Meeting was called to order by Koeller at 4:00 pm.

Motion by Koeller to request more information on the route for the Waterford Wood’s Caravan

Review of Christmas Market plans and opening of the ice rink. The committee discussed and come to a
consensus the rink should be renamed Jonathan J Delagrave Memorial Ice Rink.
Department reports were reviewed.
Motion by Oberhart to charge non for profits minimum $5 per use of park/facility and a $100 cleaning
bond to be repaid if used by Village for cleaning expenses. Second by Mooney. All Aye. Motion carried.
Motion by Koeller to move reports to the end of agenda. Second by Olson. All Aye. Motion carried.
New Business:
Motion by Koeller to absorb cost from Sawyer’s Excavating to repair sewer later issues on 922
and 924 Foxwalk caused by original developer. Second by Goldammer. All aye. Motion carried.
Reviews results of the Village Stakeholder survey. No action needed.
Motion by Goldammer to purchase event, to only be used on Village properties. Second by
Oberhart. All aye. Motion carried.

Cornerstone Ct was crack filled on 8/9 and slurry seal is scheduled for 8/23
Kramer Dr is scheduled for first week of Sept.
Paving project are scheduled to start first week of Sept. (St. Thomas St, Elizabeth St, 5th St)
Had repair to skid steer. High flow switch was bad.
Truck 73 (2018) is at dealer for repairs.
Jon has been doing small milling and asphalt patches some of the bumps on Jefferson St were
zeroed out
Utilities:
First phase of the SCADA up grade was completed. New replacement of high speed wireless
ethernet network bridge between plant and DPW
AMI update 1649 meters have been changed by Hydro Coro. 353 meters still need to be
changed 400 out of 550 radios have been installed
Transfer of info for AMI is going smooth between Hydro Corp, Myni Link and Sensus
Handed out door hangers to customers that have not scheduled change out as well as a letter.
Appointments have picked back up because of the notice.

Facilities and parks update
Meeting Date: August 2024
Facilities
-Ongoing general maintenance, cleaning and repairs of the Library, Fire Department, Village hall, DPW, Park facilities, and
restrooms. . Managing contractors, maintaining electrical systems, boilers, pumps, plumbing, HVAC, fire protection and
alarm systems.
-Finished the install of the commercial refrigerators and AC at the concession stand
-Prepared Village hall for elections
-Several building repairs
-Parks
-Ongoing mowing, weeding, spraying, mulching, trimming, garbage removal and general maintenance on our 11 parks.
-Setup/cleanup of events such as Food and Fun on First, River Rhythms and Movies in the park, and Celebrate Waterford.
Ongoing planning for many other events.
-Working through ongoing issues with the play stream mechanicals and users
-Working on budget and project planning for 2025
-Landscaped the Jefferson Street Docks project.
-10 Club park was damaged by someone driving through the park, damaging a light pole, several areas of concrete and
destroying our fire pit. Filed a claim with our insurance and am gathering bids and plans for repairs.

Neumann Homes Development (Trailside Landing) – Project No. 221632
Single Family development north of Trailside Elementary.
Underground contractor – Globe, grading contractor – Town & Country
Globe has installed the 16” water main along 164 and a portion of the 12” water main into the
site. The connection to the existing water main at Cornerstone Crossing is not complete.
Globe has installed the sanitary sewer up Milwaukee St. and in the south and east roads of the
subdivision.
Pre/3 Multi-Family Development – Project No. 2326172
Pre/3 is the developer, Robert E. Lee is the engineer, Town and Country is the Contractor.
This project is the multi-family project being developed concurrently with the Neumann
Homes single family development.
This project has the same grading contractor as the single-family development.
Town & Country has begun installing the private 8” sanitary services on the site.
Town & Country will be installing the 8” public water mains for the multi-family portion.
Fairview Pavement Maintenance – Project No. 230098
Fairview residents will be invited to visit Kramer Drive after it is chip sealed and fog sealed
to help determine future actions.
Fahrner is scheduled to chip seal Kramer the first week of September.
2024 Roadway Improvements – Project No. 2400487
Elizabeth St., St. Thomas St., and 5th St. – Full depth mill and repave (Public Bid).
o The contractor is Stark Asphalt
o Stark is scheduled to start the first week of September.
o Stark is providing a cost to pave the library parking lot.
Kramer Drive – Chip seal and fog seal. (Fahrner Asphalt).
Cornerstone Court – Micro-surface / slurry-seal (Struck & Irwin). Crack sealing has been
completed.
Fairview Estates – Fog seal 2023 chip seal areas after approval of Kramer Dr. surface.
o Depends on vote by residents to fog seal or pay a special assessment to have the road
milled and overlayed.
o If residents vote for a special assessment, the Village Ordinance will need to be
revised; Preliminary special assessment resolution passed; public hearing.
East Main Street Reconstruction – Project No. 2325354:
Reconstruct E. Main St. from Milwaukee St. to STH 36 and relay the water main from
Milwaukee St. to 6th St.
The Village received $422,837.87 in WisDOT LRIP money for the road surface portion of the
project.
A Village Resolution is required to establish bicycle facilities as part of the project.
East Main St. preliminary schedule:
o 30% plans have been reviewed with Village staff.

