Present: Carl Oberhart, Cindy Mooney, Pat Goldammer, Michel Olson Others present: Don, Houston, Rick Huening, Alysa Robbins Minutes: Motion by Oberhart to approve the 05-20-2024 minutes. Second by Mooney. All aye. Motion carried. Motion by Oberhart to approve the Lions Club 4th of July Parade Special Event. Second by Mooney. All aye. Motion carried. Department reports were presented by Huening. New Business: Motion by Mooney to approve the Transient Seller’s application and bring to committee in 1 year for review. Second by Oberhart. All aye. Motion carried. Review and discussion on the US Cellular poles. No action needed. Motion to table action on lift station #2 until July by Mooney. Second by Olson. All aye. Motion carried. Respectfully submitted by, Alysa Robbins, Administrative Clerk 3 4 5 6 7 8 9 10 11  12 VILLAGE OF WATERFORD PUBLIC WORKS AND UTILITY M EETING Facilities and parks update Meeting Date: July 2024 Facilities -Ongoing general maintenance, cleaning and repairs of the Library, Fire Department, Village hall, DPW, Park facilities, and restrooms. . Managing contractors, maintaining electrical systems, boilers, pumps, plumbing, HVAC, fire protection and alarm systems. –10 Club Concession building- Added several new circuits and outlets for the various appliances and the new refrigerators. Daily cleaning of this building and both bathrooms due to the high usage. -Whitford park pavilion-Working on the final punch list items with Tri County Contracting on the remodeling project. -Library- HVAC is holding up fairly well this summer with assistance from the DPW and All Pro. Worked on some faucet repairs and other misc items. Parks -Removed several dead trees at Ten Club Park. -Ongoing mowing, weeding, spraying, mulching, trimming, garbage removal and much more on all the parks and Village buildings and grounds. -Setup/cleanup of events such as Food and Fun on First, River Rhythms and Movies in the park, and Celebrate Waterford. Ongoing planning for many other events. -Plenty of new work at Ten Club, such as working through issues with the playstream, the large amount of park maintenance, adding tables, umbrellas, signs, and general daily clean up due to the large volume of people. The park so far has been very well attended and I have received many compliments from other communities as well as residents. -I would like to thank the Lions Club for the outstanding job running the concession stand. -I would like also thank Tania and Jim Maney and family, Thomas Horner and the Norway Garden Club, and Jeanne from Horticultural Handiwork for the outstanding volunteer work planting and maintaining the library grounds, Riverbend Park, The Adopt a Planter program, and the Waterford brick wall flower bed at Hwy 36. Supporting them in this work is an honor. Waterford is a better place because of them. Please thank them if you see them! Facilities and Parks supervisor. Mike Sponholtz  13 VILLAGE OF WATERFORD PUBLIC WORKS AND UTILITY MEETING For additional information: http://www.waterfordwi.org Meeting Date: July 2024 Public works: • Western Star has given a build date for new chassis of Dec.2nd • New pick up has been delivered to Lynch now has to go to Monroe for upfit • Flags will be coming down in the next few weeks • Road paving precon meeting later this week • Farner chip seal scheduled for August • Struck and Erwin have slurry seal scheduled for August • Set out barricades for parade, no issues Utilities: • Working with engineer on upgrading lift station #2&4 at the same time should have work order for next month meeting • Replaced 2 lateral risers at 922 &924 Fox Walk Dr both were collapsed form years of ground pressure • AMI update as of 7/10/2024 700 meters of approx. 1600 have been changed. So far 4 services coming into home are galvanized,1 unknown. Rest have been copper or plastic. The connection at Cornerstone Crossing is not complete.  Town & Country continues to grade the site. Pre/3 Multi-Family Development – Project No. 2326172  Pre/3 is the developer, Robert E. Lee is the engineer.  This project is the multi-family project being developed concurrently with the Neumann Homes single family development.  This project has the same grading contractor as the single-family development. They will install utilities when the connection points are completed for the other project. Fairview Pavement Maintenance – Project No. 230098  Fairview residents will be invited to visit Kramer Drive after it is chip sealed and fog sealed to help determine future actions. 2024 Roadway Improvements – Project No. 2400487  Elizabeth St., St. Thomas St., and 5th St. – Full depth mill and repave (Public Bid). o The contractor is Stark Asphalt o We are working on the contracts and don’t have a scheduled start date yet.  Kramer Drive – Chip seal and fog seal. (Potentially contracted directly - Fahrner Asphalt).  Cornerstone Court – Micro-surface / slurry-seal (Potentially not bid and contracted directly with Struck & Irwin).  Fairview Estates – Fog seal 2023 chip seal areas after approval of Kramer Dr. surface. o Depends on vote by residents to fog seal or pay a special assessment to have the road milled and overlayed. o If residents vote for a special assessment, the Village Ordinance will need to be revised; Preliminary special assessment resolution passed; public hearing. East Main Street Reconstruction – Project No. 2325354:  Reconstruct E. Main St. from Milwaukee St. to STH 36 and relay the water main from Milwaukee St. to 6th St.  The Village received $422,837.87 in WisDOT LRIP money for the road surface portion of the project.  A Village Resolution is required to establish bicycle facilities as part of the project.  East Main St. preliminary schedule: o 30% plans have been reviewed with Village staff. o August 60% plans – for public info meeting, WisDOT permitting, and utility coordination. o Burying power lines will push construction to 2026.  We met with WE Energies about the possibility of burying the power lines. They will complete a design and provide the cost to bury the lines. This work will delay construction to 2026. If this is pursued it would delay construction to 2026.  The WisDOT project funding sundown date is 6/30/27. Racine Home Insulators Review – Project No. 2400837  403 S. 6th Street in the Mercury Development.  We did a preliminary review and provided information to their engineer EEC. Lift Station 2, Racine Street – Project No. 2400768  This station is located adjacent to 411 Racine Street (see the snip below), was installed in 1988, and consists of a steel pump station mounted on a concrete wet well. The discharge from this station extends east on Racine Street to Jefferson Street. This station is severely corroded and does not meet current codes and requires confined space entry. This station should be replaced with a submersible station and separate valve vault.  We provided a concept plan and opinion of probable cost for consideration.  Village staff asked about doing lift station 4 at the same time as 2 to provide a potential cost savings. We will provide a revised concept plan and design services work order to do both. Well 6 – Project No. 180435; WDNR # 5589-03  This project will replace the capacity of existing Well 1 and Well 3 and allow the Village to provide more water to the existing central treatment facility on Cornerstone Crossing.  This project is the 1600 foot deep 16-inch diameter hole with a generator, modifications to the Well 4 building, and connection to the existing raw water main from adjacent Well 4. A future project will include the additional treatment upgrade at the existing treatment facility. Below is the estimate provided for financial assistance:  We expect it will take the WDNR at least 60 days to provide review comments. Foxwood Drive Bridge Inspection  We were asked to provide an updated bridge inspection for the Foxwood Drive bridge per DOT requirements.  It is scheduled for late July or early August. The boulevards are not wide enough or designed to accommodate two wide vehicular traffic. The abutting property was designed and approved for condominiums having driveways on River Ridge Drive and River Ridge Circle. Recent parking of cars and pickup trucks on the boulevards has resulted in near collisions with vehicles. Automobiles have had to jump the middle boulevard curb to miss parked cars as they enter off Jefferson.
