Public Works & Utilities Committee Meeting Minutes
Held at the DPW building
September 19th, 2022
Meeting was called to order by Chair Koeller at 4:00pm.
Present: Don Houston, Fred Koeller, Carl Oberhart, Pat Goldammer, Kim Migazzi
Others present: Mike Sponholtz, Rick Huening, Zeke Jackson, Kathy Lindbloom, Jody Beer,

Minutes: Motion by Houston to approve the 08.15.2022 minutes. Second by Oberhart. All aye.
Motion carried.
Events: Motion by Goldammer to approve the events by Creative Youth Performances, River’s
Edge Art & Wine Walk, Waterfeared, and Fox River Christian Church Community Service &
Picnic. Second by Oberhart. All Ayes. Motion approved.
Reports:
Streets and Utilities Supervisor Huening spoke on updates in the Department of Public Works.
Parks Supervisor Sponholtz gave updates on the parks and facilities department.
New Business:
1- Rental Fees: Discussion of rental fees and cleaning bond deposit fees. Cleaning bond fees
should be a minimum of $200 for residents and a minimum of $500 for nonresidents.
Discussion also held about any physical damage to our facilities would be actual costs and the
party who signed the lease agreement would be liable. Motion by Koeller to approve new
minimum deposit fees for Village facilities, payment of any physical damages was to be paid by
the person who signed the lease agreement and to continue with current rental fees. Second by
Migazzi. All aye. Motion carried.
2- Park Cleanup: Follow up of August Committee meeting. We should encourage volunteer
groups to clean the park. We could place a sign-up sheet at the Library for the groups and their
volunteers. Discussion also about police staying at Village Hall Park around sunset and fine
fishermen for littering. No action taken on either issues discussed.
3- Sidewalk Transportation: Discussion about bicycles, skateboards and other personal electric
means of transportation on Village sidewalk on Main Street, between First Street and Milwaukee
Avenue (“Village Sidewalks”). Further discussed personal electric vehicles on Village
Sidewalks, making a wider bike lane on Main Street, yielding to pedestrians when riding bicycles
on that portion of the Village Sidewalk. Jackson discussed preparing draft ordinance that bans
personal electric vehicles on Main Street, between First Street and Milwaukee Avenue. Motion
by Houston and second by Oberhart to ban personal electric vehicles on Main Street, between
First Street and Milwaukee Avenue. All aye. Motion carried.
4- Work Order for Lead and Copper Compliance Plan: Brett Biwer represented Baxter &
Woodman to explain the necessity of a plan for compliance with the DNR’s new rules on how
and where we test for lead and copper in the water lines. The implementation of the plan will
help the Village keep the 2024 deadline to be in compliance with the DNR. Motion by Migazzi
to approve Baxter & Woodman’s work order in the amount of $6,400 to create a lead and
copper compliance plan. Second by Koeller. All aye. Motion carried.
Motion by Goldammer to adjourn at 5:52 pm. Second by Oberhart. All aye. Motion carried.

Crew worked with Mike to build new dumpster pad at Whitford Park
Fixed washout areas on Buena Park Rd. with hot asphalt
Crew has started painting cross walks
Crews trimmed street trees around Village
Dirt, concrete, asphalt piles outside of shop have been hauled away
Milwaukee St 90% finished
Jon mowed walking paths on unsold lots at Mercury site
Utilities:
Lift station 5 pump lost prime started building new base for new pump to be installed
All annual water sample have be taken for the year
PFAS-Systems serving less than 10,000 people – Sample beginning May 2023
Fall hydrant flushing will be starting shortly
Some of the larger meters for the AMI project are starting to be delivered

Facilities and parks update
Meeting Date: September 19 2022
Facilities
-Ongoing general maintenance, cleaning and repairs of the Library, Village hall, DPW, Parks facilities and other
various facilities projects. Managing various contractors performing PM on the HVAC, controls, and fire protection
systems.
-Gathering design ideas and bids to present to the library board for a much needed HVAC upgrade.
-Started the KERI system security upgrade project. About Half done.
-Design and planning work for improvements to the Whitford Pavilion.
-
Parks
-Our DPW poured a pad to move the dumpsters at Whitford to a more convenient location for the building rentals
and to accommodate the upcoming repavement project. Also pouring a concrete slab in front of the Whitford
bathrooms.
-Ongoing maintenance, mowing, weeding, spraying, watering and mulching of all village properties
-Supporting volunteer work at the Old Settlers Cemetery as needed Some of the grave markers are being moved
to the DPW yard for cleaning and temporary storage by the volunteers. The Volunteers have completed making
70 concrete grave markers with our support at the DPW building. I have secured a bid for survey work to the site
as directed.
-Starting work on the 2023 Urban forestry grant process. Considering a Village wide Street tree inventory as
recommended by the DNR for the grant. The Grant will fund about half of the cost and having a tree inventory
will help us qualify for future grant money.
-In the planning stages for the rink set up process, as well as Halloween and Christmas events in the village.

