decorations for the lamp posts down N Milwaukee Street and for backup replacements. Second
by Miggazi. All aye. Motion carried.
2- Whitford: Supervisor Sponholtz spoke to the updates proposed at Whitford Park.
3- Impact Fee: Motion by Oberhardt to execute an Impact Fee Needs Assessment Work Order
from Baxter & Woodman. Second by Houston. All aye. Motion carried.
4- Utility Plan: Motion by Oberhardt to approve the Utility Plan Work Order from Baxter &

Plow truck 72 was towed to dealer all work was under warranty

With only a few snow events so far this winter many indoor projects are getting finished

Completed Emergency Response Plan for water system mandated by the EPA. Attended
training classes to complete in house saving utility $12,000 to $15,000.
Working on firm numbers of meters and radios for AMI project
Lost all SCADA alarms do to phone numbers needing area codes
Working on upgrade for SCADA system, Original estimate was $142,000 we have bought
$25,000 in equipment so far leaving around $117,000 + or -
Crew has been checking water system for leaks. Found several hydrants with seat leaking
Had a water main break on Riverview Dr. and S. Water St.

Facilities and parks update
Meeting Date: Feb 2022
Facilities
-Gathering estimates and forming a plan for the Whitford park building improvements for 2022
-Completing ongoing general repairs, maintenance and organization of all facilities.
-Completed a large portion of the Village hall HVAC upgrades, waiting on backordered material to
complete this project. still waiting on parts to complete these items.
-Working on Library fire protection upgrades
Parks
-Removed Christmas decorations and stored for the year.
-Completing ongoing rink maintenance, snow removal and general outside maintenance village wide
-The Ice rink has been open most of January and still looking good! It has been extremely popular this
year. We are working 7 days a week grooming the ice and taking care of the area. Lots of positive
feedback! 739 figure skate rentals just on the first 5 weekends we were open. Lots of families have
come from all over the region. A special thanks to the Lions club for running the skate shack.

Engineer’s Report

ADI Business Park - Project No. 201098
The developer’s engineer is not responding to our request for the record drawing
information and the GPS survey.
We will provide a letter to the developer detailing what we need and inform them they
have 30 days to provide it or they will be invoiced from the Village for us to complete the
requested work.
Oak & Rohda Street and Utility Improvements – Project No. 200208
The project is complete. The final payment recommendation and close out documents
have been submitted to the Village.
Potential MSIS Project – East Main Street Reconstruction – Project 212339.40
We assisted in the filing of an application to the State on January 5, 2022 for a potential 60
percent funding of the paving and drainage work associated with the reconstruction of E.
Main Street between Milwaukee Street and STH 36.
There may be right-of-way adjustments needed with the preliminary design; some of the
properties extend to the centerline of the roadway.
The estimated project cost is $2.2 M with approximately ½ of the cost associated with the
water and sanitary utilities.

Re. GPR Scan of Cemetery Space (Waterford, Wisconsin)
Proposal
The Department of Anthropology at Wisconsin Lutheran College (Milwaukee, Wisconsin)
will conduct a non-intrusive survey and historiographical study of a historic cemetery in
Waterford, Wisconsin. Ground penetrating radar (GPR), soil probing, and targeted
surface scrapings will be used to identify the plan and physical extent of the Old Settler’s
Cemetery (BRA-0021). Additionally, the survey will be used to evaluate the property
(ASI# RA-0304) for the presence of unmarked graves and damaged grave markers. The
reporting of this work will include a proposal to incorporate the cemetery into the public
spaces of the local municipality. The approval of the work presented in the current
proposal will not sanction any of the plans for the cemetery outlined by either the
Heritage Sites Committee or the Village of Waterford. The current proposal applies only
to the Phase 1A survey of the property.

Scope of Work
Representatives of the department met with members of the Heritage Sites Committee
of Waterford, Wisconsin in order to discuss a Phase 1A survey of the Old Settler’s
Cemetery (BRA-0021; see Figure 1). During these conversations, the PI for the project
(Ned Farley) described the methods and techniques that were available to the
committee members and the village regarding their interest in identifying the layout of
the cemetery and the presence of unmarked historic graves. During the meeting the PI
explained what could and could not be determined through the use of GPR
technologies—he suggested accompanying this survey with limited surface scrapings
and soil probes. Additionally, the PI briefly described the legal responsibilities of the
property owners (in this case the Village of Waterford) and the need for the
involvement of the Wisconsin Burial Sites Preservation Board (WHS) once future plans

