Call to Order and Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order at 6:31 p.m. Tuesday, April 23, 2019 in the Council Chambers of City Hall by Mayor Steve Washburn. Council Members present: Washburn, Michael Walters, Deborah Everson, Lindsay Guetzkow, and Adam Pawelk. City Staff present: City Administrator Shane Fineran, City Engineer Andrew Budde, and Clerk/Treasurer Lynn Tschudi. Those who signed in were: Heidi Hoks and Paul Ericsson from Carver County Libraries. 2. Adopt Agenda GUETZKOW MOVED, PAWELK SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 5-0. 3. Consent Agenda Discussion and Approval All items listed under the consent agenda are considered to be routine by the City Council and will be enacted by one motion on an affirmative vote by roll call of a majority of the members present. There will be no separate discussion of these items unless a Council member or citizen so requests, in which event, the item(s) will be removed and discussed prior to the adoption of the consent agenda. New/Old Business A. Carver County Library Year in Review Heidi Hoks and Paul Ericsson presented to the council. They updated council on the current and future library events. They shared statistics and stories. Page 1 of 3  B. Derson Manufacturing Storm Water Easement Repair Fineran said there is a portion of the city parking lot behind Marketplace Foods that is deteriorating. The city has a drainage and utility easement through the Derson property for storm water. Staff has prepared an estimate to fix the 20 foot easement area which has deteriorated. The repair would be paid for out of the storm water operating fund and would be corrected at the time of the mill and overlay this summer. Everson asked what the downfall would be to leave the easement area gravel. Fineran said that the Derson parking lot is paved, so the easement area should be paved. Guetzkow asked if the storm water is running over the road. Budde said that the drain is underground but in high events the water will run across the road. Guetzkow questioned the quality of pavement originally laid. Budde said the repair proposed is more robust that what is there currently. Everson asked what happens if nothing is done. Fineran said the material will be running into the storm sewer. Washburn said the appropriate thing to do is to repair the piece that is the City’s responsibility. Also to maintain appropriate documentation. Washburn asked Budde if there are things that can be done to improve the run off. Budde said there is not much additional work that can be done. The infrastructure will be improved and maintained while completing the mill and overlay. Guetzkow asked if the current pipe is big enough. Budde said if a larger pipe is used, it will increase output to the Crow River and create additional permitting. Pawelk asked if the newly paved area will be maintained according to the city’s asphalt maintenance program. Fineran said the area will be visually inspected and maintained accordingly with crack sealing and seal coating. Council gave staff direction to move forward with the repair as presented. Washburn would like to see staff speak to the property owner about their pavement maintenance. C. Insurance Agent of Record RFP Fineran explained that the city would like to request proposals from local insurance agents. The city uses the League of MN Cities Insurance Trust for their property/casualty and worker compensation insurance. Though insurance is obtained through LMCIT, the city needs to appoint an agent of record. The current agent on record has not been reliable and has provided less than great customer service. Everson asked if the agent needs additional training. Fineran stated no. PAWELK MOVED, EVERSON SECONDED A MOTION TO ADOPT RESOLUTION 2019-63, AUTHORIZING REQUEST FOR PROPOSALS FOR INSURANCE AGENT FOR 2019/20, 2020/21, 2021/22. MOTION CARRIED 5-0. 6. Other Reports Fineran updated a new Deputy Clerk will join the city on May 20th. With that, Susan Hoese will be retiring on June 12th. City wide clean-up will be April 27th from 8-11am at the old recycling center. Hazardous waste collection will take place at Watertown Township on county road 10. Pawelk updated that a new park commission member was appointed. Park commission meeting on April 17th discussed the trail and sidewalk master plan. The park commission also discussed a future disc golf course at Page 2 of 3  the Oak Grove Community Park. Community education committee met on Tuesday April 16th for a walking tour of the Primary school. The committee discussed the future of the building. The infant and toddler area could accept nine infants and up to 28 toddlers. Walters reported on the Chamber of Commerce meeting where the robotics teacher presented. The Easter Eggstravaganza was Saturday April 21st. There will be a planning commission meeting on Thursday, April 25 th . Everson reported that she attended the presidential round table through Congressman Emmer’s invitation. Washburn reported on the Carver County Leader’s meeting. 7. Claims A. Approve Claims Roster GUETZKOW MOVED, EVERSON SECONDED A MOTION TO APPROVE THE CLAIMS ROSTER FOR THE 2019 BUDGET. MOTION CARRIED 5-0. 8. Adjournment Members of the City Council and City staff may convene directly following the adjournment of the meeting at the Luce Line Lodge in a purely social event.
