CALL TO ORDER
The meeting was called to order at 5:30 p.m.
ROLL CALL:
Present: Chris Zellner, Phil Willems, Kristin Runge, Brad Zeman, Chris Thomas, Brian Wallace.
Absent: Brian Malich

MINUTES
1 November 9, 2020
Motion Zeman, second Wallace, to approve the minutes from the November 9, 2020 Plan
Commission meeting as presented. Motion carried.
PUBLIC COMMENT: None
Kristin Runge arrived at 5:36 p.m.
NEW BUSINESS
1 Public Hearing and Discussion/Action on a Request by Kraemer Development LLC for
SIP Revision and Conditional Use Permit for addition of a Drive-Thru for the
Previously Approved Building 1 Site
After a brief introduction from staff, the public hearing was opened at 5:35 p.m. No hands
were raised to speak. The public hearing was then closed at 5:37 p.m. The applicant was late
to the meeting so the Chair moved on to the next agenda item. Once Mr. Kraemer joined the
meeting the public hearing was briefly re-opened to allow any additional comments. There
were none. Motion Thomas, second Zeman, to recommend approval of the Specific
Implementation Plan and Conditional Use Permit documents to the Joint Plan Commission
with the conditions that all staff comments are resolved to the satisfaction of the Village
Engineer. Motion carried 6-0.
2 Public Hearing and Discussion/Action on Site Plan, Certified Survey Map, and
Conditional Use Permit for the Cohen-Esrey Multifamily Project at 701 W. Main Street
The applicant presented updated plans. The public hearing on the CUP was opened at 5:53
p.m. No hands were raised to speak. The public hearing was then closed at 5:54 p.m. Staff
and Commission members asked questions of the applicants.
Motion Zellner, second Runge, to approve the conditional use permit. Motion carried 6-0.
Motion Willems, second Wallace to recommend approval of the certified survey map to the
Village Board subject to all staff comments resolved to the satisfaction of the Village
Engineer. Motion carried 6-0.
Motion Wallace, second Thomas, to table the site plan till the PC has a better understanding
of the TIF assistance provided. Motion carried 6-0.
3 Discuss and Take Action on a Request for Amendment to the Approved Signage Plan
for Lamphouse at 203 E. Main Street
Staff presented the proposed change to the approved signage plan. Dan Yoder of Sign Art
Studio answered questions. Motion Zellner, second Thomas, to approve the signs as
proposed conditioned upon the applicant providing a revised sign package with clarity on the
awning signage. Motion carried 5-1 with Wallace opposed.
4 Discuss and Take Action on Proposed Additional Parking for Westbriar
Condominiums at 702 W. Main Street
After a presentation and questions answered by the applicant and staff, motion Wallace,
second Thomas, to approve the parking lot addition as recommended by staff. Motion
carried.
5 Discuss and Take Action on Proposed Certified Survey Map for Entrance Feature for
Heritage Hills Subdivision at the Corner of Division and Main Streets
Motion Zellner, second Willems, to recommend approval of the CSM to the Village Board.
Motion carried 6-0
6 Discuss and Take Action on a Requeset for Parking Lot Expansion for Buck n Honeys,
1370 Water Wheel Drive
Matt Schreiner of Vierbicher answered questions by members. Motion Zeman, second
Wallace, to recommend approval of the parking lot to the JPC with the condition that all staff
comments are resolved to the satisfaction of the Village Engineer. Motion carried 6-0.
REPORT ON WAUNAKEE/WESTPORT ITEMS FOR ACTION
All items were discussed earlier in the meeting. No concerns.
ADJOURN
Motion Zeman, second Willems, to adjourn the meeting at 7:37 p.m. Motion carried.
