discussed; including the use and ability to rent public parking lots for the initial year of the event.

New Business:
1- Discussion of adding a second pier in Huening Park. Reviewed Construction options and
potential costs. Motion by Houston to proceed with a cantilevered pier. Second by Goldammer,

Noncompliance. Motion by Goldammer to correct deficiencies listed in report. Second my

Public works:
All attachments except the snow blower have arrived at the dealer. The machine is schedule for
delivery to the dealer this month.
We have been changing GFI’s as needed on the snow flake.
Replacement lights for the purple lights have been delivered and we are waiting for the
contractor to replace the lights und warranty
Crews have been out salting a few times…we will probably pay for the no snow events next
month!
We are back to full staff now!!
Getting odd projects done with no snow to deal with.
Utilities:
The antenna was installed at water tower #1. The AMI reading system control box has been
installed and wired. Next step is programing of AMI control box.
Staff will be working on the DNR deficiencies list as supplies are available
Recent chemical plant fire in Illinois will not affect our chlorine supply

Facilities and parks update
Meeting Date: January 16 2023
Facilities
-Ongoing general maintenance, cleaning and repairs of the Library, Village hall, DPW, Parks facilities and other various
facilities projects. Managing various contractors, performing PM on the HVAC, controls, and fire protection systems. Snow
removal and salting all facilities as required.
-Mitigated the sprinkler system breach and resulting flood in late December at the village hall. Still working with the
restoration contractor and insurance adjuster to restore the damaged areas.
-Finishing up the Village security upgrade. Only a few small details remain. Working on physical key assignments and
accountability and documentation.
-The baseboard type hot water registers that encompass the community room exterior walls at the library failed and
leaked on the carpet and walls. Bypassed the bad parts of the registers temporarily while we order the new Runtal type
registers.
-Working with Kathy and Alysa on Whitford park building improvement plans for the Seidel building.
-Buried power lines that service the Whitford park bathroom building and the Lions club building so we can remove the
old failing overhead poles in these areas. Upgraded wiring and timers in the bathroom building as well.
Parks
-On going garbage pick up, tree trimming, banner installations and snow removal at various park areas as required.
-Installed the rink liner and filled the rink, as well as the Edison lights and rubber mats that surround the rink. We were
open for 2 days in late December. To date January weather is well above normal and the rink has melted and lost water.
Waiting for an extended cold snap to refill and refreeze the rink.
-Made new rink sponsor signs for the new sponsors for 2023.
-Started removing all Christmas lights and decorations at the parks and other areas.

2022 LRIP Project - N. Milwaukee Street Resurfacing – Project 210605.90/.40
We have requested final close-out documents from the contractor.
Danielson St. & Augusta Paving / Whitford Park Paving – Project No. 221301
The bid by Stark Pavement Corp ($674,320.15) was approved by the Village on 9/12.
The contractor has completed Danielson St.
Our recommendation of payment for Danielson will be sent to the Village after the partial
lien waiver is received from the contractor.
Augusta and Whitford Park will be done in the spring. The bid prices will not increase for
Augusta and Whitford Park.
Tetzlaf “The Armory Self Storage” Review – Project No. 222115
We received plans for a self-storage facility north of Gravity Ct in the Mercury
Development.
Review comments were forwarded to the Village and design engineer on 12/21/22.
Well 6 – Intent to Apply (ITA)
An intent to apply (ITA) application has been submitted for low interest money through
the WDNR; this ITA does not commit the Village to use the funding; it may simply allow
them a lower interest rate and longer repayment terms if the project qualifies for the
funding.
The Village is waiting for an acceptance of the funding prior to moving forward.
Neumann Homes Development – Project No. 221632
Neumann Homes is interested in developing the area north of Trailside Elementary on the
east and west sides of N. Milwaukee.
We are working with the developer’s engineer to provide water and sewer service to the
property.
Foat Self Storage Review – Project No. 221784
We received plans to add an additional storage building at 421 N. Milwaukee Street.
Review comments were forwarded to the Village and design engineer on 8/24/22.
Gemini Lots 7&10 CSM – Project No. 222271
ProHeath Care is interested in constructing a clinic on Cornerstone Court across from the
lift station.
Baxter & Woodman provided a CSM to combine Lots 7&10 and provide an access
easement to the adjacent pond. We are currently waiting for review comments from the
owner.
Space Squared Self Storage Review – Project No. 220614
We received plans for a self-storage facility at the corner of STH 83 and Park Dr.
A response to our comments was received on 1/3/22. We are currently reviewing the
updates.

