VILLAGE OF WAUNAKEE Parks and Recreation Committee July 5, 2023 The meeting was called to order by Sam Kaufmann at 5:30 p.m. PRESENT: Sam Kaufmann, Robert McPherson, Phil Williams, Tim Luttrell, Tricia Braun, and Bob Khouri. ALSO PRESENT: Don and Jerry Tierney, Brian Henneger – 912 Lexington Way. STAFF PRESENT: Sue McDade – Community Services Director, Bill Frederick – Director of Public Works, Ryan Endres – Public Works/Parks Supervisor, Jeff Karls – Public Works/Parks Crew Leader, Jeff Skoug – Recreation Program Supervisor. MINUTES A motion by Phil Willems/Tim Luttrell to approve the minutes of the June 7, 2023, Park and Recreation Committee meeting was approved. PUBLIC COMMENT All public comment related to items included on the agenda. BUSINESS ITEMS 1. Consider Park Development Proposal for the Golden Ponds Addition to Westbridge Don and Jerry Tierney appeared before the committee to share their proposed development plans for two of the park parcels in the Golden Ponds Addition to Westbridge. Pull-in parking, paved walks and poured-in-place safety surfacing under all playground equipment will ensure that both parcels meet or exceed the Village’s new guidelines for accessibility in our parks. A motion by Robert McPherson/Tim Luttrell to recommend approval of the park development proposals for the Golden Ponds Addition to Westbridge – Outlot 2 and Outlot 5, was approved. 2. Consider Request from Brian Henneger for Park Use for Soccer Brian Henneger appeared before the Committee to request the use of soccer fields in the Village as a non-profit, community group offering soccer programs to Village youth. He and his wife are in the process of forming a new club called “Freedom Football Club” which will be associated with S.A.Y. Soccer. His non-profit status is in process, and he has secured insurance coverage through S.A.Y. They plan to host one team of U10 boys this Fall/Spring with the intention of increasing their league in future seasons. His preferred location for play is Ripp Park – he is asking for a space to host a U11 field. Park and Recreation Committee Minutes – July 5, 2023 – page 2. Because a field use agreement is currently in place with the Waunakee Area Soccer Club for play in Ripp Park for the fall season, the committee suggested the Brian reach out to them to see if they might have space available for his team to practice (twice/week – 1.25 hrs./practice). If that is not an option, staff will work with him to locate other options throughout the park system. If not playing on the fields already used by WASC, Mr. Henneger will be responsible for providing goals, lining fields, and providing porta-potties if needed (similar to the agreement with WASC). No official actions was taken. 3. Consider Amplified Music Request – Westbridge Park – Saturday, July 15, 2023. A motion by Sam Kaufmann/Phil Willems to approve the amplified music permit for Kelly Michaelis – Westbridge Park – Saturday, July 15, 2023, was approved.
