Call To Order And Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order at 6:30 p.m. Tuesday, December 8, 2020 by Mayor Steve Washburn via Zoom. Council Members present: Washburn, Michael Walters, Deborah Everson, Lindsay Guetzkow, and Adam Pawelk. City Staff present at City Hall: City Administrator Shane Fineran and Clerk Treasurer Lynn Tschudi (remotely). 2. Adopt Agenda EVERSON MOVED, GUETZKOW SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 5-0. 3. New/Old Business 5.A. 2021 Budget And Levy City Administrator Fineran said the annual budget process has been ongoing since the summer. There are four resolutions and an updated ordinance that will need to be approved related to the final budget. Fineran reviewed the market value the tax rates for Watertown. The final levy will impact the average valued home at 1.21% increase from last year. There will be continued investments in streets, personnel, fire protection, police, and capital investments. Fineran said the enterprise funds are planning to increase the utility rates by a total of about 2% in order to continue to plan for the future wastewater treatment facility. WALTERS MOVED, GUETZKOW SECONDED A MOTION TO ADOPT RESOLUTIONS 2020-145, 2020-146, 2020-147, AND ORDINANCE 422. MOTION CARRIED 5-0. 5.B. 2040 Comprehensive Plan Adoption City Planner Mark Kaltsas said that the City took a three-year planning process to develop and prepare a comprehensive land use plan for 2040. The Metropolitan Council then reviewed and approved the plan. The final step is for the City Council to adopt the 2040 Comprehensive Plan. Kaltsas stated the City of Watertown’s plan is complex because it controls and maintains its own water/wastewater plant. Kaltsas reviewed in detail the forecasted growth that is used by the Met Council for various metrics throughout the report. He highlighted the added items for the 2040 Comprehensive Plan. Everson clarified that Watertown can control the density of the housing within the City rather than the Met Council. Kaltsas said the plan gives the City as much flexibility as possible. Fineran noted that Watertown is naturally becoming an affordable community to live in. PAWELK MOVED, WALTERS SECONDED A MOTION TO ADOPT RESOLUTION 2020-148, ADOPTING THE 2040 COMPREHENSIVE PLAN. MOTION CARRIED 5-0. 5.B.i. 2040 Comprehensive Plan Document 5.C. Recognition Of Deborah Everson City Administrator Fineran said this is Deborah Everson’s 138th City Council meeting in her term since 2015. He thanked her for her service with the commissions and the Council. Council Members and Mayor Washburn wished Deborah Everson the best for her future. GUETZKOW MOVED, WALTERS SECONDED A MOTION TO ADOPT RESOLUTION 2020-149, RECOGNIZING AND THANKING COUNCIL MEMBER DEBORAH EVERSON FOR HER SERVICE TO THE COMMUNITY. MOTION CARRIED 5-0. 6. Other Reports City Administrator Fineran updated the Cured In Place Pipe project has begun for the year. The Grove Street skating rink boards are installed, and staff is waiting for cold temperatures to make ice. Fineran thanked the fire department, Chamber of Commerce and Mayor for the virtual tree ceremony and Santa drive through visits. Council Member Everson updated that the EDA met to approve the final levy and approve the second version of the pandemic rebate relief programs.
