VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes 801 Ela Ave. – DPW Building November 21, 2022 Meeting was called to order by Chair Koeller at 4:00 pm. Present: Fred Koeller, Carl Oberhart, Kim Migazzi Excused: Pat Goldammer, Don Houston Others present: Mike Sponholtz, Rick Huening, Zeke Jackson, Alyssa Robbins Minutes: Motion by Oberhart to approve the 10.17.2022 minutes. Second by Migazzi. All aye. Motion carried. Special Events: Jingle for Janet Run/Walk & Winter Wonderland Christmas Parade. Motion by Oberhart to approve both special events. Second by Migazzi. All Aye. Motion carried. Reports: Streets and Utilities Supervisor Huening spoke on updates in the Department of Public Works. Parks Supervisor Sponholtz gave updates on the Department of Parks and Facilities. New Business: 1- Western Racine County Sewer District requests permission to install an antenna on water tower #2: Motion by Koeller to allow WRCSD permission to install an antenna on water tower #2. Second by Migazzi. All Aye. Motion carried. 2- Installation of a 3rd tornado siren at the DPW building: Motion by Oberhart to approve the installation of a 3rd tornado siren at the DPW building. Second by Migazzi. All aye. Motion carried. 3-Draft Functional Classification of Roads by the WISDot: Motion by Koeller to approve the Draft Functional Classification of roads by the WISDot. Second by Houston. All aye. Motion 11 carried. 12 13 Events: No special event permits were presented to discuss and approve. 14 15 Reports: 16 Streets and Utilities Supervisor Huening spoke on updates in the Department of Public Works. 17 18 Parks Supervisor Sponholtz gave updates on the Department of Parks and Facilities. 19 20 New Business: 21 1- Contract Review: Review and discussion was held regarding 3 year renewal of the All Pro Mechanical 22 contract for HVAC maintenance services. The company will continue to provide service for the Village 23 Hall, Library and DPW at a 3-year cost of $28,791. It will also provide service to the Seidel Building at 24 no charge to the Village. The Committee recommends that the All Pro Mechanical contract for HVAC 25 maintenance services be renewed. 26 27 2- Ten Club Park Improvement Plans: Due to the poor economy and higher interest rates new 28 development is not progressing as forecast. Discussions with other municipalities that have water parks 29 are stating that they are having much trouble (and high cost) with maintaining them. Conduit and 30 electric costs are now at $477,000 which is also more expensive than when the project started. We 31 have to get costs down to be able to keep moving forward and get things done. This is a long term 32 investment that will need funds for future upkeep. 33 a. Discussed seeking out sponsors to help fund the park. The Village has already received 34 donations. 35 b. Renaming the park for a donor, except for one parcel that is named Ten Club Park on the deed 36 and that name must remain. We could use sponsors for the new name of the rest of the park. 37 c. Find what costs the Village can pay and push other costs, such as grading, sidewalks, and 38 landscaping to a later date when the economy and money flow is better. 39 d. Try to finalize and sign contract documents, then prepare change orders. 40 i. Have lighting, poles and conduit wires change-ordered out. 41 ii. Have concrete work amended or not completed until later in the project. 42 e. Continue the current plan in the future. 43 i. Purchase the playstream and lighting. 44 ii. The project needs restrooms as soon as possible. Sponholtz looked into precast concrete 45 restroom structures that are made in Illinois. He did not have the cost of the structure at 46 this meeting, but would continue finding information and cost by the November meeting. 47 f. The original budget was $3.5 million and is now $3.1 million without the guts of the playstream. 48 i. We received only 1 bid that was for$4.8 million. The second RFP netted more than one 49 bid, all at $5.2 million and higher. 50 ii. Perform another RFP when the economy and costs are better. 3 51 52 We need new development and new impact fees to help with the funding for Ten Club Park. We are 53 planning to have new plans in the next 2 to 3 years. 54 55 Motion by Koeller to eliminate wire conduit, light poles and playstream from the plans at this time. 56 Second by Houston. Houston, Koeller, Oberhart and Goldammer – aye. Migazzi – no. Motion carried. 57 58 3-Purchase of Avant loader for snow removal and park maintenance: Huening had a video of the 59 capabilities of this loader. It has turf tires that will not tear up grass when mowing and is articulated to 60 make mowing and plowing easier. It is also energy efficient and environmentally friendly. The total cost 61 is $66,000. This includes the following attachments: forks, snow blower, bucket and rotary broom. 