Public Works & Utilities Committee Meeting Minutes
Ten Club Park, 1st Street
September 18, 2023
Meeting was called to order by Chair Koeller at 4:05 pm.
Present: Fred Koeller, Pat Goldammer, Don Houston, Carl Oberhart
Others present: Mike Sponholtz, Rick Huening, Zeke Jackson, Alysa Robbins, Adam Jaskie-Village Trustee
Minutes: Motion by Houston to approve the 07-17-2023 minutes. Second by Goldammer. All aye.
Motion carried.
New Business:
1- Reviewed proposed Ten Club Park Project changes;
Motion by Oberhart to accept the change order for $6,500 changing the play stream concrete
from Mystic Fern to Aquamarine. Second by Koeller. All Aye. Motion carried.
Motion by Oberhart to accept the change order for $12,040.56 for electrical changes. Second by
Koeller. All Aye. Motion carried.
Motion by Koeller to accept the change order for $24,725 adding excavation and concrete pads
for playground equipment. Second by Oberhart. All Aye. Motion carried.
Motion by Koeller to accept the change order for $17,260 for excavation and foundation for
restroom/concession building. Second by Oberhart. All Aye. Motion carried.
Motion by Oberhart to approve the proposed color changes. Second by Goldammer. All Aye.
Motion carried.
Motion by Oberhart to recommend purchase of new ice rink and coil system to Village board for
2023-24 season. Second by Houston. All Aye. Motion carried.
Motion by Oberhart to approve the policy of no hockey on the new rink. Second by Koeller. All
Aye. Motion carried.
Motion by Goldammer to adjourn at 4: 45 p.m. Second by Houston. All aye. Motion carried.

July 17, 2023
Meeting was called to order by Chair Koeller at 4:02 pm.
Present: Fred Koeller, Pat Goldammer, Don Houston
Others present: Mike Sponholtz, Rick Huening, Zeke Jackson, Alysa Robbins, Brett Biwer; Village
Engineer – Baxter & Woodman
Minutes: Motion by Goldammer to approve the 06-19-2023 minutes. Second by Houston. All aye.
Motion carried.
Reports: Streets and Utilities Supervisor Huening spoke on updates in the Department of Public Works.
Parks and Facilities Supervisor Sponholtz gave updates on the Department of Parks and Facilities.
Brett Biwer, the Village Engineer, provided an engineer report.
New Business:
1- Discussion was had on cleaning water tower No. 2. Motion by Koeller to proceed per provided
quote. Second by Houston. All aye. Motion carried.
2- Discussion on the DNR inspection requirements of the raw water and backwash tank. Motion to
approve the proposal by Goldammer. Second by Houston. All aye. Motion carried.
3- Discussion of Fairview Pavement Maintenance Award Recommendation. Motion to recommend
base bid for approval of Village Board by Houston. Second by Goldammer. All aye. Motion to
approve.
Motion by Goldammer to adjourn at 4: 30 p.m. Second by Houston. All aye. Motion carried.
