VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes Held at the DPW building June 20th, 2022 Meeting was called to order by Chair Koeller at 4:00pm. Present: Pat Goldammer, Don Houston, Kim Migazzi, Fred Koeller, Carl Oberhart Others present: Mike Sponholtz, Rick Huening, Zeke Jackson Minutes: Motion by Oberhart to approve the 05.16.2022 minutes. Second by Migazzi. All aye. Motion carried. New Business: 1- Parklets: Motion by Migazzi for businesses who want parklets to submit a permit to the Public Works Committee for approval with consideration on aesthetics, meeting acceptable safety standards, and installation and removal by permitee. Second by Houston. All aye. Motion carried. 2- Whitford: Motion by Oberhart to move forward with the plans as presented for the Whitford park driveway replacement. Second by Migazzi. All aye. Motion carried. 3- Fees: Motion by Koeller to set rental fees for vendors setting up on Village property as follows: June, July, August $200 – Thurs. Fri. $100 – Tues. Wed. No Mondays except Sat. Truck received hail damage and is being fixed  New dump truck has been ordered, no delivery date set but did get discount on dump box from up fitter because of an order that was canceled.  Trees trimming and cold patch has been done on parade route for the 4th of July parade.  Crew came in at 2AM to install park lets, only to remove half of them 3 days later also needed to readjust other half.  Submitted grant application to DOT for S. Jefferson St. resurfacing.  We are back to being fully staffed. N/A Notes: 6/1/2022 1 14 VILLAGE OF WATERFORD PUBLIC WORKS AND UTILITY MEETING Facilities and parks update Meeting Date: Jun 20, 2022 Facilities -Ongoing general maintenance,cleaning and repairs of Library, Village hall, DPW, Parks facilities and other various facilities projects -Still working through some HVAC issues at the library -looking to get all the village key fob and security software upgrades started in July -Working on building improvements at Whitford park Parks -Ongoing maintenance, mowing, weeding, spraying, watering and mulching of all village properties -We have somebody seven days a week checking park bathrooms and all garbage, and monitoring rentals of the Seidel building and the pavilion rentals. -Supporting volunteer work at the Old Settlers Cemetery as needed -Event season is here, We do ongoing setup, cleanup and monitoring of all of the village events including River Rhythms, Fun and food and First, Mobcraft beer garden, and Movies in the park. Our part time crew has been working hard and staying late to help make these events successful. -We installed 4 posts for banners and edison lights as well as garbage cans and other ongoing support for the Mobcraft Beer Garden. -Working with our volunteers on Riverbend park plantings and 2022 adopt a planter program as well as the Welcome wall on Hwy 36 and Main Facilities and parks supervisor. 15 VILLAGE OF WATERFORD Engineer’s Report June 15, 2022 Utility Maintenance Plan - Project No. 211739  Village utility maintenance and capital improvement plan involves review of the existing sanitary sewer, water main and storm sewer infrastructure and the preparation of a planning document with budgetary costs and recommendations for the sustainability of the systems.  Following authorization, we plan to have a draft plan by September of 2022 for use in budgeting.  Currently on hold. MSIS Project – East Main Street Reconstruction – Project 212339.40  We assisted in the filing of an application to the State on January 5, 2022 for a potential 60 percent funding of the paving and drainage work associated with the reconstruction of E. Main Street between Milwaukee Street and STH 36.  The Village was awarded $422,837.87 from WisDOT LRIP funding toward the pavement cost.  The DOT requires a signed State & Municipal Agreement and Village referendum before proceeding.  We are currently preparing a schedule for the project. The estimated project cost at the time of funding request was $2.2 M with approximately ½ of the cost associated with the water and sanitary utilities.  A work order for the design and bidding will be provided when the project scope is finalized. Milwaukee Street Resurfacing – Project 210605.90/.40  This project involves the resurfacing of N. Milwaukee Street between E. Main Street and the north Village limits.  The Village was awarded $22,837.87 from WisDOT LRIP funding to be used for the N. Milwaukee St. resurfacing project.  Wolf Paving was the low bidder ($573,831.45). The project was awarded on June 13 th and the contractor plans to begin work on July 6 th. The substantial completion date is September 2. Page 2 of 4 P:\WATRF\General\Admin\Monthly Reports\2022\06-2022\06-15-22.docx 17 VILLAGE OF WATERFORD Engineer’s Report June 15, 2022 Cornerstone Crossing Multi-Family Development – Project No. 220511  The development by PRE/3, LLC. includes four multi-family buildings on 5.01 acres located on Cornerstone Crossing.  We are currently reviewing the design engineer’s revised stormwater management plan. Mercury Business Park Storage – Project No. 220549  The development by Dave Chavez includes two storage buildings on 1.30 acres located on Gravity Court.  