Motion carried. 29 30 Security: Discussion was had on the current physical security system for Village buildings and facilities. 31 Motion by Houston to include the needed security updates as part of the 2022 budget. Motion carried. 43 44 Respectfully submitted by, 45 Colleen Schauer, PIO 4 5 6 7 8 9 10 11 12 13 14  15 51-3d-21 8/11/2021 16 17 18 19  20 VILLAGE OF WATERFORD PUBLIC WORKS AND UTILITY MEETING For additional information: http://www.waterfordwi.org Meeting Date: August 2021 Public works:  Installed speed limit signs on Foxmead Crossing  Reinstalled 2 hr. parking sign on Center St. had van towed that was parked several months with no tags and exhaust lying on street.  Put flags back up for parade for Maddy.  Crew has been working with Mike to get 10 club park ready for fun fest.  Ordered water bags and installed around newly planted trees.  Still waiting on build date of new truck chassis from GM  Ordered paint for cross walks, waiting for availability, may not get in time to paint this fall Utilities:  Received approval from PSC of the AMI project. Will start installing radio read meters  Repair of sewer main on Elizabeth is complete. Before and after pictures in packet.  Rohda and Oak project had a meeting with contractor on expectations and quality of work. They made the adjustment that we requested and project is going much smoother.  Lost power on Tuesday 8/10 to lift station 3 ran station with generator overnight.  Still taking applications for open operator position. Rick Huening Public Works/Utilities Supervisor 21 22  23 VILLAGE OF WATERFORD PUBLIC WORKS AND UTILITY MEETING Facilities and parks update Meeting Date: August 2021 Facilities -Fire protection dry system upgrades at Village hall are now complete. New dry system pipes and nitrogen generator installed. Also the fire protection system required inspection and service program is happening again at the Village Hall and Library. Good long term fix here. -Cleaning/organizing buildings at Whitford park. -Continued planning and prioritizing the many repairs needed at Whitford park, as well as all other Village facilities, gathering bids and costs for next year's budget planning. -Completing ongoing general repairs, maintenance and organization of all facilities. -Worked on identifying needs and budgeting for 2022 Parks -Working very hard behind the scenes on the many events going on in the village, Our crew has really been stepping it up and taking pride in these events. Many hours are dedicated to this. -Repaired netting and fencing at diamond 1 at Whitford. This netting will need to be replaced in the next 2 years or so, as well as much needed repairs to the dugouts, concession stand and the infield fencing at this ball field. -Removed several dead trees, as well as some weed trees, shrubs and rocks at ten Club Park in preparation for a large Lions club event and Circus. Ongoing clean up around trees and along the river. -Completing ongoing mowing, weeding, watering, mulching, spraying and general outside maintenance village-wide. -Budget planning for 2022 Respectfully submitted, Mike Sponholtz Facilities and parks supervisor.  24 VILLAGE OF WATERFORD Engineer’s Report August 12, 2021 Well 6 Site Investigation and Design - Project No. 180435  Well 6 is planned at the Well 4 site. Additional improvements include a reservoir and additional treatment equipment at the existing water plant.  We are still waiting for the WDNR approval if the SDWLP Intent to Apply Application (ITA) before spending the Village’s money on engineering. Last year this WDNR approval occurred the first week of March; the project is still listed as “undetermined” on the latest (4-22-21) Project Priority List. The WDNR is not responding to our requests.  We may need to resubmit for the ITA on October 31, 2021 for 2023 funding.  We will continue to attempt to contact the WDNR staff on this issue. Mercury Business Park - Project No. 180594  Reesman’s is approximately 99 percent complete.  The work within the WDOT right-of-way is complete, except for surface paving the northbound right turn lane. This will be completed as part of the DOT’s project.  We are waiting on utilities, which are being delayed by a WDOT permit.  Pavement striping will wait until the utilities are complete. ADI Business Park - Project No. 201098  Nothing has happened in the last 30 days; the developer’s engineer is not responding to our request for the record drawing information and the GPS survey.  We will contact the developer directly before next month. Asset Management Plan – Utility Systems – Project No. 200204  This plan will inventory the existing water distribution, sanitary sewer system, and storm sewer systems and identify recommended improvements corresponding to the recommended roadway improvements in the Village’s Pavement Management Plan. We are modifying this proposal; please expect a submittal by the first of September. The Enclave at Waterford Landing – Project No. 190196  The Wanasek Corporation is working for the developer; the public mainline utilities are installed.  