PLAN COMMISSION
MINUTES
A special meeting of the Waunakee Plan Commission was held Monday, September 24, 2012, at the
Waunakee Village Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Mr. Laubmeier called the meeting to order at 7:01 p.m.
ROLL CALL
Members Present: John Laubmeier, Gary Herzberg, Steve Kraus, Pat McGowan, Bill Pellino, Mark
McGuire, Tom Liebe.
Members Absent: None.
Also Present: Kevin Even, Mike King, Ed Freer, Roberta Baumann, Bryan Sipple, Brandon Ripp,
Mike Lawton, Don Tierney.
APPROVAL OF MINUTES
Motion Kraus, second Herzberg, to approve the minutes from the August 27, 2012 meeting. Motion
carried.
PUBLIC COMMENT
None
NEW BUSINESS DISCUSSSION/ACTION
CONCEPTUAL REVIEW OF POSSIBLE DIVISION OF BREMSER GROUP / MURPHY
INSURANCE PROPERTY AT 251 PROGRESS WAY
Mr. Even explained that the owner of the property would like to divide and sell the remainder of the
property. Staff had concerns with the placement of utilities. Commission members wanted the
quality of the new construction to match the existing.
No action necessary.

CALL FOR A PUBLIC HEARING ON PROPOSED AMENDMENT OF BOUNDARIES AND
THE PROJECT PLAN FOR TAX INCREMENTAL DISTRICT NO. 2
Mr. Even presented a proposal to share some of the Arboretum Office Park (TID 2) increment with
the Downtown TID which is not performing as well. The Village financial advisors have put together
an outline of the process.
Motion Kraus, second Liebe, to approve Resolution PC12-02 Calling for a Public Hearing on
Proposed Amendment of Boundaries and the Project Plan for Tax Incremental District No. 2 in the
Village of Waunakee. Motion carried.
COMPREHENSIVE PLAN AMENDMENT FOR COMMERCIAL AREA ALONG CTH Q
CORRIDOR
Planner Mike King presented a more general approach to comprehensive plan amendment for the
CTH Q area.
Motion McGowan, second McGuire, to recommend the JPC proceed with the Comprehensive Plan
amendment process as outlined. Motion carried.
PUBLIC HEARING & DISCUSSION / ACTION ON CLASSIC CUSTOM HOMES SITE PLAN &
CONDITIONAL USE PERMIT FOR 401 N. CENTURY AVENUE (F.K.A. THE BUS BARN
PROPERTY)
Motion to approve the site plan and conditional use permit and waive the paving requirement for
Classic Custom Homes subject to the following conditions:
1. Limited outdoor storage. No equipment, outdoor vehicle or material storage
2. Paving of the entranceway, approximately 50 ft. as approved by the Village Engineer
3. Sewer and water connection at the time public sewer and water is extended within 50 ft. of
the property
4. Approval of the final lighting, landscaping and signage plan by the Village Engineer
5. Private well must be tested and permits must be taken out with Waunakee Utilities and DNR
6. Applicant needs to provide an erosion control plan for Village approval
7. Applicant encouraged to replace gravel areas with pavement sand landscaping over time
8. Possibility of moving driveway entrance to the south
Motion carried.