We have provided a conditional approval letter. Cornerstone Crossing Multi-Family Development CSM – Project No. 220552  CSM to consolidate lots 2 – 6 of the Gemini Plat to accommodate the proposed multi-family development.  Documents for a utility easement across Lot 3 were also provided.  Work is complete. O’Reilly Auto Parts – Project No. 220613  The development incudes one building on 1.01 acres and is located at the corner of STH 36 and 6th Street.  The most recent plan changes have addressed the conditions of our approval letter. We have asked the designer for a revised easement document. BIL – Grant Funding – Project No. 220549  An application has been submitted for Jefferson Street (Ela to Main) for possible grant funding.  DPW is reviewing the existing sanitary sewer information to determine if repair is necessary with this project, and if additional water main needs to be replaced. Whitford Park Pavement Improvements – Project No. 220662  The parking lot layout needs to be verified by the Village.  We are investigating the possibility of a change order to the N. Milwaukee project to complete the work. Lofts II Review – Project No. 220823  The development includes a bank and apartments on 0.91 acres located at the corner of Milwaukee Street and Main Street.  We are currently reviewing plans submitted on June 14 th. Mohr and Ela Drainage – Project No. 221196  There is an issue with drainage from the fire department pond flowing to the property to the south.  We are collecting data and should have a plan next week. Danielson St. & Augusta Repaving – Project No. 221301  The Village has requested that Danielson St and August be resurfaced this year. Engineering Services: Specific Engineering services are described in the Master Engineering Services Agreement between the Village and Engineers dated October 9, 2006. A detailed scope of services for this Project is listed in Attachment A of this Work Order. Manpower requirements and a fee summary are listed in Attachment B. Compensation: Compensation for the services will be in accordance with the Master Engineering Services Agreement dated October 9, 2006. Scope of Services The following scope of services details the tasks necessary to successfully complete this Project. A. PROJECT MANAGEMENT - Plan, schedule, and control the activities to complete the Project. These activities include, but are not limited to, budgeting, scheduling, and monitoring the scope of services. Coordinate with the Village and project team to ensure the goals of the Project are achieved. B. MEETINGS WITH VILLAGE STAFF – A project kick-off meeting will be held with Village staff and the Engineering team to establish clear lines of communication and discuss the detailed needs, objectives, and goals for the Project. The meeting will also be utilized to obtain information, plans, atlases, and other data to be supplied by the Village and to discuss the project schedule. Conduct one meeting with Village staff to review the pre-final plans prior to permitting, and one meeting to review the final project documents prior to bidding. C. SITE VISITS – Conduct site visits by designers to verify existing conditions, take measurements, and review the location of proposed improvements. D. PLANS, SPECIFICATIONS, AND OPINION OF PROBABLE COST – Prepare construction contract documents consisting of Drawings and a Project Manual showing the general scope, extent, and character of work to be performed by the Contractor selected by the Village. 1. Drawings – Prepare drawings showing the work to be furnished and performed by the Contractor. Provide detailed drawings showing the proposed road cross sections, culvert information, and pavement structure. Indicate location of utilities obtained from utility companies. Create legends, general notes, detail drawings, and instructions to contractors, to create a final set of construction drawings. 2. Project Manual – Prepare for review and approval by the Village and its legal counsel the forms of Construction Contract Documents consisting of an Advertisement for Bids, Bidder Instructions, Bid Form, Agreement, Performance Bond Form, Payment Bond Form, General Conditions, and Supplementary Conditions based upon documents prepared by the Engineers Joint Contract Document Committee (EJCDC). Prepare one set 23 of technical specifications for infrastructure improvements in the format of the Construction Specification Institute. 3. Opinion of Probable Cost – Prepare a summary of quantities and an Engineers’ Opinion of Probable Cost. 4. Quality Control Review – Perform an in-house quality control review of the Drawings, specifications, bidding documents, and Engineers’ Opinion of Probable Cost for the Project. E. ASSIST BIDDING – Set bid dates with the Village, create an Advertisement for Bid and provide to Village for publication. Provide documents for bidding and assist the Village in solicitation of bids from as many qualified bidders as possible. Attend the bid opening with Village personnel and assist in reviewing and checking of bid package submittals as required.
