Finance Committee Meeting Minutes
October 4th, 2021
Held via Teleconference and at Village Hall
Chair Jaskie called the meeting to order at 5:01pm.
Present: Don Houston, Troy McReynolds, Adam Jaskie, Andrew Ewert
Excused: Brian Lauer
Also present: Michelle Vandehey, Colleen Schauer, Danielle Brown, Rick Huening, Asst. Chief
Nick Birmingham, Mike Sponholtz, Zeke Jackson, Tricia Cox
Minutes: McReynolds motioned to approve the 9-13-2021 minutes. Second by Houston. Ewert
abstained. Motion carried.
Closed session: Motion by McReynolds to adjourn into closed session. Second by Houston. call:
Houston – aye, McReynolds- aye, Jaskie – aye, Ewert – aye.
Motion by Houston to go back to open session at 5:29pm. Second by Ewert. All aye. Motion
carried.
1- Draft Budget: Discussion was had on the 2022 Draft Budget: Fund 100 Parks, Fund 275 Park
Impact Fees, Fund 100 Public Works, Fund 225 Recycling, Fund 600 Water/Water Capital,
Fund 610 Sewer/Sewer capital, Water & Sewer Sum All Page, DPW/Parks Wage Sheet, Fund
205 Special Funds/Capital and Special Funds Capital Detail, Fund 300 Debt Service, Debt
Master Schedule and corresponding amortization schedules.
Motion by McReynolds to recommend approval to the Village Board for the discussed sections
of the 2022 Budget as part of the 2022 Budget Adoption Process, excluding Debt Service.
Second by Houston. All aye. Motion carried.
Motion by Houston to adjourn at 6:15 pm. Second by Jaskie. All aye. Motion carried.

1. Review of Sections of the 2022 Draft Budget; Consider a motion to recommend approval to the
Village Board as a part of the 2022 Budget Adoption Process.
2. Consider a motion to convene into Executive Session pursuant to Wisconsin State Statutes, Section
19.85(1)(c) to discuss personnel and employee benefits and, 19.85(e) Deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.
3. Consider a motion to reconvene into open session.
4. Consider a motion for action related to items deliberated in closed session.

13 Minutes: McReynolds motioned to approve the 7-12-2021 minutes. Second by Lauer. Motion carried.

15 1- Financials: Administrator Jackson presented the financial status of the Village as a whole and reviewed
16 YTD Financials, no questions arose.

18 2- Draft Budget: Discussion was had on the 2022 Draft Budget: Special Funds, Special Fund Detail,
19 Pavement Management Plan, Debt Service (with subordinate amortization schedules), Curb Appeal,
20 Conservation and Development, Hotel Room Tax, Flex Plan, Riverside Docks.
21 Supervisor Huening and Chief Mueller addressed the committee regarding their departments budget and
22 debt service.
23 Treasurer Vandehey gave the board an overview of the proposed 2022 budget.
24 Motion by Lauer to recommend approval to the Village Board for the discussed sections of the 2022
25 Budget as part of the 2022 Budget Adoption Process, excluding Debt Service. Second by 2). All aye.
26 Motion carried.

28 3 – 2020 Audit: Treasurer Vandehey presented the 2020 Audited Financial Statements with supporting
29 discussion.

31 Motion by Lauer to adjourn at 5:42 pm. Second by McReynolds. All aye. Motion carried.
