Meeting Minutes
Tuesday, July 30, 2013, 7:30 p.m.
Personnel Committee Present: Jerry Filut- Chair, Tammy Pollnow, Tom Roanhouse, Linda Laib and Glen Collins.
Also present: Rebecca Ewald.
Filut called the meeting to order at 7:30 p.m.
Pollnow moved and Collins seconded to approve the July 15, 2013 minutes. Motion carried 5-0.
The Committee reviewed current position descriptions in the general government and reporting structure of the
positions. It was noted that the court transition is in progress and the future direction of the court, including
administrative needs of the court have yet to be clearly defined. The Committee discussed that duties associated with
each position may change slightly to accommodate for roles being more clearly defined.
Pollnow moved and Roanhouse seconded to recommend the Village Board move forward with the following
organizational structure in the general government office:
Reclassification of the DPW/Utility Clerk position to Deputy Treasurer & Utility Clerk reporting to the Treasurer
Reclassification of the Deputy Clerk/Treasurer & Court Clerk position to Deputy Clerk & Court Clerk reporting to
the Clerk and municipal judge.
Motion carried.
Now that clearer lines of reporting have been established and dedicated assistance is provided to both the clerk and
treasurer, staff would have an ability to review the duties of the positions and allocate tasks and projects within the
reclassified structure. This would also allow flexibility for individual strengths in the positions to be assessed and
allocated accordingly. This is something that could be done during the transition period, but the Committee noted the
importance of advertising for the position as soon as possible so that the transition timeline could be clarified.
Collins moved and Pollnow recommended that the position of clerk be posted internally as soon as possible for three
days, noting salary to be based upon qualifications. It was further recommended that the Administrator proceed with
allocating projects or moving scheduled tasks amongst other positions according to priority to accommodate for the
clerks vacancy during this transition. Motion carried.
The Committee noted that perhaps a policy for posting internally and externally should be provided to give the
Administrator direction on how to proceed so as to not delay the advertisement process with receiving approvals from
various Committees and Boards. This will be reviewed at a future time.
Collins moved and Filut seconded to adjourn into Closed Session pursuant to Wis. Stat. 19.85(1)© to review wages and
compensation of Village employees by roll call vote:
Filut – aye Pollnow – aye Roanhouse – aye Collins – aye Laib - aye
The Committee discussed wages for village employees.
Collins moved Pollnow seconded to reconvene into open session 9:11 p.m. Motion carried.

Roanhouse moved and Pollnow seconded to recommend to the Village Board that represented employee wages be
handled in accordance with the negotiations of their contracts for 2014. Motion carried.
Roanhouse moved and Collins seconded to adjourn at 9:13 p.m. Motion carried.
