VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes August 17th, 2020 *Held in Village Hall Park* Chair Baker called the meeting to order at 4:00 pm. Present: Mike Baker, Carl Oberhart, Don Houston, Fred Koeller, Pat Goldammer Also present: Jim Bergles, Colleen Schauer Minutes: Motion by Koeller to approve the 7-20-2020 minutes. Second by Houston. All aye. Motion carried. New Business: Planters: Discussion was had on planters on the corner of Main St and 1st. Motion by Koeller to purchase an additional 4 planters to be placed at the corner of Main and 1st Street, and move an appropriate amount of existing planters over to the lot at the timing and arrangement to be decided by the DPW supervisor, and revisit the plan to build new planters in the spring. Second by Oberhart. All aye. Motion carried. Boat Launch: Discussion was had boat launch fees for 2021. Motion by Houston to adjourn at 4:29 pm. Second by Goldammer. All aye. Motion carried. Second by 12 Koeller. All aye. Motion carried. 13 14 New Business: 15 Racine Co Drainage: Discussion was had with the Racine County Drainage Board, Greg Foat, regarding 16 overflow to the retention pond at Main St and STH 36. Director Bergles as to come back to the 17 committee with cost estimates. 18 19 Street Light: Michael Robertson spoke to his request for placing a street light at 133 River View Drive. 20 Mr. Robertson will contact WE Energies and follow back up with the committee. 21 22 Flower Beds: Motion by Houston to send out a RFP for flower bed maintenance. Second by Oberhart. 23 All aye. Motion carried. 24 25 Lawn Maintenance: Motion by Koeller to send out an RFP for lawn maintenance services and a separate 26 RFP for seasonal fertilization and herbicide. Second by Oberhart. All aye. Motion carried. 27 28 Fishing Signs: Motion by to Koeller approve informational signage regarding catch and release to be hung 29 in the parking lot at 10 Club Park and the kayak launch at Village Hall Park that already has informational 30 fishing regulations. Second by Oberhart. All aye. Motion carried. 31 32 CORP: Motion by Oberhart to approve the CORP plan as written with noted amendments and send 33 along to the Plan Commission. Second by Houston. All aye. Motion carried. 34 35 Park Design: Motion by Goldammer to recommend acceptance of the proposal by Mead and Hunt to 36 pursue a contract for services with staff approval with any changes made at the Planning Commission to 37 be approved by the Public Works Committee. Motion carried. 40 41 Respectfully submitted by 42 Colleen Schauer, PIO 3 V​ILLAGE​ ​OF​ W​ATERFORD P​UBLIC​ W​ORKS​ ​AND​ ​UTILITIES​ R​EPORT For additional information:​ http://www.waterfordwi.org Meeting Date: August 2020 Flower Bed Purchase and Build Agenda Item Build and Install elevated flower beds in the vacant lot located at 1st and Main Topic The Village of Waterford currently owns the vacant lot at 1st and Main. It looks as though it may be vacant for 2 years. At the request of Village Hall, Public Works has designed flower beds that will help block traffic noise and make the corner more usable as a public area. The flower beds will be built out of railroad ties instead of raw cut timbers seeing the ties are half the price of rough cut timbers. The vacant lot can support three double flowers beds and one single bed as shown in the attached sketch. The flower bed wall will have three walkways through it to allow people to enter the area. The beds are 3’ x 8’ x 35” tall and joined by a railroad tie wall between the beds. This will give the effect of one solid wall as vehicles drive by. Once plants are planted in the planter next spring, areas of the wall will be over 4’ tall. All aspects of the wall will help block street noise from entering the park. Financial Cost Currently, Railroad ties from Menards are 15.09 each and are a better quality than Home Depot. The beds will need a total of 110 railroad ties and hardware for construction. The ties will cost $1659.00 and an estimated $75.00 in fasteners. For a total price of $1735.00 Discussion Approve the cost of up to $2000 to construct and install the flower beds for the vacant lot at 1st and Main. Respectfully submitted, James T. Emails have been sent but no progress has been made. Boat Launch The new exit driveway has been finished. Quotes are now being taken to finish the driveway in asphalt. Ice Rink The rink area has been filled and levelled. Grass seed goes in this week and the power box is being approved by Weenergies. The skate shack will be moved at the end of September. We are reaching the height of new cases seen in May in our jurisdiction, with no signs of slowing down. This trend is occurring not only in our jurisdiction but also in much of southeast Wisconsin. If we do not stop the virus now, this may impact the ability of schools and businesses to operate safely. As permits and requests come to your municipalities to hold events, we strongly urge you to NOT approve these as the current recommendation is to cancel or postpone indoor and outdoor mass gatherings. This recommendation includes festivals, carnivals, fairs, concerts, parades, etc. For most public events, it is nearly impossible to ensure that the health department can perform contact tracing if there is a case at an event. If we cannot perform contact tracing, we may need to do a public notification to identify contacts, and this is not our preference. Similarly, for outdoor social gatherings, we recommend 25% capacity or 10 or fewer people, whichever is less, plus wearing a face covering and maintaining physical distance. For indoor social gatherings, we recommend 10 or fewer people, wearing a face covering and maintaining physical distance. For private events with no public access, please call us if you have questions. We are closely monitoring the situation and will let you know when the case count starts to go down again.
