VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes Public Works Bldg. 801 Ela Ave October 16, 2023 - Approved Meeting was called to order by Chair Koeller at 4:05 pm. Present: Fred Koeller, Pat Goldammer, Don Houston, Carl Oberhart, Cindy Mooney Others present: Mike Sponholtz, Rick Huening, Zeke Jackson, Alysa Robbins, Tanya Maney Minutes: Motion by Goldammer to approve the 09-18-2023 minutes. Second by Oberhart. All aye. Motion carried. New Business: Motion by Goldammer to move New Business #2 to #1. Second by Houston. All Aye. Motion carried. The committee reviewed the adopt-a-planter program and recognized Tanya for her and her volunteers’ hard work o the planters and River Bend Park plantings. No action needed. Motion by Koeller to recommend to Village Board the formation of a Fox River Working Group and assign members to the working committee to monitor water levels through the Village but not limited to the Village but with adjacent communities in response to Waukesha’s new water system. Second by Goldammer. All Aye. Motion carried. Motion by Goldammer to approve the Ice Rink Sponsorship package as presented. Second by Oberhart. All Aye. Motion carried. New Business: 1- Reviewed proposed Ten Club Park Project changes; Motion by Oberhart to accept the change order for $6,500 changing the play stream concrete from Mystic Fern to Aquamarine. Second by Koeller. All Aye. Motion carried. Motion by Oberhart to accept the change order for $12,040.56 for electrical changes. Second by Koeller. All Aye. Motion carried. Motion by Koeller to accept the change order for $24,725 adding excavation and concrete pads for playground equipment. Second by Oberhart. All Aye. Motion carried. Respectfully submitted by, Alysa Robbins, Administrative Clerk 3 VILLAGE OF WATERFORD PUBLIC WORKS AND UTILITY M EETING Facilities and parks update Meeting Date: October 2023 Facilities -Ongoing general maintenance, cleaning and repairs of the Library, Village hall, DPW, Parks facilities and other various facilities projects. Managing various contractors, performing PM on the HVAC, fire protection and alarm systems. -Working on remodeling projects at the Whitford park bathrooms, pavilion, Seidel building and ball field buildings. -2024 budget planning - Ongoing work on keeping up the aging HVAC and roof systems at the library. Parks -On going watering, weeding, mowing, mulching, garbage pick up, bathroom cleaning and general maintenance. -Daily inspections and project management at the 10 club park construction project. Electrical work in process, Play steam equipment was installed. Concrete work will continue soon. Landscape mostly complete. Playground equipment and concession stand on order. -Working on the playground equipment installation planning and purchasing for 10 club -Repaired the damaged playground surface at Whitford Park. -Preparing for season changes, working on Ice rink planning Facilities and Parks supervisor. Mike Sponholtz 4 Adopt a Planter What: Businesses, Organizations, Families, Individuals , schools etc would sign up to adopt one of the village planters located along Main Street and 1st Street Responsibility: Once a planter is adopted, it is agreed that they would be responsible for the plants, planting and caring of the planter throughout the growing season . ( Care : weeding, fertilizing, etc can be delegated, but the sponsor is responsible for the planter and making sure it stays healthy and cared for by themselves or delegated person- Watering will be done by the Village and Adopt a Planter committee) Any amendments to soil, ie fertilizers or additions to the planter, is the responsibility of the sponsor. There will be no reimbursements for any costs associated with the sponsorship/adoption of the planter. Care and upkeep is expected throughout the growing season. Changes may be made at discretion and cost to the sponsor/adopter Responsibility of Village: Initial preparation of planters: Proper drainage and markers for planters ( numbers, etc) and any movement necessary of planters When: Planting must be done by June 5 2023 Adopt A Planter is open to any business, organization, family, person, school or other entity that is located in, lives or works in the Waterford Community. Planters are adopted out on a first come, first serve basis 5 I agree to the terms and conditions set forth by the PW Adopt a Planter Committee. I understand that these planters are on municipal streets and that there can be no guarantee that damage will not occur. I agree that the village of Waterford or Adopt A Planter committee members of this initiative will not be held liable for any such damage that may occur once planting is done. I agree that the responsibility to provide the plants, supports, or any embellishments are mine and mine alone, and