62 The purchase is approved for 2023, but the 2022 budget would be amended to purchase the loader in 63 2022. 64 65 Motion by Migazzi to purchase the Avant loader this year. Coming back again this week weather permitting Utilities:  All hydrant markers are installed  Well 5 prop meter seal fair causing false flow fair alarms  All seasonal meters are in for the winter  E. Managing various contractors, performing PM on the HVAC, controls, and fire protection systems. -Completed the annual inspection and repairs of the library flat roof. Ongoing work on keeping the HVAC running correctly. -Finishing up the Village security upgrade. -Winterized the park bathrooms and Pavilion plumbing. Reorganizing storage buildings at the park. -Set up/take down and clean up for the haunted house and elections at Village Hall -Working on Whitford park building improvement plans. -Completed the repairs to the damaged area at the Whitford park baseball storage facility Parks -Ongoing maintenance, mowing, weeding, spraying, watering and mulching of all Village properties -Removed problem trees at Whitford park, removed asphalt, added topsoil and sod. created a path from the pavilion to the new concrete we added at the bathroom entrance -Put up the Ice Rink outer shell, Including the cables and rink lights. -With the help of our entire crew, we took down the Bandshell tent at Village Hall and brought it to the manufacturer for cleaning and repairs. Picked up the New band shell tent. -Continuing upgrade work at Whitford park. The Much needed improvements are looking good. -Set up/cleanup Waterfeared Halloween event. -Preparing for the Christmas parade events and Holiday events and decorations in the parks. -Starting work on planning banner poles at 3 more locations around the Village. -Completed fall clean up and debris removal at the Village hall landscape beds, Including the beds at the municipal parking lot as well as other areas. -Leaf Removal at Ten Club Park and Village Hall Facilities and Parks supervisor. Mike Sponholtz 22 VILLAGE OF WATERFORD Engineer’s Report November 14, 2022 Cornerstone Crossing Multi-Family Development – Project No. 220511  The development by PRE/3, LLC. includes four multi-family buildings on 5.01 acres located on Cornerstone Crossing.  The public utilities are installed but have not been fully tested and accepted by the Village. Mercury Business Park Storage – Project No. 220549  The development by Dave Chavez includes two storage buildings on 1.30 acres located on Gravity Court.  The public watermain serving the site is complete.  The developer has requested an additional parking area in addition to the approved plans. We are currently waiting for engineering plans to review. 2022 LRIP Project - N. Milwaukee Street Resurfacing – Project 210605.90/.40  This project involves the resurfacing of N. Milwaukee Street between E. Main Street and the north Village limits.  The Village was awarded $22,837.87 from WisDOT LRIP funding to be used for the N. Milwaukee St. resurfacing project.  The project is substantially complete.  The contractor milled and repaved the area that holds water north of 5 th St. The area will be restriped in the spring when temperatures are higher for paint to cure properly. Danielson St. & Augusta Paving / Whitford Park Paving – Project No. 221301  The Village has requested that Danielson St and Augusta be resurfaced this year.  Danielson St., Augusta, and Whitford Park are being bid together in separate sections with the possibility to choose which section is built as part of the contract.  The bid by Stark Pavement Corp ($674,320.15) was approved by the Village on 9/12.  The contractor has completed Danielson St.  Augusta and Whitford Park will be done in the spring. The bid prices will not increase for Augusta and Whitford Park. Tetzlaf “The Armory Self Storage” Review – Project No. 222115  We received plans on 10/6/22 for a self-storage facility north of Gravity Ct in the Mercury Development.  The plans and calcs are currently being reviewed. Well 6 – Intent to Apply (ITA)  An intent to apply (ITA) application has been submitted for low interest money through the WDNR; this ITA does not commit the Village to use the funding; it may simply allow them a lower interest rate and longer repayment terms if the project qualifies for the funding. Milwaukee.  We are working with the developer’s engineer to provide water and sewer service to the property. Gemini Lots 7&10 CSM – Project No. 222271  ProHeath Care is interested in constructing a clinic on Cornerstone Court across from the lift station.  Baxter & Woodman is currently working on a CSM to combine Lots 7&10 and provide an access easement to the adjacent pond. Space Squared Self Storage Review – Project No. 220614  We received plans on 10/14/22 for a self-storage facility at the corner of STH 83 and Park Dr.  The plans and calcs are currently being reviewed.