for the property are determined. A preliminary summary of the future intentions of the
village and the committee regarding the use of the cemetery as park space would
accompany the survey report. Following the submission of the report, a meeting with
the village board will be organized in order to review Wisconsin’s burial sites laws, the
state and federal protections that are currently in place regarding human burials and
cemeteries, and the limited nature of any and all built spaces that would accompany the
site (e.g. footings for signage, footpaths, plantings, and memorials). A proposal will be
presented to the preservation board at a later date. During this initial meeting, the PI
also informed committee members that any direct ground testing, following the current
study, would require additional permissions of the Wisconsin Burial Sites Preservation
Board. Once these permissions were granted, more intrusive testing could be carried-
out in relation to spaces that were designated for any future impact. This consideration
also includes spaces within the project area that were not clearly identified by the GPR
equipment as having subsurface anomalies common to internments from this time
period (c. 1843-1897) and within soil landscapes similar to those of south central Racine
county and the Fox River watershed. (It was informally decided at that time that more
intrusive testing techniques would not be proposed until the committee and village had
time to read and evaluate the Phase 1A survey report.)

As part of the GPR survey of the property, all subsurface anomalies will be treated as
unmarked graves or buried grave markers—subsequently, these will be areas that will
be flagged and mapped accordingly. Surface scrapings and soil probing will accompany
anomalies that are shallow and present the PI with radiographic signatures that are
common to collapsed or buried grave markers. The map, along with recommendations
for future site impact plans will be provided in the final report. The site map and the
final report will be presented to the Heritage Sites Committee (Waterford, Wisconsin)
and the Village of Waterford within 90 days following the completion of the field survey.
Methodology
The initial study of the property will incorporate a project area of over 9159 square
meters (see Figure 2). The ground penetrating radar survey system will perform scans
of the project area to locate any evidence of existing graves and shallow (10-25 cm)
subsurface disturbances. The survey will be conducted with a GSSI SIR-3000 radar
system, utilizing a 400 MHz antenna, which detects objects at depths of up to ten feet
(3.05 m). Typically, in southern portions of the state, this technology will accurately
detect sub-surface anomalies of up to six feet in depth. The locations and depths of any

anomalies detected will be marked with flags. These locations will be mapped using a
Northwestern NTS03-2 series total station. Field technicians will record the location and
extent of each anomaly along with its depth.
The results of applying ground penetrating radar surveys to cemetery spaces will vary in
their accuracy. A ground penetrating radar (GPR) system works by detecting differences
in the physical properties of soil environments, including soil density, moisture, and
conductivity. (These conditions may inhibit the ability of the antenna to scan a buried
environment, or it may result in false positives.) Burials from the nineteenth century are
difficult to detect due to the varying wood resources used in coffin architecture and the
lack of a burial vault; however, given the range of burial dates, and the well-drained
conditions of the local soils, the signal strengths should be clear enough to evaluate the
burial spaces. Qualitative assessments will be made of signal strength along pre-
determined research transects. (These transects will be oriented in a NE-SW fashion—
aligning themselves to the directional orientation of North Jefferson Street.) The dates
that are assigned to known spaces and the familial nature of surrounding grave markers,
if present, will be considered by the PI as signals are assessed and documented. The
signal strength and the historical/demographic context of each area scanned will be
codified into one of three conditional categories. (Category 1 = strong signal—burial
present. Category 2 = weak signal—chance of burial present; surface scraping required
for identification. Category 3 = no evidence of a burial, but evidence of a shallow
subsurface disturbance requiring soil probing and surface scraping.)
Project Schedule
The proposed project is scheduled for late April of 2022. It will take four days to
complete the survey. Email updates will be submitted to the Heritage Sites Committee
(Waterford, Wisconsin). The results will be immediately identified with flags and scan
values of those described above. A project report will be submitted to the Village of
Waterford no later than 90 days after the final date of the field survey. An identical
report will be submitted to the office of the senior compliance officer of the Wisconsin
Historical Society (Madison, Wisconsin).

system needs assessment report.
Engineering Services:
Provide engineering services for the Project as listed in Attachment A of this Work Order.
Compensation:

2. Provide an opinion of the portion of the cost of the recommended improvements that is
available to serve future customers and prepare a calculation of the impact fee.
C. REPORT
1. Prepare a report that includes the water use projections, recommended improvements,
opinions of probable cost, the impact fee calculation, and present this report to the Village.