Remaining work is storm sewer and paving. Each of these phases is also a dedicated lot; all lots will have a common owner.  8-inch sanitary sewer will extend from Buena Park Road through an easement between Units 21 and 22; then continue within the private road easement. All units in Phase 1 have basement service available; the remaining phases may only have first floor service.  8-inch water main will be within the private road easements and extend west from the development on an easement.  The mainline utilities are in; services are expected to begin next week with testing of the mainline sanitary system.  The developer still needs to mill and resurface Hickory Hollow Road between Fairview Circle intersections. Oak & Rohda Street and Utility Improvements – Project No. 200208  Mains on Oak and Rohda are near completion.  Storm sewer work is complete.  Services are continuing on Rohda. Services on Oak should begin next week. Milwaukee Street between E. Main Street and the north Village limits. The estimated project cost is $625,000.  We are currently working with the County with the County and the LRIP program. Main Street between Milwaukee Street and STH 36. The estimated project cost is $1.8 M with approximately ½ of the cost associated with the water and sanitary utilities. No person shall permit any dog owned or kept by such person, nor shall any person permit any dog under such person's management and control, to enter upon the grounds of any public park within the Village of Waterford, except as provided in Subsection B. B. Dogs which are properly leashed and under the management and control of a person shall be permitted upon the grounds of the Cornerstone Crossing Nature Conservancy, provided that the person abides by the waste collection provisions of § 87-16. [Amended 1-23-2006 by Ord. No. 489] § 87-16Waste collection. No dog or cat owner shall allow the same to be on any public or private property not owned or possessed by such person, and provided that the property is not posted to prohibit the presence of such animal, unless he has and uses a device to scoop up excrement and an appropriate depository in which to place such excrement. This shall not apply to visually or physically handicapped persons. DRAFT OF REVISED BELOW 87-1. Dogs in Parks. A. Any person who brings a dog or domesticated animal into any Village of Waterford Park/ or multiuse path shall: 1. Keep said animal on a non-retractable leash no longer than six feet in length and under their control at all times. 2. Keep any animal out of any playground areas, athletic field, or other signed restricted areas or events as designated by the Village. 3. Immediately remove the animal if it exhibits aggressive behavior 4. Be liable for an injury caused by said animal 5. Keep any animal from digging, chasing or harming wildlife, damaging park property, or interfering with other park users 6. Be responsible financially for any repairs of damage caused by said animal 7. Be responsible for immediately removing, cleaning, and properly disposing of any defecation of said animal as per the provisions of 87-16 B. The Village of Waterford reserves the right to designate certain park space as “off-leash” parks (Dog Park), allowing for dogs to run free with in a fenced area. Occupants of these designated areas will be subject to the policies and procedures as follows and those posted at the park:  29 1. The Dog Park hours of operations are 8 am to dusk unless otherwise posted. The Dog Park may be closed at the discretion of the Village. 2. The Dog Park may be closed periodically during the year for maintenance or special events as needed. 3. Enter at your own risk. Adults and children assume all risks associated with the off-leash Dog Park. No children under 18 are allowed without adult supervision. 4. Dogs must display current license and be healthy and parasite-free. No dog that is sick, in heat, vicious, aggressive or has a history of aggressive behavior or biting is permitted in the Dog Park. 5. Females in heat and puppies under the age of four months are not allowed in the Dog Park. 6. Dogs are to be kept on a leash length not exceeding 6’ when OUTSIDE the Dog Park Fence at all times. Do not have your dog unleashed between your vehicle and the entrance. 7. Three dogs per owner is the maximum allowed inside the Dog Park. 8. All dog owners must carry a leash; no dogs shall be leashed once inside the park. 9. No spiked collars or the like that have the potential of injuring another dog or person are permitted. 10. No smoking, food, glass containers, strollers or bicycles are allowed inside the Dog Park. 11. Noise makers of any kind are not allowed. 12. Aggressive dogs are to be removed immediately. Aggressive dogs are defined as either potentially dangerous or vicious dogs as defined in Ordinance 87-13. 13. Only flying discs and tennis, or equivalent, balls are allowed to be thrown inside the dog park. Any discs, balls, or other personal items left at the park will be discarded.
