Call to Order and Roll Call **A quorum of the Planning Commission, Park Commission, Commission on Aging, and Economic Development Authority will be present** Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order at 5:32 p.m. Thursday, May 24, 2018 in the Council Chambers of City Hall by Vice-Mayor Michael Walters. Council Members present: Walters, Deb Everson, Lindsay Guetzkow and Adam Pawelk. City Staff present: City Administrator Shane Fineran, City Engineer Andrew Budde, City Planner Mark Kaltsas, and City Clerk-Treasurer Lynn Tschudi. Commissioners present: Roxanne Wilmes, Rob Wilkening, Jim Sandquist, DeAnna Clemens, Jeff Onell, Don Hendricks, and Jennifer O’Connell. 2. Adopt Agenda GUETZKOW MOVED, EVERSON SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 4-0. 3. Open Forum 4. New/Old Business A. 2040 Comprehensive Plan Draft Adoption Mark Kaltsas presented a power point which summarized the 2040 Comprehensive Plan. He explained there is a six month review process in which the draft plan will be submitted to surrounding jurisdictions. The Metropolitan Council will also review the document for the City. Kaltsas detailed the timeline for the next nine months including a joint meeting to review comments and a public hearing to consider final plan. Kaltsas said the focus of the Land Use Plan is to expand the downtown business district and the mixed use commercial business along Highway 25 north of the business park. These are both mentioned in the Economic Development focus as well. The Park/Sidewalk/Trail Plan is similar to that of the 2030 Comp Plan. One difference is to improve connections to the Luce Line Trail where possible. Kaltsas stated key intersections will also be identified. Kaltsas shared a Goals Summary capturing the goals from each chapter. Rob Wilkening asked if Watertown has the opportunity to view the Comp Plans for surrounding agencies. Kaltsas said yes, from those that are available. Not all surrounding jurisdictions are required to create a Comprehensive Plan. Guetzkow added that she would also like to see other Comp Plans. Don Hendricks asked if a second bridge crossing was discussed in the plan. Kaltsas said it is addressed in the transportation section. Page 1 of 2 5. Adjournement Members of the City Council and City staff may convene directly following the adjournment of the meeting at the Luce Line Lodge in a purely social event.
