Call To Order And Roll Call A 6/25/2024 - Minutes Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was R called to order in the Council Chambers of City Hall at 6:31 p.m. on Tuesday, June 25, 2024, by Mayor Michael Walters. Councilmembers present: Mike Walters, Adam Pawelk, Kay Thul, Fred McGuire and Dan Schuette D Councilmembers absent: None City Staff present: City Administrator Jake Foster, City Engineer Philip Schrupp, Administrative Services Director Michael Sommerfeld and Fire Chief Tom Hanson. 2. Adopt Agenda COUNCILMEMBER KAY THUL MOVED TO ADOPT THE AGENDA AS PRESENTED. COUNCILMEMBER FRED MCGUIRE SECONDED. MOTION CARRIED 5-0 2.A. 2024 Tour De Tonka Presentation Tim Litfin presented information on the upcoming Tour de Tonka. Tour de Tonka gladly comes through Watertown again this year on Saturday, August 3rd. This is the 19th annual event. Every year but two we have come through Watertown. Thank you for being a partner for this event. Mr. Liftin went on to give some statistics on a slide presentation and also mentioned the need for volunteers. At the end of his presentation, Mr. Litfin announced that he would be retiring as Executive Director of Community Ed in Minnetonka after this event and thanked the City for 19 years of participating. 2.B. Carver County Sheriff's Office Update Deputy Cripps spoke on the recent break-ins and things like that in town. He is reminding residents and to tell others to lock their doors on their car, on their homes, bring valuables inside their car into their house, and lock everything up. The break-ins that occurred all had one thing in common, they were not locked up. One stolen vehicle was unlocked with the key in the ignition. Deputy Cripps suggests investing in a security camera system for your house, at a minimum a ring doorbell. He encourages all to call if they see something to say something. Watertown Fire Department Update Fire Chief Tom Hanson presented his monthly report on service calls and talked about the river flooding. He would like to remind people to be mindful of floodwaters. It looks fun and looks like it would be a good time, but the waters are A) unpredictable and B) they can get you in trouble really fast because T they are moving so swiftly. Chief Hanson reported that they are going to have an open interview night for the firefighter position coming up on Thursday, July 11th from 6:00pm to 9:00pm. We encourage people to come up any time F during that time period and we will have interviewers ready. If they need an application, they can download off the website, or we will have applications available to fill out if they are interested in joining our organization. 3. Open Forum Mayor Walters welcomed and acknowledged the presence of Watertown's finest tonight to celebrate and recognize Hubie Widmer, one of our longtime firemen who is retiring. Watertown wishes to thank you for your 43 years of dedicated service and leadership to the Watertown Fire Department. We greatly appreciate your generous commitment of time and support for the safety of our community from 1981 to 2024. Fire Chief Tom Hanson spoke on Hubie's career. We are here to celebrate Hubie tonight and his 43 years of service to the area of Watertown and the Fire Department. Typically, we consider our career for 20 years and then you retire. That's two careers that Hubie has put in. Not only with his fire department career, but also his career with the Carver County Sheriff's Office. He has definitely been a well-respected public servant throughout all his careers and his time here in Watertown. Thank you, Hubie, for all the years of service and all the time and mentoring and just the conversations with each and every one of us in this room. Hubie Widmer spoke briefly about his time on the fire department. He went on to thank his family and acknowledged fellow retired firefighters in the audience. Thank you thank you. New/Old Business 5.A. 5A - Fire Department Extraction Tool Request For Quotes Chief Hanson presented a solicitation of quotes for an extrication tool. What we are looking to do at this time is solicit a combination cutter and a spreader. It has the ability to cut metal and also to spread it apart. Kind of a two-in-one option. For this desired acquisition, we are looking at purchasing that combination cutter spreader, another spare battery, and a battery charger that would be mounted T in the truck. COUNCILMEMBER WALTERS MOVED TO APPROVE THE SOLICITATION OF QUOTES FOR THE FIRE DEPARTMENT EXTRICATION TOOL. F COUNCILMEMBER DAN SCHUETTE SECONDED. MOTION CARRIED 5-0 5.B. 5B - Boardwalk Bid Award City Engineer Philip Schrupp presented a request to award the downtown boardwalk and fence A replacement project. Bids for the project were opened on June 18, 2024. A total of five bids were received with a low quote submitted by CJC Construction out of Hanover, Minnesota for $163,600.00. The bids received indicate this is a competitive bid. CJC Construction has completed projects similar in nature and thereby we have deemed them a responsible contractor. R COUNCILMEMBER MCGUIRE MOVED TO ADOPT RESOLUTION #2024-28 AWARDING THE DECKING AND RAILING REPLACEMENT FOR THE BOARDWALK TO CJC CONSTRUCTION FOR A TOTAL COST OF $163,600.00. COUNCILMEMBER ADAM PAWELK SECONDED. MOTION CARRIED 5-0 D 5.C. 5C - Grove Street Hockey Rink Lighting City Engineer Schrupp presented on the Grove Street hockey rink lighting. I am here requesting action for the award of the Grove Street hockey rink lighting replacement. At the March 12th Council meeting, staff received authorization to procure the hockey rink light poles and light fixtures for the Grove Street hockey rink due to the long lead time for the materials. Quotes for the project were opened on June 18, 2024. A total of three quotes were solicited with two quotes received and a low quote submitted by Xtreme Electric Services out of Norwood-Young America. Based on the low quote, the construction cost for the project is more than five percent below the engineer's estimate. Xtreme electric has successfully completed projects of this type in the past and therefore we deem them as a responsible contractor. The recommendation from staff is to award in the amount of $24,647.00 to the low quote Xtreme Electric Service, Inc. COUNCILMEMBER KAY THUL MOVED TO ADOPT RESOLUTION #2024-29 AWARDING THE GROVE STREET HOCKEY RINK LIGHTING PROJECT TO EXTREME ELECTRICAL SERVICES, INC. FOR A TOTAL COST OF $24,647.00.
