Call To Order And Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to R order in the Council Chambers of City Hall at 6:31 p.m. Tuesday, April 12, 2022, by Mayor Steve Washburn. Council Members present: Washburn, Mike Walters, Adam Pawelk, and Lindsay Guetzkow. D City Staff present: City Administrator, Jake Foster and Public Utilities Superintendent, Doug Kammerer. 2. Adopt Agenda GUETZKOW MOVED, WALTERS SECONDED A MOTION TO ADOPT THE AGENDA WITH THE REMOVAL OF ITEM 3.D. TO BE DISCUSSED AT A FUTURE MEETING. MOTION CARRIED 4-0. 3. Consent Agenda Discussion And Approval PAWELK MOVED, GUETZKOW SECONDED A MOTION TO APPROVE CONSENT AGENDA ITEMS 3.A., 3.B., 3.C., 3.E., AND 3.F. WITH ITEM 3.D. BEING TABLED FOR A FUTURE MEETING. MOTION CARRIED 4-0. 3.A. Approve City Council Special Meeting Minutes From April 5, 2022 3.B. Approve City Council Work Session Minutes From March 22, 2022 3.C. Approve City Council Regular Meeting Minutes From April 22, 2022 3.D. Adopt Resolution #2022-28, Deeming 3 Sets Of 15’ X 4 Row Bleachers As Surplus Equipment 3.E. Adopt Resolution #2022-30, Approving Temporary Intoxicating Liquor License 3.F. Adopt Resolution #2022-31, Approving The Use Of The City Hall Parking Lot, Community Center, And Waiver Of Fees 4. Adopt Ordinance #431 And Approve Summary Publication Amending The Outdoor Water Conservation Section Public Utilities Superintendent Doug Kammerer introduced the agenda item and provided background T information. Kammerer stated that the City's water conservation efforts needed to be increased in order to meet any potential emergency water needs during peak usage times. In order to address these potential issues, Kammerer proposed that the City make permanent and year-round Odd/Even Watering Restrictions without the need of any emergency declaration. F Councilmember Guetzkow thought the timing of any potential implementation would be good as there would be time for adequate communication and residents and business owners would have the ability to reprogram their sprinkler systems prior to the summer watering season. Councilmember Walters expressed significant concern with the proposed changes siting he has issues A with limiting/restricting privileges and perceived government overreach. He later also voiced concern with the impact these restrictions would have on the recently-accepted utility rate study and subsequent water rates. Council appreciated Councilmember Walters's concerns and had additional discussion on the merits of the proposed ordinance and potential issues as sited by Walters. R GUETZKOW MOVED, PAWELK SECONDED A MOTION TO ADOPT ORDINANCE #431 AND APPROVE SUMMARY PUBLICATION AMENDING THE OUTDOOR WATER CONSERVATION SECTION OF CITY CODE AS PROPOSED. MOTION CARRIED 3-1 WITH WALTERS VOTING NO. D 5.B. Adopt Resolution #2022-29, Approving The Election Of The Standard Allowance For ARPA Funds City Administrator Foster provided background on the agenda item, detailing that City Council action was needed to determine the extent of the reporting needed to meet the American Recovery Plan Act (ARPA) reporting requirements by the April 30th deadline. He stated Council needed to elect to take the standard allowance for the ARPA funds or choose to calculate revenue loss using the Treasury Department's calculation. The latter would also require additional reporting while providing no additional flexibility in fund usage. PAWELK MOVED, GUETZKOW SECONDED A MOTION TO ADOPT RESOLUTION #2022-29 APPROVING THE ELECTION OF THE STANDARD ALLOWANCE FOR ARPA FUNDS. MOTION CARRIED 4-0. 6. Other Reports 7. Claims 7.A.
