Personnel Committee Official Meeting Minutes Tuesday, July 15, 2013, 5:00 p.m. Personnel Committee Present: Jerry Filut- Chair, Tammy Pollnow, Tom Roanhouse and Glen Collins. Also present: Rebecca Ewald. Filut called the meeting to order at 5:00 p.m. Pollnow moved and Roanhouse seconded to approve the June 17, 2013 minutes. Motion carried 4-0. The Committee reviewed the proposed amendments and Filut inquired whether the Committee should clarify when a transition employee would be paid out their designated compensatory time if it was not utilized within one year of transition. The Committee concurred. Pollnow moved and Collins seconded to approve the amendments with the addition of specifying that designated compensatory time at the date of transition must be utilized within one year of the transition date. If unutilized one year after the date of transition the time is paid out to the employee in the following payroll. Motion carried 4-0. The Committee reviewed the proposed rates from Central States, discussed retiree coverage and the employee health insurance contribution. Roanhouse moved and Collins seconded to recommend the Administrator pursue a three year agreement for insurance with Central States at the non-bargaining rates proposed for all employees, excluding retiree coverage, and recommending employees contribute 15% towards health insurance premiums in 2014. In 2014 the Committee requested the Administrator to review the percentage of contribution from municipal employees in municipalities of comparable size and provide the information to the Committee for review. The Committee reviewed life, ad&d and std insurance. Pollnow moved and Collins seconded to direct the Administrator to research with Principal the minimum number of employees required to receive coverage, whether Principal will allow employees to purchase additional coverage in addition to the coverage provided by the Village, review whether the state offers a program that provides this insurance and what the premium would be to provide employees with health insurance zero coverage with Principal and employees without health insurance coverage $25,000 of life, $25,000 of ad&d and $350 per week for short term disability. Motion carried 4-0. Pollnow moved and Collins seconded to adjourn into Closed Session pursuant to Wis. Stat. 19.85(1)© to review wages and compensation of Village employees by roll call vote: Filut – aye Pollnow – aye Roanhouse – aye Collins - aye Collins moved and Filut seconded to reconvene into open session at 7:00 p.m. Roanhouse moved and Pollnow seconded to recommend a 1% increase for employees in 2014, with the exception of Boards, Committees, and the Fire & Rescue Department because it was recently reviewed and reorganized.