planning document with budgetary costs and recommendations for the sustainability of the
sanitary sewer, water main, and storm sewer systems. This plan will inventory the segments and
assess their condition based on a number of variables including age, diameter, pipe material, soil
conditions, number and types of previous breaks.
Engineering Services:
Engineering services are as described in Exhibit B of the Village Engineering Services Agreement
dated October 9, 2006. Engineer shall provide the services set forth in Attachment A hereto.
Compensation:
Compensation for the services to be provided under this Work Order will be in accordance with the
Engineering Services Agreement dated October 9, 2006. The Owner shall pay the Engineer for the

system to include data collected and recommendations.
4. REPORT – Prepare a detailed draft report for review by the Village. Prepare a final
report based on Village input.
5. QA/QC – Peer review of the report to verify accuracy, cost estimation, and potential changes.
6. ATTEND PUBLIC MEETINGS AND REPORTING
A. Meet with Committee and Board, when requested by staff, to discuss data, possible
anomalies in data, and possible recommended future actions.
B. Prepare a report for distribution prior to the Committee or Board meeting.

scope of services. Coordinate with the Village and project team to ensure the goals of the
Project are achieved.
B. MEETINGS WITH VILLAGE STAFF – A project kick-off meeting will be held with Village staff
and the Engineering team to establish clear lines of communication and discuss the detailed
needs, objectives, and goals for the Project. The meeting will also be utilized to obtain
information, plans, atlases, and other data to be supplied by the Village and to discuss the
project schedule. Conduct one meeting with Village staff to review the pre-final plans prior to
permitting, and one meeting to review the final project documents prior to bidding.
C. SITE VISITS – Conduct site visits by designers to verify existing conditions, take
measurements, and review the location of proposed improvements.
D. PLANS, SPECIFICATIONS, AND OPINION OF PROBABLE COST – Prepare construction
contract documents consisting of Drawings and a Project Manual showing the general scope,
extent, and character of work to be performed by the Contractor selected by the Village.
1. Drawings – Prepare drawings showing the work to be furnished and performed by the
Contractor. Provide detailed drawings showing the proposed road cross sections, culvert
information, and pavement structure. Indicate location of utilities obtained from utility
companies. Create legends, general notes, detail drawings, and instructions to
contractors, to create a final set of construction drawings.
2. Project Manual – Prepare for review and approval by the Village and its legal counsel the
forms of Construction Contract Documents consisting of an Advertisement for Bids,
Bidder Instructions, Bid Form, Agreement, Performance Bond Form, Payment Bond

Form, General Conditions, and Supplementary Conditions based upon documents
prepared by the Engineers Joint Contract Document Committee (EJCDC). Prepare one set
of technical specifications for infrastructure improvements in the format of the
Construction Specification Institute.
3. Opinion of Probable Cost – Prepare a summary of quantities and an Engineers’ Opinion
of Probable Cost.
4. Quality Control Review – Perform an in-house quality control review of the Drawings,
specifications, bidding documents, and Engineers’ Opinion of Probable Cost for the
Project.
E. ASSIST BIDDING – Set bid dates with the Village, create an Advertisement for Bid and provide
to Village for publication. Provide documents for bidding and assist the Village in solicitation
of bids from as many qualified bidders as possible. Attend the bid opening with Village
personnel and assist in reviewing and checking of bid package submittals as required.
Tabulate all bids received and make a recommendation to the Village for Award of Contract.

Engineering Services:
Specific Engineering services are described in the Master Engineering Services Agreement between
the Village and Engineers dated October 9, 2006. A detailed scope of services for this Project is listed
in Attachment A of this Work Order.
Compensation:
Compensation for the services will be in accordance with the Master Engineering Services
Agreement dated October 9, 2006. The Owner shall pay the Engineer for the services performed or
furnished under Attachment A, based upon the Engineer’s standard hourly billing rates for actual
work time performed plus reimbursement of out-of-pocket expenses including travel. Estimated
fee to be $9,000.

Project Description
The Project includes full depth milling and repaving of N. Milwaukee Street from Main Street to the