oAugust 60% plans – for public info meeting, WisDOT permitting, and utility
coordination.
o Burying power lines will push construction to 2026.
We met with WE Energies about the possibility of burying the power lines. They will
complete a design and provide the cost to bury the lines. This work will delay construction
to 2026.
We are investigating options for the Village to acquire the full R/W width on parcels currently
described to the road centerline. If this is pursued it would delay construction to 2026.
The WisDOT project funding sundown date is 6/30/27.
Racine Home Insulators Review – Project No. 2400837
403 S. 6th Street in the Mercury Development.
We did a preliminary review and provided information to their engineer EEC.
Lift Station 2 & 4 Replacement – Project No. 2400768
These stations consist of a steel pump station mounted on a concrete wet well; they do not
meet current codes and require confined space entry. This station should be replaced with
a submersible station and separate valve vault.
Doing the two stations as one construction contract should provide a cost savings. We will
provide a revised concept plan and design services work order to do both.
Well 6 – Project No. 180435; WDNR # 5589-03
This project will replace the capacity of existing Well 1 and Well 3 and allow the Village to
provide more water to the existing central treatment facility on Cornerstone Crossing.
This project is the 1600 foot deep 16-inch diameter hole with a generator, modifications to
the Well 4 building, and connection to the existing raw water main from adjacent Well 4. A
future project will include the additional treatment upgrade at the existing treatment facility.

WDNR has provided an initial review dated August 8, 2024. Below is the estimate provided
for financial assistance:
Foxwood Drive Bridge Inspection Project No. 2401222
We were asked to provide an updated bridge inspection for the Foxwood Drive bridge per
DOT requirements.
The bridge inspection is complete, and the report has been sent to the Village.
6th Street Development: We have been discussing utility connections for a proposed 10-unit
development with the design engineer (Lynch).
Water Street Drainage: We will provide a proposal to look at alternatives to help with drainage
issues on Water Street.
Jefferson Street Reconstruction: We will provide a proposal for the reconstruction of Jefferson
Street.

1. Qualifications
1.1. Company Overview/Experience/References
• Founded in 1983 and incorporated in 1988. HydroCorp core services are Municipal Water
System Cross-Connection Control Program Management, Onsite Cross-Connection Hazard
Surveys/Inspections and Water Meter Replacement Labor and Administrative Services. The
firm has grown from two employees to a staff of over 85 full time associates in multiple states.
We still have our first customer!
• HydroCorp maintains ongoing contracts for Cross-Connection Control Program management
and Inspections for over 400 Public Water Systems in five states.
• In 2014, HydroCorp was requested by an existing Municipal Client to assist in replacement of
water meters during the same site visit as the Cross-Connection Inspections being performed
by HydroCorp. Over time and by additional client requests for meter replacement services,
HydroCorp now employs over 25 full-time professionals assigned to Water Meter Replacement
projects and water customer care communications.
• HydroCorp has replaced over 75,000 water meters within 52 midwestern public water
systems.
• HydroCorp currently monitors cross-connections/backflow prevention of 626,000 facilities.
• HydroCorp annually performs approximately 75,500 onsite cross-connection
survey/inspections.
• HydroCorp monitors 910,000 Backflow Preventers at services connected to public water

