Call To Order And Roll Call Mayor Steve Washburn called the Watertown City Council work session to order at 5:32 p.m. on Tuesday December 14, 2021, in the council chambers of City Hall. R Council Members Present: Washburn, Adam Pawelk, Lindsay Guetzkow and Adam Pawelk. D Staff Present: Administrative Services Director Lynn Tschudi, City Administrator Jake Foster, and City Engineer Andrew Budde. 2. New Business 2.I. WWTF Watertown Final City Engineer Andrew Budde showed a map of the City of Watertown with nine possible sites for a second water tower. Budde explained some parcels exist near an existing ten inch or larger water main. He said parcels that are .75 acre or larger were identified as well as city owned parcels on the opposite side of town from the existing water tower. With those requirements in mind, Budde came up with the nine potential sites. Budde listed pros and cons for each location. Some locations required property acquisitions. Prices for the entire project ranged from $4M to $7M depending on the location. Council Member Walters asked how long construction will take for the water tower. Budde said at least one year. Council members recorded their top three water tower locations on a “ballot” and handed them to Jake Foster, the City Administrator. Locations A and C had four votes, D received three votes and G received one vote. Mayor Washburn asked Budde what the next steps would be. Budde said he would like to set a date for an open house for residents as well as what information should be available at the open house. Council decided to notify residents and businesses within 1,000 feet of each tower location as well as all City commissions.
