Call To Order And Roll Call R Call To Order And Roll Call Pursuant to due call and notice thereof, the special meeting of the Watertown City Council was called to order in the Council Chambers of City Hall at 5:30 p.m. Tuesday, April 5, 2022, by Mayor Steve Washburn. Councilmembers present: Washburn, Mike Walters, Adam Pawelk, and Lindsay Guetzkow (arriving after D the adoption of the agenda). City Staff present: City Administrator Jake Foster. 2. Adopt Agenda PAWELK MOVED, WALTERS SECONDED A MOTION TO ADOPT THE AGENDA AS PRESENTED. MOTION CARRIED 3-0. 3. Consent Agenda Discussion And Approval 4. Open Forum 5. New/Old Business 5.A. Appoint Administrative Services Director City Administrator Jake Foster introduced the agenda item providing a background on the recruitment process and the terms for which Maggie McCallum's appointment should be considered. Councilmembers generally discussed the proposed appointment and expressed their support for the candidate and their gratitude the City was able to find a good candidate for the Administrative Services Director position. Guetzkow expressed some concern about having the Administrative Services Director manage the entire budget process and wanted to make sure the City Administrator was still very actively involved in the budget. The rest of the Council agreed. The City Administrator said the budget would still be his ultimate responsibility, and he could make the language clearer in the job description to reflect that. WALTERS MOVED, GUETZKOW SECONDED A MOTION TO ADOPT RESOLUTION #2022-27,  Director position. Guetzkow expressed some concern about having the Administrative Services Director manage the entire budget process and wanted to make sure the City Administrator was still very actively involved in the budget. WALTERS MOVED, GUETZKOW SECONDED A MOTION TO ADOPT RESOLUTION #2022-27, APPROVING MAGGIE MCCALLUM'S APPOINTMENT TO THE ADMINISTRATIVE SERVICES DIRECTOR POSITION WITH THE CITY OF WATERTOWN. MOTION CARRIED 4-0. 6. Other Reports Foster provided an update that the City Council will be considering an election for ARPA funding (standard allocation or using the Treasury Department's formula for revenue loss) at the next City Council meeting to T meet the April 30, 2022 reporting deadline. Guetzkow said the Community Ed activity registration is live online, and encouraged residents to view their offerings including free elementary education programs taught by teachers. She added that the County is preparing for their road project on County Rd. 24. F Walters praised MNSPECT's prompt response to construction debris and garbage issues in the Riverpointe area. 7.