the Village of Waterford or Adopt a Planter committee members are not liable for or responsible for any reimbursement of any purchases made associated with this initiative. I accept responsibility for the planting and care of the planter and its contents I have agreed to adopt for the 2023 season. Failure to do so will cause a forfeiture of my adoption status and relinquish my rights to further care of planter and contents. I understand that the planter is owned by the Village of Waterford and any participation of said adoption is seasonal and must be contained within the parameters set forth I agree that no signs, advertising, and/or embellishments will be placed in the planter. Here are the details, as well as guidelines to help bring out the full potential of each planter. When designing a planter, you want to follow the Thriller, Filler, Spiller formula. You should pick a plant that has some height (making sure view from vehicles is not inhibited) and stand out feature to it as your thriller plant….your focal point. The filler namely consists of bulkier plants/textures that fills in and gives your eyes a rest in between focal points. The spiller is going to soften the edges and draws your eye downward. Take into consideration color, texture, height, width, and form. Planter is 30” across (inside) 36” across (outside) and is 24” deep ( will have 12-18 “ soil) It is recommended to include at least three different plants in your design Pruning and deadheading should be taken into consideration Do your plants require full sun, part sun, shade? Make sure your plants are appropriate choices for the location of your planter PW strongly recommends consulting with Country Greenhouse, Robran’s Greenhouse, Simon’s and/or Paul’s Petal Pushers for ideas and beautiful, healthy plant stock right here in our community. WUHS will also be having a sale of their plants No advertising, signs, decorative pieces may be included in the design. Numbering plaques with Names supplied by the Village of Waterford DPW and plant supports are the only non plant items allowed in the planted The goal is to have some fun while beautifying our community! Thank you for participating, and Happy Planting 7 Adopt a Planter/ Winter We would like the Winter Planters to be decorated on Nov 24th if possible in conjunction with our Community Decorating Day. If you cannot do this day, please note they must be done before Dec 2, which is the Christmas Parade and ideally by Nov 26. Christmas themed planters are highly encouraged through the holiday season. Evergreen branches with winter themes will remain throughout the winter ( branches, berries, pine cones etc) Christmas/ Holiday decorations must be removed by Jan 15, 2024…winter decorations will stay. Please note- Some decorations may freeze into the planters base and will not be able to be removed until it thaws, so keep that in mind when planning your winter planter for ease of removal. We are Positively Waterford, Explore Waterford, Waterford Wi Beautification and all admin, moderators and volunteers, along with the Village of Waterford and their employees are not responsible for any lost, stolen or damaged items. Please take this into consideration when designing and implementing your planter. If you are in need of evergreen branches, please contact me and I will see what I can get. Height and object obstruction parameters apply the same as for the Summer planters. The Village of Waterford reserves the right to remove or request changes in any planter that obstructs, inhibits vision to drivers and pedestrians, or that fail to meet criteria or community standards. Final cost is $669,005.45. Tetzlaf “The Armory Self Storage” Review – Project No. 222115  We received plans for a self-storage facility north of Gravity Ct in the Mercury Development.  The public water main extension plans were reviewed, and the owner approval letter was provided to the developer for submittal to the DNR on 8/9/23 Neumann Homes Development – Project No. 221632  Neumann Homes is interested in developing the area north of Trailside Elementary on the east and west sides of N. Pro-Health Clinic – Project No. 2325157  We received engineering plans for this project located at Gemini Lots 7 & 10 on 4/11/23.  Our conditional approval recommendation was forwarded to the Village and design engineer on 05/18/23. East Main Street Reconstruction – Project No. 2325354:  We have been working on the project scope and design fees to discuss with the Village. River St. Waterford, WI 53185 Re: 2024 Rates Dear Rick & Village Board, Collection in the Village has remained very steady so far in 2023 with few calls from residents. There has been some positive movement in recycling markets in September which gives some cause for optimism going into next year.
