Call to Order
The November 24, 2020 Joint Review Board was called to order by Village President Chris
Zellner at 5:00 p.m.
Roll Call
Present: Chris Zellner, Village of Waunakee; David Boetcher, Waunakee Community School
District; Adam Gallagher, Dane County; Laurie Grigg, Madison College (MATC)
Also Present: Todd Schmidt, Caitlin Stene, Renee Meinholz, Todd Taves, Isaac Showaki
(Octopi Representative), Kate Crowley (Octopi Representative)
Review and Consideration of Minutes from Organizational Meeting
Motion by David Boetcher (Waunakee School District), second by Adam Gallagher (Dane
County), to approve the meeting minutes from the November 5, 2020 organizational meeting.
Roll Call Vote. Motion Passed. For: 5 – Chris Zellner (Village of Waunakee), David Boetcher
(Waunakee School District), Adam Gallagher (Dane County), Laurie Grigg (Madison College),
Jim Elvekrog (Public Member). Against: 0.
Review the Public Record, Planning Documents, Plan Commission Resolution Adopting
Amendment to the Project Plan, and Resolution Passed by the Village Board approving
Amendment
Todd Taves, Ehlers Inc., provided an overview of the actions to date on this proposed
amendment. The Joint Review Board had a general discussion regarding the proposed
amendment.
Consideration and possible action on “Resolution Approving the Project Plan & Boundary
Amendment of Tax Incremental District No. 9.”
Motion by Laurie Grigg (Madison College), second by Adam Gallagher (Dane County), to
approve the resolution approving the project plan and boundary amendment of Tax Increment
District No. 9. Roll Call Vote. Motion Passed. For: 4 – Chris Zellner (Village of Waunakee),
Adam Gallagher (Dane County), Laurie Grigg (Madison College), Jim Elvekrog (Public
Member). Against: 1 – David Boetcher (Waunakee School District).
Adjourn
Motion by David Boetcher (Waunakeee School District), second by Laurie Grigg (Madison
College), to adjourn at 5:33 p.m. Roll Call Vote. Motion Passed. For: 5 – Chris Zellner (Village
of Waunakee), David Boetcher (Waunakee School District), Adam Gallagher (Dane County),
Laurie Grigg (Madison College), Jim Elvekrog (Public Member). Against: 0.

public, all JRB members and staff will also be participating remotely. An explanation on how the meeting
will be conducted will occur promptly at 5:00 PM. Anyone with questions prior to the meeting may