Scope of Services
The following scope of services details the anticipated tasks necessary to successfully complete this
Project.
1. Act as the Owner’s representative with duties, responsibilities, and limitations of authority as
assigned in the construction contract documents.
2. PROJECT INITIATION
A. Prepare Award Letter, Agreement, Contract Documents, Performance/Payment Bonds, and
Notice to Proceed. Receive Contractor insurance documents.
B. Attend and prepare minutes for the preconstruction conference, and review the Contractor’s
proposed construction schedule and list of subcontractors.
3. CONSTRUCTION ADMINISTRATION
A. Attend periodic construction progress meetings.
B. Shop drawing and submittal review by Engineer shall apply only to the items in the
submissions and only for the purpose of assessing, if upon installation or incorporation in the
Project, they are generally consistent with the construction documents. Owner agrees that
the contractor is solely responsible for the submissions (regardless of the format in which
provided, i.e. hard copy or electronic transmission) and for compliance with the contract
documents. Owner further agrees that the Engineer’s review and action in relation to these
submissions shall not constitute the provision of means, methods, techniques, sequencing or
procedures of construction or extend to safety programs of precautions. Engineer’s
consideration of a component does not constitute acceptance of the assembled item.
C. Review construction record drawings for completeness prior to submission to CADD.
D. Prepare construction contract change orders and work directives when authorized by the
Owner.
E. Review the Contractor’s requests for payments as construction work progresses, and advise
the Owner of amounts due and payable to the Contractor in accordance with the terms of the
construction contract documents.

F. Research and prepare written response by Engineer to request for information from the
Owner and Contractor.
G. Project manager or other office staff visit site as needed.
4. FIELD OBSERVATION – Engineering and Resident Project Representative by Owner
A. Engineer will provide a representative at the construction site on a periodic part-time basis
from the Engineer’s office of not more than eight (8) hours per regular weekday, not including
legal holidays as deemed necessary by the Engineer, to assist the Contractor with
interpretation of the Drawings and Specifications, to observe in general if the Contractor’s
work is in conformity with the Final Design Documents, and to monitor the Contractor’s
progress as related to the Construction Contract date of completion.
B. Through standard, reasonable means, Engineer will become generally familiar with
observable completed work. If the Engineer observes completed work that is inconsistent
with the construction documents, that information shall be communicated to the contractor
and Owner to address. Engineer shall not supervise, direct, control, or have charge or
authority over any contractor’s work, nor shall the Engineer have authority over or be
responsible for the means, methods, techniques, sequences, or procedures of construction
selected or used by any contractor, or the safety precautions and programs incident thereto,
for security or safety at the site, nor for any failure of any contractor to comply with laws and
regulations applicable to such contractor’s furnishing and performing of its work. Engineer
neither guarantees the performance of any contractor nor assumes responsibility for any
contractor’s failure to furnish and perform the work in accordance with the contract
documents, which contractor is solely responsible for its errors, omissions, and failure to
carry out the work. Engineer shall not be responsible for the acts or omissions of any
contractor, subcontractor, or supplier, or of any of their agents or employees or any other
person, (except Engineer’s own agents, employees, and consultants) at the site or otherwise
furnishing or performing any work; or for any decision made regarding the contract
documents, or any application, interpretation, or clarification, of the contract documents,
other than those made by the Engineer.
C. Part-Time Field Observation provides that the Resident Project Representative will make
intermittent site visits to observe the progress and quality of Contractor’s executed Work.
Part-Time Field Observation does not guarantee the Engineer will observe or comment on
work completed by the contractor at times the Resident Project Representative is not present
on site. Such visits and observations by the Resident Project Representative, if any, are not
intended to be exhaustive or to extend to every aspect of Contractor’s Work in progress or to
involve detailed inspections of Contractor’s Work in progress beyond the responsibilities
specifically assigned to Engineer in this Agreement and the Contract Documents, but rather
are to be limited to spot checking, selective sampling, and similar methods of general

observation of the Work based on Engineer’s exercise of professional judgment as assisted
by the Resident Project Representative, if any.
D. Provide the necessary base lines, benchmarks, and reference points to enable the Contractor
to proceed with the work.
E. Keep a daily record of the Contractor’s work on those days that the Engineers are at the
construction site including notations on the nature and cost of any extra work, and provide
weekly reports to the Owner of the construction progress and working days charged against
the Contractor’s time for completion.
5. SUBSTANTIAL COMPLETION OF PROJECT
A. Provide a site visit when notified by the Contractor that the Project is substantially complete.
Prepare written punch lists during substantial completion inspections.
B. Prepare Certificate of Substantial Completion.
6. COMPLETION OF PROJECT
A. Provide a site visit when notified by the Contractor that the Project is complete. Prepare
written punch lists during final completion inspections.
B. Review the Contractor’s written guarantees and issue a Notice of Acceptability for the Project
by the Owner.
C. Review the Contractor’s requests for final payment, and advise the Owner of the amounts due
and payable to the Contractor in accordance with the terms of the construction contract
documents.
D. Prepare construction record drawings which show field measured dimensions of the
completed work which the Engineers consider significant and provide the Owner with an
electronic copy within ninety (90) days of the Project completion.
7. PROJECT CLOSEOUT – Provide construction-related engineering services including, but not
limited to, General Construction Administration.
