Posted: 11/12/21; 10:50 a.m. 2 1 VILLAGE OF WATERFORD 2 Public Works & Utilities Committee Meeting Minutes 3 Held at DPW Building 4 October 18th, 2021 5 6 Meeting was called to order by Chair Baker at 4:00pm 7 8 Present: Pat Goldammer, Don Houston, Kim Migazzi, Fred Koeller, Carl Oberhardt 9 Others present: Colleen Schauer, Mike Sponholtz, Zeke Jackson, Rick Huening, Alysa Robbins 10 11 Minutes: Motion by Houston to approve the 9-20-2021 minutes. Second by Migazzi. All aye. Motion 12 carried. 13 14 Events: Motion by Houston to approve the Winter Wonderland Christmas Parade. Second by 15 Goldammer. All aye. Motion carried. 16 17 Reports: 18 Streets and Utilities Supervisor Huening spoke on updates in the Department of Public Works. 19 Parks Supervisor Sponholtz gave updates on the parks and facilities department. 20 21 New Business: 22 1- Ten Club Park: Mead & Hunt presented updated Ten Club Park plans. Discussion topics included 23 fireplaces, playground area, general design and aesthetic. 24 Motion by Oberhardt to recommend the plans for Ten Club Park by Mead & Hunt for approval to the 25 Village Board. Second by. All aye. Motion carried. 26 27 2- Water Only Meters: Discussion was held on the current process for installing water only meters and 28 changes that need to made to the current policy. 29 30 Motion by Houston to adjourn at 6:13 pm. Parks -Supporting volunteers at the Old Settlers Cemetery project. -Completed sod,tree planting, asphalt cutting and general clean up at the 1st and main empty lot. -Took down the bandshell tent at village hall park. -Decorated and took down halloween decorations at the park, starting work on Christmas decorations. -Set up ice rink and lights -Completed fall clean up and pruning of plant beds at the Village hall, boat launch, 2nd street parking lot and Whitford park. Working on fall leaf removal. -Completing ongoing mowing,weeding, watering, mulching, spraying and general outside maintenance village-wide. Respectfully submitted, Mike Sponholtz Facilities and parks supervisor. 5 VILLAGE OF WATERFORD Engineer’s Report November 12, 2021 Well 6 Site Investigation and Design - Project No. 180435  Well 6 is planned at the Well 4 site. Additional improvements include a reservoir and additional treatment equipment at the existing water plant.  The WDNR does not consider the project eligible for funding. Based on this, we recommend that the Village seek an alternate funding source for this project such as USDA funding.  See the email snip below from the USDA. This is the same funding source that Paddock Lake recently used to build their water system improvements; it has the advantage of offering a low interest, 40-year loan term. They would like to review the Village’s 2020 water utility audit to make a more accurate determination prior to formal application. Mercury Business Park - Project No. 180594  Work within WDOT right-of-way is complete. Reesman has a punchlist for the Village and for the WDOT to complete yet.  We expect a request for final payment in December. ADI Business Park - Project No. 201098  Nothing has happened in the last 90 days; the developer’s engineer is not responding to our request for the record drawing information and the GPS survey.  We will contact the developer directly before next month. The water main has passed the pressure test and is in the process of bacteriological sampling. Park Villas – Project No. 201980  A majority of Phase 1 and Phase 2 work is now complete. Phase 3 work does not yet have a start date.  We are working on getting record drawings from the developer. Oak & Rohda Street and Utility Improvements – Project No. 200208  The project is complete and the final punch list has been sent to the contractor.  We are working through the outstanding change order requests from the contractor for consideration by the Village. Asset Management Plan – Utility Systems – Project No. 200204  This plan will inventory the existing water distribution, sanitary sewer system, and storm sewer systems and identify recommended improvements corresponding to the recommended roadway improvements in the Village’s Pavement Management Plan.  We are modifying this proposal. The Enclave at Waterford Landing – Project No. 190196  The Wanasek Corporation is working for the developer; the public mainline utilities are installed and all concrete work and asphalt paving is complete.  We are working on getting record drawings from the developer. Page 2 of 4 \\corp.baxwood.com\projects\Crystal Lake\WATRF\General\Admin\Monthly Reports\2021\11-2021\11-12- 21.docx 7 VILLAGE OF WATERFORD Engineer’s Report November 12, 2021 Potential MSIS Project – East Main Street Reconstruction – Project 212339.40  An application was submitted to the County on November 1, 2021 for potential 90 percent funding of the paving and drainage work associated with the reconstruction of E. Main Street between Milwaukee Street and STH 36.  The estimated project cost is $2.2 M with approximately ½ of the cost associated with the water and sanitary utilities.  The presentation for this is November 17, 2021 at 10:00a at the County. We plan to provide a dry-run of this presentation on Monday November 15th at 4:00p for the public works committee. Milwaukee Street between E. Main Street and the north Village limits. The estimated project cost is $625,000.  The application has been submitted to Alex Valley at Racine County and the LRIP program. Page 4 of 4 \\corp.baxwood.com\projects\Crystal Lake\WATRF\General\Admin\Monthly Reports\2021\11-2021\11-12- 21.docx 9 VILLAGE OF WATERFORD BANNER POLICY ON VILLAGE OWNED PROPERTY This is the official banner policy for the Village’s public banner posting locations located throughout the Village.  Only a banner announcing a specific event (which has specific dates) by a Waterford based non-profit organization is permitted. Raffles, Fundraisers, and other “non-event” advertising activities are not allowed the use of posting on public property. Athletic recruiting drives for teams based at Whitford Park are allowed. Advertising for events outside of the incorporated boundaries of the Village are not allowed.  The banner locations will accommodate banners up to 6’ wide by 4’ high. Banners must be double sided.  It is the responsibility of the organization to deliver banners to the Village for posting. Village Staff will control putting up and pulling down banners.  Two banners will be allowed per site, but only one banner per organization per site during any given 14 day interval, even if only one organization wants to be posted at that time.  A banner may be in place for a maximum of 14 days, and banners will only be taken up or pulled down on Mondays (banners need to be delivered the Friday before a posting date), weather permitting. The Village will make every attempt to display banners for the full 14 days.  Permission to display a banner must be given by the Village Clerk or Village Administrator.  Banner space will be reserved on a “first to schedule basis” each calendar year, with preemption rights granted to the Village for its’ own events, and Explore Waterford for Community Events.  Damage and/or theft is outside of the responsibility of the Village, and the Village will not be held responsible for damaged or stolen banners.  Banners provided to organizations “for free” by large corporations with no taxable property in the Village of Waterford will not be allowed to be displayed if the banner features advertising on behalf of the corporation with no taxable real property in the Village (Waterford based businesses with real taxable property in the Village sponsoring banners on behalf of non-profits are encouraged).  No other signage is allowed by any organization or group on Village property.
