no action will be taken by any governmental body at the above-stated meeting other than the governmental body specifically referred to above in this

6 Meeting was called to order by Chair Koeller at 4:00pm

8 Present: Fred Koeller, Pat Goldammer, Don Houston, Carl Oberhardt, Kim Migazzi,
9 Others present: Colleen Schauer, Mike Sponholtz, Zeke Jackson, Alysa Robbins

11 Minutes: Motion by Goldammer to approve the 7-19-2021 minutes. Second by Oberhardt. All aye.
12 Motion carried.

14 Special Events: Motion by Houston to approve the special event permit for Waterford Homecoming
15 Parade on approval from the state. Second by Oberhardt. All aye. Motion carried.
16 Motion by Houston to approve the special event permit for the Dog Days of Summer. Second by
17 Oberhardt. All aye. Motion carried.

19 New Business:
20 Dogs in parks: Discussion was had on amendments to municipal code §87-1: Dogs not allowed in public
21 parks. Motion by Oberhardt to keep code §87-1: Dogs not allowed in public parks as is, with a fine of
22 $200 for penalty. All dogs must be on a 6ft leash while in the Village of Waterford and waste must be
23 disposed of properly, failure to comply will result in a fine of $200. Second by Goldammer. Migazzi nay.

26 Motion by Oberhart to accept the reports as written. Second by Goldammer. All aye. Motion carried.

Public works:
Installed speed limit signs on W. Main St. by school crossing
Ordered new moldboard for truck 71
Still waiting for chassis to be built at GM.
Going to get prices for leaf vacuum to clean streets
Summer help is gone
Hauled stone from Fox River School putting in median at mercury
Started trimming tress over street in preparation for winter
Conducting interviews for operator
Utilities:
Rhoda and Oak ready for pavement this week
Had Expediters in to televise new laterals several needed to be dug up and fixed
Several curb stop boxes needed to be fixed or straightened
Dave and I attended WRWA conference in La Crosse
Meter reading is complete
All new meters and change out meters are getting radios installed
We have a good inventory of meters currently

Facilities and parks update
Meeting Date: September 2021
Facilities
-Cleaned up a large mess at the library basement due to a leaky water heater, working on replacing the
water heater.
-Continued planning and prioritizing the many repairs needed at Whitford park, as well as all other
village facilities, gathering bids and costs for next year's budget planning.
-Completing ongoing general repairs, maintenance and organization of all facilities.
-Worked on identifying needs and budgeting for 2022
Parks
-On going field work supporting the volunteers working on restoring Old Settlers cemetery.
-Removed the tables/bar and misc clean up at the beer garden site. Repairing the tables to be used at
the Whitford pavilion.
-Continued clean up around various overgrown areas at ten club park.
-Set up/clean up for 2 major events at 10 club park, as well as the final events of the season for River
Rhythms, Food and fun at first, and Movies in the park.
-Completing ongoing mowing,weeding, watering, mulching, spraying and general outside maintenance
village-wide.
-Removed the large Adirondack chairs at VH park for winter rebuilding and painting.
-Working on a plan for improvements to the lot on the corner of 1st and Main St.
-Working on a Urban forestry grant, as well as a tree planting project for street trees in Kettle Glen.