Subject: WI-DNR Sanitary Survey Report and Notice of Noncompliance
Dear Ms. Pankowski,
The purpose of a Sanitary Survey is to evaluate the system’s source, facilities, equipment, operation, maintenance,
and management as they relate to providing safe drinking water. The sanitary survey is also an opportunity to
update the department’s records, provide technical assistance, and identify potential risks that may adversely impact
drinking water quality. This Sanitary Survey Report also serves as a Notice of Noncompliance.
On December 13, 2022, Christopher Durgin conducted a sanitary survey of your water system, Waterford
Waterworks. During the sanitary survey Rick Huening, Utility Supervisor, was also present. At the completion of
the survey, Mr. Huening was briefed on the preliminary findings. This report outlines the final findings, discusses
problems that need to be addressed, and timelines for corrective action where appropriate.
Required action
A response to this report and a plan for corrective action must be received by the department by February 17, 2023.
The response shall include a notification that all deficiencies have been corrected, that you agree to correct the
deficiencies identified in this letter by the due dates, or with proposed alternative dates for correcting these
deficiencies. A corrective action plan and schedule is included below for your consideration. Depending on the
type of corrective action you employ, you may need to obtain prior approval and submit additional plans to the
department.

Significant Deficiencies
During the course of the sanitary survey, no (0) significant deficiencies were identified. Significant deficiencies
indicate noncompliance with one or more Wisconsin Administrative Codes and/or represent an immediate health
risk to consumers. As such, the deficiencies listed below should be corrected as soon as possible. All codes cited
are from s. NR, Wis. Adm. Code.
Deficiencies
During the course of the sanitary survey, Five (5) deficiencies were identified. Deficiencies are problems in
drinking water systems that have the potential to cause serious health risks or represent long-term health risks to
consumers. These deficiencies indicate noncompliance with one or more Wisconsin Administrative Codes.
Corrective action should be completed for these deficiencies as soon as practical. A more detailed explanation is
provided later in the report. All codes cited are from s. NR, Wis. Adm. Code.

Recommendations
During the sanitary survey, Twelve (12) recommendations were identified. Recommendations are problems in the
water system that hinder your public water system from consistently providing safe drinking water to consumers.

Non-Conforming Features
During the course of the sanitary survey, two (2) Non-conforming features were discovered. “Non-conforming
features” (NCF) are areas that met code requirements at the time of your public water system’s construction but
would not be allowed in the current code. Though you are not required to correct these non-conforming features at
this time, they will need to be corrected when a public health risk exists (water-borne illness, water quality
complaints, positive bacteria sampling, cross connections and potential for contamination can all be considered
when determining public health risk) or it falls within a reviewable project in the future (new water main
construction or pipe relay in the area reviewed under chs. NR 811 or DSPS 382, Wis. Adm. Code) per s. NR 811.01,
Wis. Adm. Code. This list may not be inclusive of all existing non-conforming features of your water system.
When conducting significant upgrades on your facility or pieces of equipment, it is recommended that you contact
your DNR representative to aid you in identifying such features. All codes cited are from s. NR, Wis. Adm. Code.

2. S. NR 811.37(5)(a), Wis. Adm. Code requires “For line-shaft vertical turbine pump discharge pipes, an air-
vacuum relief valve shall be installed between the pump and the check valve. The discharge line from the relief
valve shall face downward and terminate with a 24-mesh corrosion resistant screen, at least 24 inches above
the floor.”

3. S. NR 811.36(1)(a), Wis. Adm. Code requires “For wells without pitless units, a metal vent pipe shall be
installed which terminates in a 24−mesh corrosion resistant screened “U” bend or mushroom cap at least 24
inches above the floor.