2. Technical Proposal
2.1. Water Customer Engagement, Technician Protocols, Data Management/Reporting
Summary
The foundation of this project will be water customer service, successful field work and cloud-based, real-
time data management. HydroCorp utilizes HydroSoft I/O for all field data, administrative and notification
processes.
Water Customer Notification Process:
Postal notifications/letters are customizable and draft versions are presented for approval to Village prior
to actual mailing of notices.
Each postal notification indicates a unique nine-character reference code that is specific to the account or
water customer. This allows the customers to access the HydroSoft I/O online scheduling portal and
ensures appointments are set for specific customers or addresses. This unique reference code populates
the customer information when input, which ensures and mitigates human error when scheduling.
Examples of this would be transposed, missing and/or too many numbers within addresses house/business
number or deviations between Dr., Cir., Ct., St., etc.
Village administrative access is available to all necessary project parties. These can be created for specific
individuals, departments, or projects. HydroCorp provides a demonstration of the Village Online- Portal as
well as a user guide with step-by-step processes, capabilities, and limitations. This user access is available
through our website, which can be accessed by any device with internet connections/access.

Water Customer Notification (Continued)
Customer notifications through HydroSoft I/O, will be delivered to each customer in (1) postal notification.
Water Customer Service:
HydroCorp has a full-time staff of dedicated Customer Service Representatives (CSR), who are trained and
well versed, in the water meter and cross-connection control industry. This allows for rapid responses, top-
notch customer/contractor interactions, and a seamless process from receipt of scheduling notice, to
completed installation and anything thereafter, that the customer may need. This support phone number
and hours of operation are listed within each customer notice. An online live-chat feature will also be
available during business hours.
HydroCorp Field Technicians will provide each customer with a toll-free emergency business card. This card
contains the phone number to our 24/7 emergency call center. The emergency call center will contact
project personnel to resolve any customer issue, concern, question, or leak, after installation, that is a
result of HydroCorp’s workmanship. HydroCorp’s response to any call or any item, is well within the 24hr
response time, between first report and resolution.

Meter Technician Protocols:
HydroCorp staff is fully uniformed and possesses HydroCorp ID cards on their person.
• HydroCorp highly recommends the Utility issue contractor badges to HydroCorp employees,
listing HydroCorp and installer name as an approved contractor for the Village meter
installation project. This also helps to mitigate and alleviate customer skepticism and phone
calls to the Village.
• HydroCorp will provide a link on the appointment site describing its COVID-19 preparedness
and response plan, its Personal Protective Equipment (PPE) policy, and description of a
Coronavirus safety practices while performing a water meter replacement. Example plan:

HydroCorp’s standard practice is to pick up and return new and old meters and materials daily. This is
always from a designated location provided by various entities. All material is then logged and identified
with our check-in / check-out process. This ensures project material is present while identifying items for
procurement.

Data Management/Reporting
Utilizing HydroCorp’s proprietary software HydroSoft I/O and in-field tablet computers, HydroCorp Meter
Technicians will record all required information specified within the request for proposal.
HydroCorp captures a minimum of 4 – 7 photos per account/installation. The photos can include any of the
following in the specified order; 1) Old meter setting found before installation 2) Old meter serial number,
3) Old meter reading, 4) New meter # and transmitter, 5) New meter setting after installation, 6)
Confirmation of activation – photo of activation screen, fob, new meter register, or any device utilized for
activation, 7) House, apartment, or business address. Alternate photos can be taken in place of any of the
mentioned photos aboveas needed for the scope of work.
Data Security
HydroSoft I/O staff follow industry standards for database and system maintenance. Virtual machine
hardware is maintained and serviced by Microsoft Azure. All users will log on through the HydroSoft I/O
portal at portal.hydrosoft.io.
Data value, during and after the project
In addition to new and old meter data, HydroCorp identifies and captures all cross-connection control
requirements, recommendations, violations, sump pump and sump pump discharges, service line size, and
service material before and after the water meter. This data is available that the discretion of the Utility,
in both Excel and PDF formats.
Overall Project Progress Reporting
Weekly reporting on the project in its entirety, helps and assists with the allocation of accounts that may
require a resolution before the installation takes place. This reporting also identifies deficiencies and
strengths of the overall project, which tend to identify if project milestones will be met. Included are

