VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A special meeting of the Waunakee Plan Commission was held Monday, August 13, 2012, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Laubmeier called the meeting to order at 5:12 p.m. ROLL CALL Members Present: John Laubmeier, Gary Herzberg, Tom Liebe, Mark McGuire, & Bill Pellino. Members Absent: Steve Kraus, Pat McGowan. Also Present: Kevin Even, Tracy Meinholz, Roberta Baumann, Bryan Kleinmaier, Chuck Bongard, Tom Wilson, Rick Stoughton, Ed Freer, Don Tierney, Jerry Tierney, Dan Birrenkott, & Dave Vos. APPROVAL OF MINUTES Motion Liebe, second Pellino, to approve the minutes from the July 23, 2012 meeting. Motion carried. OLD BUSINESS DISCUSSSION/ACTION DISCUSS & TAKE ACTION ON KILKENNY FARMS PRELIMINARY PLAT Herzberg arrived at 5:17 p.m. After a short presentation by Mr. Tierney, Mr. Even went through the list of approval conditions recommended by staff. Motion Liebe, second Pellino, to recommend approval of the preliminary plat subject to the following conditions being satisfied on or before the time that the developer seeks approval of a final plat: 1. Resolution of the infrastructure issues to the satisfaction of the Village Engineer, Utility Manager and Town Attorney, including, but not limited to: a. Requirement of a water main looping system. PC Meeting Minutes b. Requirement that sewer depths not exceed 20 feet without extraordinary exceptions granted by the Village Engineer and Utility Manager. c. Grading plan reviewed and approved by the Village Engineer that demonstrates how the northeast grading will be accomplished. 2. Road layout revised to eliminate the dead end into the Ganser property and require a road connection to the parallel road in the plat located directly to the east 3. Traffic calming measures reviewed and approved by the Village Engineer and Police Chief. 4. All staff related comments resolved to the satisfaction of the Village Engineer and Town Attorney as noted in the following documents: a. Strand letter dated, August 9, 2012 b. TKG planning memo dated, August 9, 2012 c. JJR memo dated, August 9, 2012 5. Rezoning of the property, including approval of PUD-GDP for all of subject land. 6. Execution of a development agreement between the Village and Developer. 7. Approval of CSM (for Lots 1-4 on west edge of plat). Motion carried.