4. S. NR 811.64(4)(c), Wis. Adm. Code requires “The overflow pipe shall be provided with a 4-mesh corrosion
resistant screen installed within the pipe at a location least susceptible to damage by vandalism.”

5. S. NR 810.13(2)(a), Wis. Adm. Code requires “All distribution system valves shall be exercised a minimum of
every 2 to 5 years.”
• By February 17, 2023, please submit a plan or schedule to complete valve exercising by 2028
Recommendations:
1. Labeling sample taps is a cheap and simple way to avoid miscommunication on where samples must be taken.
By including labels on all taps, the chances of samples being incorrectly taken is greatly decreased.
2. The department recommends that the Utility continue to eliminate dead end mains where feasible. Looping
mains can increase water quality, decrease maintenance, and reduce the number of homes affected by a water
main break.
3. Over time, anti-siphon devices on peristaltic chemical pumps can corrode, scale, clog, or embrittle. If negative
pressure forms and the device were to fail, there is the potential for a large quantity of chemical to be pulled
into the system creating an extremely dangerous, and preventable, situation for your customers.

4. Vermin entering the water system are one of the most common reasons for unsafe bacteria samples. Screens
are the last line of defense for preventing them from entering your water supply. As such, the department
recommends that you continue to ensure that all screens are checked regularly for recent or potential failures.
5. Customer complaints can be vital information for determining things such as seasonal water quality issues,
MCL violations above the taste and odor threshold (most likely several times higher than the MCL), issues with
secondary contaminants, failures in treatment units, infiltration into wells, and many other issues. By
scheduling a day or two a year to review past complaints, emerging or seasonal issues missed by normal water
quality testing may be able to be identified.
6. Completing fire, leak, and storage studies can have many benefits to a system such as reduced insurance rates
for businesses and evidence for capacity development. The department recommends that a comprehensive
water system study be conducted every 10 years.
7. Of growing concern over recent years is insufficient staff to replace experienced individuals. It is recommended
that the utility hires enough additional staff so that if one or more individuals were to leave that there could be
dual coverage. Additionally, experienced operators are recommended to write O&M instructions for equipment
that no longer has them. This way, if they were to suddenly or unexpectedly leave the utility, a new individual
would have instructions to turn to. Furthermore, in recent years many systems have found that additional
operators are almost a necessity for completing cross-connection programs on schedule. Some systems have
also had costly mistakes made by inexperienced/undertrained/poorly supervised staff, in fact, for a few mistakes
it would have been less expensive to hire an extra operator for 3 years before an experienced operator left than
it was to hire a new operator AFTER the experienced operator retired were the mistake to be avoided.
8. With the exception of an actual emergency, the only way to know if everyone understands the emergency
procedures that have been developed is to conduct exercises of who does what in an emergency situation. More
information can be found at (https://www.epa.gov/waterresiliencetraining) or by contacting your DNR
representative. By completing such exercises, you can approach the future with more confidence that you and
your peers can handle whatever man or nature sends your way.
9. Colorimeters will gradually loose accuracy over time. To counter this, standards can be purchased to keep your
machines accurate. This can be invaluable to help ensure that the readings you see are the same as what is
actually happening in your process.
10. Cyber-attacks have been striking critical infrastructure across the United States with increased frequency in
recent years. The following best management practices can be made to prevent a cybersecurity incident:
• Update to the latest version of the operating system (e.g. Windows 10).
• Use multiple-factor authentication to access critical applications.
• Use strong passwords to protect remote access credentials.
• Update user access lists to critical programs regularly (e.g. Employee retires)
• Train users to identify and report attempts at social engineering. Identify and suspend access of users
exhibiting unusual activity.
• Ensure anti-virus, spam filters, and firewalls are up to date, properly configured and secure.
• Audit network configurations and isolate computer systems that cannot be updated.
• Only use secure networks and consider installing a virtual private network (VPN).

