Village of Waterford Finance Committee Meeting Minutes - Approved June 8th, 2020 *Held Via Teleconference* Chair Ewert called the meeting to order at 5:05 pm. Present: Brian Lauer, Troy McReynolds, Adam Jaskie, Don Houston, Andrew Ewert Also present: Zeke Jackson, Colleen Schauer, Michelle Vandehey Minutes: Lauer motioned to approve 10-21-2019. Second by Jaskie. Motion carried. YTD Financials: Treasurer Vandehey and Administrator Jackson gave an over view of the YTD Financials and the Treasurer’s report. Architectural Services: Lauer recused. Motion by Ewert to recommend on to the Village Board to amend the 2020 Annual Budget creating an internal loan from Capital Funds to TID 4 in an amount of $290,000 at the terms indicated. Second by Jaskie. All aye. Motion carried. Budget policy: Motion by Houston to amend budget policy 003-110318 and 009-11038 to become one uniform policy. Second by Lauer. All aye. Motion carried. Façade Grant: Motion to Ewert table discussion of façade grant program. Second by Lauer. All aye. Motion carried. RFP: Motion by Ewert to recommend on to the Village Board to create an RFP for architectural services for Fire Station #2. Second by Lauer. All aye. Motion carried. Budget: Discussion was had on the 2021 Budget. Motion by Ewert to adjourn at 6:02 pm. Second by Lauer. All aye. Motion carried. Budget amendment made to fund 48200 Building Rend to 15,000 in the 100 General Fund. 15 16 Finance Committee members would like to be sent the yearly financials for the TIDs as well as be invited to 17 the yearly meeting with Mead & Hunt when TID projections are discussed. 18 19 Discussion was had on repurposing funds for the remodel of the Village Hall basement. 20 21 Allocation of $68,000 in Capital Funds for a generator and portable generator to be added to the budget. 22 23 Jackson reviewed 2020 budget of the following funds: TID 2, TID 3, TID 3 Debt Service, Special Funds, 24 General Capital Projects Fund, General Fund Capital Improvement Funding Plan, Debt Service Schedule, All 25 Debt Service Loans (Bonds). 26 27 Motion by Lauer to approve budget sections as discussed with noted changes. The Village President must execute all such contracts. All contracts shall be for a term of no more than 5 years. At the end of a 5 year term, all subsequent renewals or reissues of contracts shall be subject to a public solicitation of a request for proposals. Request for Proposals shall use objective, verifiable data to rank respondents, and to award a contract solely based on merit. A minimum of 3 bids are encouraged. Budget Policy 009-110318 – The Village Board establishes procurement through competitive pricing. Awards for goods or services shall be made to the responsible firm (through experience and technical knowledge) that demonstrates the lowest responsive cost. Recommendation: That the Village Board accept the recommendation of the Heritage Design Committee and modify the Curb Appeal and Construction Cleanup Grant programs through an expanded Business Façade Grant/Loan Program Background: The Village has set in motion many of the things that are required for redevelopment to successfully take place. Under this proposal, we are creating a public policy that reinforces tenant/business ownership of downtown real estate (located in TID 4), and helping those business owners reach success by improving their properties. The curb appeal and construction cleanup programs were relatively small, and had a significant impact in improving the overall façade of Downtown. Now is the time to have a strengthen our resolve and laser focus on specific business properties that can be examples of the future of Waterford’s downtown. This grant program will be funded through TID 4 increment, and is up front paid by an internal loan from Sewer Replacement funds to TID 4. Our sewer replacement funds are presently earning .90% interest, and that is anticipated to decline in the weeks ahead. This is a better way to earn return on those funds by paying a higher rate of debt service interest internally, and preserving debt capacity for other projects. The program focuses on BUSINESS OWNERS as tenants of their OWNER OCCUPIED SPACES. The program is proposed as a forgivable loan program such that we shift the approach from a “one size fits all” grant to one that gives the Village Board significant control of terms for each individual project based on the value and traffic it creates for the community, with individual awards and loan forgiveness terms spelled out in each development agreement. Fiscal Impact: $200,000 in loan/grants in 2020 supported through TID 4 Increment as an internal loan from Sewer Replacement Funds. ANY UNAPPROVED DEVIATIONS FROM THE ORIGINAL WORK SPECIFIED IN THE LOAN/GRANT APPLICATION WILL DISQUALIFY THE APPLICANT. C. THE APPLICANT AND BUILDING INSPECTOR WILL CONDUCT A FINAL INSPECTION AND THE BUILDING INSPECTOR WILL PROVIDE WRITTEN CORRESPONDENCE OF PROJECT APPROVAL TO VILLAGE STAFF. D. INVOICES AND RECEIPTS AND FINAL LIEN WAIVERS PROVIDED BY THE APPLICANT TO THE VILLAGE TREASURER WILL BE REVIEWED TO ENSURE COMPLIANCE WITH THE ORIGINAL GRANT APPLICATION BY VILLAGE STAFF. PROGRESS PAYMENTS MAY BE MADE IF A PART OF THE DEVELOPMENT AGREEMENT. E. VILLAGE STAFF WILL SEND A WRITTEN REQUEST FOR DISBURSEMENT OF FUNDS TO THE VILLAGE TREASURER. FUNDS WILL BE DISBURSED AND MAILED (OR MADE AVAILABLE FOR PICK UP) TO THE APPLICANT OR DIRECTLY TO CONTRACTORS FOR PROGRESS PAYMENTS AS INDICATED IN THE DEVELOPMENT AGREEMENT. 12) LOAN/GRANTS ARE TO ENHANCE BUSINESSES THAT ARE LOCATED IN WATERFORD. THE GRANT IS NOT DESIGNED TO FACILITATE SPECULATIVE INVESTMENT IN PROPERTIES, NOR TO IMPROVE INVESTOR OWNED PROPERTIES. THE VILLAGE 42 WANTS BUSINESS OWNERS TO BUILD EQUITY IN THE PROPERTIES THEY OWN, AND TO HAVE BUSINESS OWNERS BE SUCCESSFUL. LOAN/GRANTS AWARDEES WILL BE REQUIRED TO ENTER INTO A WAIVER OF SPECIAL ASSESSMENT ON THEIR PROPERTY FOR THE VALUE OF THE GRANT. THE GRANT IS ISSUED IN THE FORM OF A FORGIVEABLE LOAN.
