Village of Waterford Finance Committee Meeting Minutes July 13th, 2020 *Held Via Teleconference* Chair Ewert called the meeting to order at 5:15 pm. Present: Adam Jaskie, Don Houston, Andrew Ewert Absent: Brian Lauer, Troy McReynolds Also present: Zeke Jackson, Colleen Schauer, Heather Kinkade, Chief Rick Mueller, Jim Bergles Minutes: Ewert motioned to approve 6-08-2019. Second by Jaskie. Motion carried. YTD Financials: Administrator Jackson gave an over view of the YTD Financials and the Treasurer’s report. Motion by Ewert to adjourn at 5:40 pm. Second by Jaskie. Second by Jaskie. Motion carried. 12 13 YTD Financials: Treasurer Vandehey and Administrator Jackson gave an over view of the YTD Financials 14 and the Treasurer’s report. 15 16 Architectural Services: Lauer recused. Motion by Ewert to recommend on to the Village Board to 17 amend the 2020 Annual Budget creating an internal loan from Capital Funds to TID 4 in an amount of 18 $290,000 at the terms indicated. Second by Jaskie. All aye. Motion carried. 19 20 Budget policy: Motion by Houston to amend budget policy 003-110318 and 009-11038 to become one 21 uniform policy. Second by Lauer. All aye. Motion carried. 22 23 Façade Grant: Motion to Ewert table discussion of façade grant program. Second by Lauer. All aye. 24 Motion carried. 25 26 RFP: Motion by Ewert to recommend on to the Village Board to create an RFP for architectural services 27 for Fire Station #2. Second by Lauer. All aye. Motion carried. 28 29 Budget: Discussion was had on the 2021 Budget. 30 31 Motion by Ewert to adjourn at 6:02 pm. Second by Lauer. All aye. Danielle has submitted budget templates to each of the department heads with an expectation of flat expenditures for 2021. There is a meeting scheduled for August 6, 2020 with Zeke, myself and each of the department heads to discuss their budget forecasts. We are reviewing the collateral statements from Associated Bank in great detail to make sure our due diligence is being done during these uncertain times and checking to see if we need to make any changes in the best interest of the Village.