• Restrict all remote connections to SCADA systems, specifically those that allow physical control and
manipulation of devices within the SCADA network. One-way unidirectional monitoring devices are
recommended to monitor SCADA systems remotely.
11. Current water loss at Waterford Waterworks is at 16%, above the recommended maximum amount of 10%.
The department recommends the utility conduct a leak detection study if one has not been conducted recently.
12. Several areas of the Waterford Waterworks distribution system contain undersized 4 inch mains. The
department recommends replacing these with larger sizes when appropriate. Larger sized mains can be
beneficial to fire flows in emergency situations.
Water Quality Monitoring and Reporting
Your system has a good general record of compliance with monitoring and reporting requirements. We appreciate
your continued efforts in complying with the Safe Drinking Water Act requirements.
All monitoring location are required to have a unique Site ID, address, and sampled contaminates assigned to them.
If a sampling site needs to be changed, this change must be approved before the site can be officially used for
sampling.
Required Reports, Records, and Utility Programs
• Annual Monitoring Schedule: The Utility has excellent record of reporting according to the schedule. (0 M/R
violations in the last 10 years)
• Monthly pumpage reports (EMOR): The Utility has good record of submitting monthly reports. (2 missed in
the last 10 years)
• Wellhead Protection: The Utility has implemented this program in accordance with NR 811.12(6).
• Well Pump Maintenance: The Utility has implemented this program in accordance with NR 810.13(1).
• Valve/hydrant exercising/maintenance/flushing: The Utility has not implemented this program in accordance
with NR 810.13(2).
• Meter testing/Calibration: The Utility has succeeded in testing and/or calibrating master meters on wellhouses,
high lift pumping stations, booster pumping stations, and metering stations in accordance with NR
810.13(2)(e).
• Emergency Power Exercising: The Utility has succeeded to exercise emergency power in accordance with NR
810.13(1)(d).
• Extended Well Agreement: N/A
• Monitoring Assessments: A monitoring assessment application must be completed every three years to
maintain monitoring waivers and reduced monitoring for applicable SDWA contaminants
Operator Certification
Chapter NR 114 specifies the requirements for how operators must be certified. The Utility must employ at least
one person who is fully certified for all classifications/aspects of the water system. The water system must also
designate the operator in charge (OIC). All operators must attend continuing education classes and submit evidence
of attendance when renewing their certificates. The OIC must be accessible at all times (24/7) and any changes to
OIC must be reported to the department no later than 30 days after the changes have been made per NR 114.31.

Water System Security
We recommend that you conduct a daily security check of your entire drinking water system to insure doors are
locked and windows secured and free of any potential vandalism. It is recommended that any areas with ground
level storage have motion activated security cameras to alert the system of potential threats.
Capacity Development Evaluation
This sanitary survey serves as an evaluation of the capabilities of your water system. Your system appears to have
adequate technical, managerial, and financial capacity to provide safe drinking water at the time of this inspection.
The ability to plan for, achieve, and maintain compliance with applicable drinking water standards appears to be
adequate.
• Citing information from the Utility and the PSC, the Utility appears to have an average net operating income
(NOI) of 250,000 per year.
• Citing information from the Utility and the PSC, the Utility appears to have 90 days of operating cash on hand.
Water System Analysis
From a preliminary source capacity analysis, storage capacity analysis, and distribution system analysis from data
provided by the Utility, it appears that the Utility meets the standards for source capacity, storage capacity, total
capacity, and distribution system.
Water Loss Evaluation
Per PSC 185.85, the Waterford Waterworks is a Class C Utility (between 1,000 and 4,000 connections) is higher
than 10%, the recommended limit set by the DNR, but is in compliance with the PSC water loss limits set by PSC
185.85. The latest water loss data is as follows:
• Non-Revenue Water Loss is 16%. (Limit is 30%)
• Total Water Loss is 7%. (Limit is 15%)
PSC may require a public utility to conduct a leak detection survey of its distribution system if, for three consecutive
years, the public utility's percentage of water loss exceeds 15%.
The department recommends that the Utility continue to find and correct sources of water loss.
System Summary
The Waterford water system is owned and operated by the Village of Waterford and serves a population of
approximately 5000 people. The water system consists of:
• one pressure zone(s)
• Aeration system for the ascetic treatment of iron
• Hypochlorite chemical addition for disinfection
• 4 wells and 3 wellhouses