MSIS Project – East Main Street Reconstruction – Project 212339.40
We assisted in the filing of an application to the State on January 5, 2022 for a potential 60
percent funding of the paving and drainage work associated with the reconstruction of E.
Main Street between Milwaukee Street and STH 36.
The Village was awarded $422,837.87 from WisDOT LRIP funding toward the pavement
cost.
The DOT requires a signed State & Municipal Agreement and Village referendum before
proceeding.
The DPW is currently evaluating the condition of the utilities. The mainline sewer was
televised; the laterals need to be televised. Based on the date stamped on the fire
hydrants, the water main is from the early ‘80’s. Many of the valves will need replacement
if the water main remains. We will assist the DPW as needed.
Cornerstone Crossing Multi-Family Development – Project No. 220511
The development by PRE/3, LLC. includes four multi-family buildings on 5.01 acres located
on Cornerstone Crossing.
We plan to assist with the construction observation of the public improvements.
Mercury Business Park Storage – Project No. 220549
The development by Dave Chavez includes two storage buildings on 1.30 acres located on
Gravity Court.
We plan to assist with the construction observation of the public water main.

2022 LRIP Project - N. Milwaukee Street Resurfacing – Project 210605.90/.40
This project involves the resurfacing of N. Milwaukee Street between E. Main Street and
the north Village limits.
The Village was awarded $22,837.87 from WisDOT LRIP funding to be used for the N.
Milwaukee St. resurfacing project.
The majority of the project is complete with some restoration remaining.

Lofts II Review – Project No. 220823
The development includes a bank and apartments on 0.91 acres located at the corner of
Milwaukee Street and Main Street.
The project is currently under construction.
Mohr and Ela Drainage – Project No. 221196
There is an issue with drainage from the fire department pond flowing to the property to
the south.
A regrading plan and easement exhibits have been submitted to the Village.
We recommend adding a culvert at Ela to prevent water backing up to the north.
Danielson St. & Augusta Paving / Whitford Park Paving – Project No. 221301
The Village has requested that Danielson St and Augusta be resurfaced this year.
Danielson St., Augusta, and Whitford Park are being bid together in separate sections with
the possibility to choose which section is built as part of the contract.
The bid by Stark Pavement Corp ($674,320.15) was approved by the Village on 9/12.
Stark is currently getting their contract documents and schedule finalized.
Extraterritorial Map – Project No. 221436
A draft Extraterritorial Jurisdiction (ETJ) map between the Village of Waterford and the
Village of Rochester has been created for discussions between the municipalities.

Neumann Homes Development – Project No. 221632
Neumann Homes is interested in developing the area north of Trailside Elementary on the
east and west sides of N. Milwaukee.
We are working with the developer’s engineer to provide water and sewer service to the
property.

While on patrol, I've observed multiple bicycles, skateboards riding up and down the downtown
area of E. Main St, between S. 1st Street (Hwy 20) and 3rd St. My concern is that it's not just
children, it appears more adults are choosing to ride on the sidewalk, instead of on the street.
Regardless of the riders age, this is very dangerous for pedestrians/shoppers going in and out of
shops or simply walking in this area.
Skateboarders have been observed on main thoroughfares as well as performing "tricks" on
Village and area school hand railings.
Other municipalities address bicycles on the sidewalks and have ordinances regarding such
activity.
I'm not suggesting the Village ban bicycles and skateboards throughout the entire Village, but I am
recommending the Village consider limiting where they can and cannot be utilized.

Project Description:
Assist the operations staff with changing lead and copper regulations associated with the
water utility including setting up a layer in the Village GIS system that will allow the
operators to inventory and determine compliance for each of their service lines.
Engineering Services:
Engineering services are as described in Exhibit B of the Village Engineering Services Agreement
dated October 9, 2006. Engineer shall provide the services set forth in Attachment A hereto.
Compensation:
Compensation for the services to be provided under this Work Order will be in accordance with the
Engineering Services Agreement dated October 9, 2006. The Owner shall pay the Engineer for the
services performed a lump sum amount of $6,400, as estimated in Attachment B.

Engineering Services

PROJECT DESCRIPTION
Assist the operations staff with changing lead and copper regulations associated with the
water utility including setting up a layer in the Village GIS system that will allow the
operators to inventory and determine compliance for each of their service lines.
SCOPE OF SERVICES
Task 1 - Meet to discuss the project and divide responsibilities.
Task 2 - Review Wisconsin Department of Natural Resources (WDNR) new Copper and Lead Rule
and determine how this impacts Waterford.
Task 3 - Discuss Lead & Copper Sampling Protocol with WDNR Area Engineer.
Task 4 - Determine the specific tiers of sampling requirements that pertain to Waterford.
Task 5 - Determine potential sequential sampling requirements.
Task 6 - Determine requirements for copper and lead rule inventory material requirements as
they relate to public side service lines, private side service lines, and household materials of
construction.
Task 7 - Provide a report to Waterford detailing the requirements for the new lead and copper
rule and how these rules pertain to Waterford. Also include a Teams meeting to discuss report.
GIS Work
Task 1 - Create a layer in the GIS system for service line materials for each parcel with input
parameters for the private side, public side, and for the household. The data field would initially
be blank. The operations staff will complete the fields after conducting site visits.
Task 2 - Create an additional layer in the GIS System so the operators can input “Complied”, “Does
Not Comply”, or “Needs Follow up” for each parcel. Additionally, existing paper records will be
scanned and included in the system.
