VILLAGE OF WATERFORD Public Works & Utilities Committee Meeting Minutes Public Works Bldg. 801 Ela Ave December 18, 2023 Meeting was called to order by Chair Koeller at 4:00 pm. Present: Fred Koeller, Carl Oberhart, Cindy Mooney Others present: Mike Sponholtz, Rick Huening, Alysa Robbins, Off. Kiley Donovan, Chief Haffemann, Asst. Chief Rozena, Zeke Jackson Minutes: Motion by Oberhart to approve the 11-20-2023 minutes. Second by Goldammer. All aye. Motion carried. New Business: Motion by Koeller to approve proposal to use the new bay to host a monthly craft/farmer market. Second by Oberhart. All Aye. Motion carried. Motion by Oberhart to approve purchase of Hot Box as quoted by Midwest Paving Equipment. Second by Mooney. All aye. Motion carried. Motion by Oberhart to approve purchase of flashing pedestrian lights and have installed by DPW. Second by Goldammer. All Aye. Motion carried. All aye. Motion carried. Reviewed Special Event Permit Applications for Jingle for Janey and the Christmas Parade. No action needed. New Business: Motion by Koeller to table discussion on painting the bricks on the Main Street Bridge pending discussion with the State. Second by Oberhart. All Aye. Motion carried. Discussion about Park Place Townhouse Association’s missing ‘no through’ sign. Being the road is privately owned by the association they will need to purchase the replacement. No further action needed. Discussion on the Rochester impoundment tabled. Motion by Koeller recommend updated Engineering Work Order on the East Main Street Reconstruction Project to the Village Board for approval. Second by Oberhart. All aye. Motion carried. Managing various contractors, performing PM on the HVAC, fire protection and alarm systems. -Rescheduled the pavilion remodeling project at Whitford park to spring. -Planning for the December 14 Park Bathroom and concession stand installation. Working of the final plumbing layout and foundation construction, coordinating installation, crane rental, road closure, and final plumbing and electrical hook up details. -Daily inspections and project management at the 10 Club Park construction project, Final work at the park being completed for the year, though some small items will remain and will be completed in spring. Parks -Ongoing preparation for the new ice rink installation, rubber mats around the rink, electrical hook ups, new lighting and poles around the rink, new ramps, and working with the Lions club in planning the skate rentals, etc. -Setting up the hockey rink (existing ice rink) at Whitford park. -Working on new park signs, rinks signs, rink operations for the upcoming season. -Winter project planning Facilities and Parks supervisor. Mike Sponholtz 15 Firefighter Kiley Donovan To whom it may concern, After attending the budget meeting on November 21st I was inspired to formulate a plan to raise money for the fire department. A way to engage with the community, bring them into the firehouse, and to raise funds. I am proposing that we begin hosting an indoor craft fair / farmers market this winter. It would bring the community together, seeing as there is not a consistent farmers market held. We would be able to bring various businesses in from Waterford as well as our surrounding areas. It would not only bring together our community, it would build a stronger connection to our neighbors. Below is an outline of ways money would be bought in. ● There would be a $25 “suggested donation to WFD” for the use of the space. ● The fire department would supply various concession items for sale. ● The community would be welcome to tour the station, and see inside of our various apparatus ● The fire department is currently designing various clothing items with a specialized logo which will be available for purchase by the community. Neumann Homes Development (Trailside Landing) – Project No. 221632  Single Family development north of Trailside Elementary.  The developers have received an easement from the School District and plan to route the sanitary sewer down the east side of Milwaukee Street.  Review comments were sent to the developer on 12/5/23. Pre/3 Multi-Family Development – Project No. 2326172  Pre/3 is the developer, Robert E. Lee is the engineer.  This project is the multi-family project being developed concurrently with the Neumann Homes single family development.  Review comments were sent to the developer on 11/14/23. Pro-Health Clinic – Project No. 2325157  We received engineering plans for this project located at Gemini Lots 7 & 10 on 4/11/23.  Our conditional approval recommendation was forwarded to the Village and design engineer on 05/18/23.  Currently under construction. East Main Street Reconstruction – Project No. 2325354:  Reconstruct E. Main St. from Milwaukee St. to STH 36 and relay the water main from Milwaukee St. to 6th St.  The Village received $422,837.87 in WisDOT LRIP money for the road surface portion of the project.  A Village Resolution is required to establish bicycle facilities as part of the project.  Our design work order was approved by the Village Board on 12/11/23.  We plan to design the project in 2024 and open bids in January 2025.  The WisDOT project funding sundown date is 6/30/27.