2.2. Scope of Services
HydroCorp to provide the following services when exchanging radios:
A. HydroCorp will devise a postal notification letter to inform water customers of required radio
replacement during a specific date range specified in the letter. Letters will be approved by the
Village to use by HydroCorp and include Village branding.
B. HydroCorp will send postal notification letter to designated water customers.
C. HydroCorp will provide full-time Toll Free 800 number phone support for customer questions and
appointment requests by HydroCorp Administration Staff. Direct phone contact to HydroCorp staff
will be available during normal business hours excluding holidays. An external answering service
is utilized for overflow and after-hours calls.
D. HydroCorp will document in electronic format; relevant identification numbers of new radio
installed by HydroCorp.
E. HydroCorp will provide identification to the property owner upon arrival.
F. HydroCorp will install new radio, associated fittings and gaskets as provided by the Village or
supplier.

3. Project Management
Key Personnel:
Dave Cardinal, Vice President, Municipal Division. Dave has over twenty years’
experience as a water professional and has a successful record of
accomplishments in the cross-connection control industry. Experienced in
program development, project management, developing and conducting
employee education and training programs, developing and instructing State
certified education and training classes, quality assurance, customer service, and
client satisfaction. He is responsible for establishing business practices, field
operation procedures, and administrative functions related to cross connection control program
management. Dave is an ASSE Certified Instructor for multiple ASSE Certifications related to Cross-
Connection Control and Backflow Prevention. Dave also has been a speaker at numerous Water
Industry Conferences.
Ryan Schaeffer- Director, Meter Division. Ryan is a seasoned water professional; he
began his career with HydroCorp as a meter installer and has installed thousands of
meters of various sizes. He has worked diligently and proven his skills as an installer
and a team leader. Ryan has successfully led and managed meter installation
projects and installation teams. Ryan’s duty as Project Manager is to keep a
consistent communication stream between all parties, including field staff, clients,
and upper management. Furthermore, he partners with the Director of the Meter
Division on preparation, logistics, and resource allocation to ensure the efficient completion of current
projects and a seamless transition into the new metering system.

Ryan Hensley, Administrative Account Manager – Municipal Division. As an
Administrative Account Manager Ryan Hensley is responsible for providing
administrative support to field surveyors, regional managers and division directors
with all components associated with managing a comprehensive cross connection
control program, in addition to providing highest level of customer service to our
municipal clients. Ryan has been a member of the HydroCorp team for over 10 years
and is an ASSE 5150 certified Backflow Prevention Program Administrator. Ryans staff will be responsible
for answering all water customer phone calls.
Craig Wolf, New CCC Program development and Water Meter Replacement Sales in the Midwest Region.
Since 2009 at HydroCorp, he was responsible for identification of hazards and
deficiencies and determining proper recommendations for over 130 municipal client
cross-connection control programs in Wisconsin. Certified by ASSE 5120 for Cross-
Connection Control Surveying, Craig applies years of field experience to offering
solutions for public water systems that are cost effective. In the past 5 years, Craig
has been focused on client retention efforts, and developing new HydroCorp
business relations.
Field Inspectors/Surveyors/Technicians
HydroCorp invests continuously in educational training and development of its team members. All of the
HydroCorp Field Inspectors assigned to this project are certified in Cross-Connection Control Surveying and
Backflow Prevention Program Management through one the following programs:

Village Staff Commitments:
1. Water customer information for HydroCorp database and postal notice sent from HydroCorp to
water customers. HydroCorp will provide template for required data. Data to be provided in Excel
format.
2. Handheld activation devices and necessary connectors for each HydroCorp Meter Technician.
3. Provide to HydroCorp, a minimum of 2 hours of in-field demonstration/training of meter activation
4. Access to adequate inventory of radios, necessary fittings and gaskets on a weekly basis during
normal business hours.
5. Dispose of old radios, and wiring.

Proposed Fees:
• Install approximately (550) External Radios…….$70.00 per install.

Monthly billing will be based on number of installs performed. Pricing is valid for (120) days from
