please indicate that you are submitting testimony for this hearing in the
