VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes 801 Ela Ave - DPW Building October 17th, 2022 Meeting was called to order by Chair Koeller at 4:00pm. Present: Don Houston, Fred Koeller, Carl Oberhart, Pat Goldammer, Kim Migazzi Others present: Mike Sponholtz, Rick Huening, Zeke Jackson, Jody Beer Minutes: Motion by Koeller to approve the 09.19.2022 minutes. Second by Houston. All aye. Motion carried. Events: No special event permits were presented to discuss and approve. Reports: Streets and Utilities Supervisor Huening spoke on updates in the Department of Public Works. Parks Supervisor Sponholtz gave updates on the Department of Parks and Facilities. New Business: 1- Contract Review: Review and discussion was held regarding 3 year renewal of the All Pro Mechanical contract for HVAC maintenance services. The company will continue to provide service for the Village Hall, Library and DPW at a 3-year cost of $28,791. It will also provide service to the Seidel Building at no charge to the Village. The Committee recommends that the All Pro Mechanical contract for HVAC maintenance services be renewed. 2- Ten Club Park Improvement Plans: Due to the poor economy and higher interest rates new development is not progressing as forecast. Discussions with other municipalities that have water parks are stating that they are having much trouble (and high cost) with maintaining them. Conduit and electric costs are now at $477,000 which is also more expensive than when the project started. We have to get costs down to be able to keep moving forward and get things done. This is a long term investment that will need funds for future upkeep. a. Discussed seeking out sponsors to help fund the park. The Village has already received donations. b. Renaming the park for a donor, except for one parcel that is named Ten Club Park on the deed and that name must remain. We could use sponsors for the new name of the rest of the park. c. Find what costs the Village can pay and push other costs, such as grading, sidewalks, and landscaping to a later date when the economy and money flow is better. d. Try to finalize and sign contract documents, then prepare change orders. i. Have lighting, poles and conduit wires change-ordered out. ii. Have concrete work amended or not completed until later in the project. e. Continue the current plan in the future. i. Purchase the playstream and lighting. ii. The project needs restrooms as soon as possible. Sponholtz looked into precast concrete restroom structures that are made in Illinois. He did not have the cost of the structure at this meeting, but would continue finding information and cost by the November meeting. f. The original budget was $3.5 million and is now $3.1 million without the guts of the playstream. i. We received only 1 bid that was for$4.8 million. The second RFP netted more than one bid, all at $5.2 million and higher.  ii. Perform another RFP when the economy and costs are better. We need new development and new impact fees to help with the funding for Ten Club Park. We are planning to have new plans in the next 2 to 3 years. Motion by Koeller to eliminate wire conduit, light poles and playstream from the plans at this time. Second by Houston. Houston, Koeller, Oberhart and Goldammer – aye. Migazzi – no. Motion carried. 3-Purchase of Avant loader for snow removal and park maintenance: Huening had a video of the capabilities of this loader. It has turf tires that will not tear up grass when mowing and is articulated to make mowing and plowing easier. It is also energy efficient and environmentally friendly. The total cost is $66,000. This includes the following attachments: forks, snow blower, bucket and rotary broom. The purchase is approved for 2023, but the 2022 budget would be amended to purchase the loader in 2022. Motion by Migazzi to purchase the Avant loader this year. Second by Goldammer. Goldammer, Koeller, Oberhart, Migazzi – aye. Houston – no. Motion carried.
