Monday, December 16, 2013, 5:00 p.m.
Present: Jerry Filut- Chair, Tami Pollnow, Tom Roanhouse and Glen Collins
Excused: Linda Laib
Also present: Rebecca Ewald, Barb Messick and Jeff Dolezal
Filut called the meeting to order 5:00 p.m.
Pollnow moved and Roanhouse seconded to approve the November 18 meeting minutes. Motion carried.
Per the request of the Committee, the Administrator consulted with the Library Director and Director of Public Works
for input as to when reviews should be conducted each year. It was the consensus that the reviews would be best
accomplished by the end of first quarter or April 1. The Committee concurred, as this is the time they initially suggested.
Barb Messick, Administrative Analyst, updated the Committee on the Waterford Information Portal (WIP) project to
include social media. The group viewed a video on social media. Filut inquired as to who would be putting comments on
social media. Messick noted that administration of the website and social media is still in development. What would
the necessity be for employees for access social media at work? Messick noted that there should be policies developed
to accommodate for this. The group reviewed the draft updated of the “Use of Electronic Information Systems, E-mail,
Social Media and Internet Access.” Filut inquired as to whether the Committee had to make a recommendation tonight.
No recommendation was needed tonight; however, the Committee will be requested to review and provide
recommendations on this policy and protocol in the future. Filut noted that he would like to view another municipality’s
page that is used effectively to that they can review a positive example. Pollnow recommended to table the policy and
requested Messick to prepare an educational session on facebook and uses by the municipality. Roanhouse seconded.
Motion carried. Messick departed the meeting at 5:30 p.m.
Dolezal joined the meeting for the designation of employees as emergency personnel at 5:30 p.m. Roanhouse clarified
that the classification of emergency personnel would apply to all public works and utilities employees within the Public
Works & Utilities Department, including the Director, Assistant to the Director, and three Equipment and Water
Operators. It was noted that these employees are required to regularly attend to emergency issues in which their
response with 10-15 minutes is critical to assure public safety. Roanhouse noted that we need to be overly expressive as
to why the application deadline is extended. Filut suggested the following language “Application deadline extended due
to amending the residency rule per recently passed state law and designation of emergency personnel.” Dolezal
supported the designation of public works and utilities employee as emergency personnel. The Administrator requested
direction on how many times to advertise the extension to the equipment and water operator application deadline if the
designation was recommended. Filut recommended notification in the Hi Liter December 18 and the following
Wednesday with the application deadline on December 30 at noon. The current applicants should be notified prior to
posting. The same process would be utilized for reviewing applications and interviewing candidates. Pollnow moved
and Collins seconded to advertise an extension to the equipment and water operator solicitation process to
accommodate an additional advertisement in the Hi Liter the next two consecutive Wednesdays, with an application
deadline of December 30, 2013. Motion carried.
Roanhouse moved and Collins seconded to adjourn. Motion carried at 5:59 p.m.
