Call To Order And Roll Call A 10/22/2024 - Minutes R Pursuant to due call and notice thereof, the regular meeting of the Watertown City Council was called to order in the Council Chambers of City Hall at 6:32 p.m. on Tuesday, October 22, 2024, by Mayor Mike Walters. Adopt Agenda Interim City Administrator Tom Hanson made an addition to the claims roster. COUNCILMEMBER KAY THUL MOVED TO ADOPT THE AGENDA AS AMENDED. COUNCILMEMBER FRED MCGUIRE SECONDED. Open Forum T 4.A. CCSO Update - Corporal Cripps 4.B. Fire Department Update - Chief Tom Hanson Fire Chief Tom Hanson presented his monthly update. He reported that the total number of calls for F service is at 505. Since last month's report there have been 55 calls. Six fire calls, 45 medical and 4 rescue. The demographic is 45 in city limits; five in Watertown Township; two in Hollywood Township; and three in Franklin Township. Fire Chief Hanson would also like to make a public service announcement that we have a lot of A construction in and around town, and to be cautious of traffic. Coming off farming season, we still have a lot of people in the fields, and in addition, the projects with Xcel down County Road 10. Just make sure to slow down and give those workers room to work. 5. New/Old Business R 5.A. 696 Industrial Blvd RFA_ CC_10.22.2024 City Planner Mark Kaltsas presented on 696 Industrial Boulevard site plan review. COUNCILMEMBER MIKE WALTERS MOVED TO ADOPT RESOLUTION #2034-51 GRANTING D APPROVAL OF SITE PLAN REVIEW AND CONDITIONAL USE PERMIT FOR THE PROPERTY LOCATED AT 696 INDUSTRIAL BLVD. COUNCILMEMBER ADAM PAWELK SECONDED. MOTION CARRIED 4-0 5.B. RFA - Public Works Lot Paving Change Order Interim City Administrator Hanson updated council on the solicited change order for paving of the main thoroughfare at the wastewater treatment facility with addition of 6 bollards. COUNCILMEMBER WALTERS MOVED TO AUTHORIZE THE CHANGE ORDER FOR THE ADDITIONAL PAVING AT THE PUBLIC WORKS FACILITY INCLUDING THE ADDITION OF COST ESTIMATE FOR THE BOLLARDS. COUNCILMEMBER THUL SECONDED. MOTION CARRIED 4-0 5.C. RFA - City Administrator Finalist List Liza Donabauer from DDA Human Resources spoke to give a quick summary of the City Administrator position and walking through the process of selecting the finalists that council is most interested in meeting face-to-face. COUNCILMEMBER WALTERS MOVED TO AUTHORIZE THE LIST OF 3 FINALISTS FOR THE CITY ADMINITRATOR POSITION. COUNCILMEMBER MCGUIRE SECONDED. Other Reports Interim City Administrator Hanson provided update reports on a few items. The boardwalk has been laid, and the railing section will be installed this week into next week. At the hockey rink, the light poles are now down and new posts and light heads will be installed this week into T next week. Public Works also have two of our three plow trucks read to go. The city also hosted the 30 German exchange students and 2 teachers today at City Hall. Couple of reminders up next week is the Chamber Halloween event downtown from 4:00 - 6:00 pm. F Tom Hanson also reported he has a regional plan from the Carver County Sheriff's Office and has them tentatively earmarked to come in at our next workshop. The Minnesota Department of Health has made recommendations that we send out letters to our A homeowners that have homes built pre-1985 that have lead, galvanized or unknown piping in their homes. There will be approximately 317 households that may be affected by some piping within their homes. These only affect homes pre-1985. Some households have made mitigation strategies, and we are aware of those. R Councilmember Thul also mentioned the German students that came today. They had a great time and were able to climb in the new ladder truck, firing the siren, and watching the ladder be extended. They asked what the plow truck was, as they don't get snow except in the mountains. They also went on a scavenger hunt all over downtown. Councilmember Thule thanked city staff for putting together gift bags for the group as well. D Councilmember Thul also wanted to thank Tom Hanson for really staying on top of everything here. Mayor Walters also commented on doing a great job. Its nice to have somebody that we all trust, that we know really cares about our community, and stepped into that role and filled it is very important. 7.
