Watertown City Council T Work Session Mayor Steve Washburn Lindsay Guetzkow F Adam Pawelk Michael Walters Dan Schuette A 3/22/2022 - Minutes 1. Call To Order And Roll Call Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to R order in the Council Chambers of City Hall at 6:21 p.m. Tuesday, March 22, 2022, by Mayor Steve Washburn. Council Members present: Washburn, Mike Walters, Adam Pawelk, Dan Schuette, and Lindsay Guetzkow. D City Staff present: City Administrator Jake Foster, Public Services Director Mike Dressel. 2. New Business 2.I. Winter Parking And Towing Discussion City Administrator Foster introduced the Winter Parking and Towing issue(s) for discussion. Foster identified issues with the current processes for enforcing the winter parking ordinance and subsequent vehicle towing and storage. He also provided high-level actions for addressing the aforementioned issues around enforcement, the inability of vehicle owners to retrieve their vehicles on weekends, the additional burden encountered by staff, and potential trouble in maintaining service levels with certain alternatives for service delivery. The City Council discussed several points relating to the problems at have arisen from the current method of service delivery and any potential changes. Council members expressed desires to relieve staff burden, remove additional liabilities related to after-hours vehicle storage, allow a mechanism for vehicle owners to pick up vehicles outside of business hours, and that there is a need to continue enforcing the winter parking ordinance through vehicle towing to maintain service levels and overall safety on City streets. The City Council directed staff to research alternatives that address the aforementioned Council desires, and bring the results back to a future work session for further discussion. 3.
