June 2, 2021, Parks & Recreation Committee meeting was called to order by Gary Herzberg at
5:31 pm.
PRESENT: Gary Herzberg, Chris Zellner, Bob Khouri, Susan Rather, and Tim Luttrell.
ALSO PRESENT: Community Members: Ryan and Grace Gilles, Kyle Henderson, Eric Townley,
John and Vincent Wiesman.
Sue McDade - Community Services Director, Bill Frederick – Director of Public
Works, Ryan Endres – Public Works/Parks Crew Leader, and Jeff Skoug –
Recreation Program Supervisor.
MINUTES
A motion by Chris Zellner/Tim Luttrell to approve the minutes of the April 7,
2021 Park and Recreation Committee meeting was approved.
PUBLIC COMMENT
There was no public comment.
NEW BUSINESS
1. Consider Amplified Music in the Parks Permit Request
Motion by Chris Zellner/Bob Khouri to approve the amplified music permit –
Peaceful Valley Park (8/7/2021) was approved.
2. Consider Park Use and Fee Waiver for WaunaBoom – Ripp Park, July 4, 2021
This will be the 5th year for this one-day community event hosted in Ripp Park. Chris Zellner
explained that the event will include a full slate of activities for all members of our community.
Motion by Tim Luttrell/Susan Rather to approve the use of Ripp Park, the use of
amplified music and all the associated fee waivers for the WaunaBoom
Celebration to be hosted on Sunday, July 4, 2021.
3. Consider Plans for Meadowbrook Park Parking Lot – 2023 Construction
Kent Straus from Strand Associates reviewed the proposed plans for the committee. The
project achieves the following: increased parking from 50 to 89 stalls, connect the walking
path from Kopp Road to the playground, ball diamonds, shelter and into the Meadowbrook
neighborhood, update the stormwater management in the park, and repave the entire lot.

There was a considerable amount of discussion about the route that the path would take –
whether it was best as designed or potentially a safer route for ball players to get from parked
cars to the ball diamonds.
Motion by Susan Rather/Tim Luttrell to approve plans for the Meadowbrook
Park parking lot as presented was approved.
4. Consider Permit for Fitness Programming in Ripp Park by Inspire 4 Fitness
Motion by Bob Khouri/Tim Luttrell to approve the Permit for Fitness in Ripp
Park by Inspire for Fitness, LLC was approved.
5. Consider Proposal for Disc Golf Course
Sue McDade explained that our staff team has been working with a local resident – Ryan Gilles
on the idea of constructing a disc golf course in Ripp Park. Ryan shared with the Committee
his experience with disc golf and preliminary plans. He suggests that this type of amenity
would be a good fit for the park and would be available to residents of all ages and skill levels.
Several other community members also appeared in support of this idea.
Sue explained that the request on the agenda was for committee approval to move forward
on the planning process for this course. Final designs would be brought back to the
committee for approval before construction would begin. It is anticipated that an allocation of
$12,000 from the Parks PAYGO account will cover the total cost of creating his course.
Motion by Chris Zellner/Tim Luttrell to authorize staff to move forward with
planning for a disc gold course was approved.
6. Consider Updates to the Parks PAYGO Project List
Motion by Bob Khouri/Tim Luttrell to approve the updated Parks PAYGO
Project List was approved.

A motion by Chris Zellner/Susan Rather to adjourn was approved. (6:23 p.m.)
