VILLAGE OF WAUNAKEE BOARD OF REVIEW MEETING 500 West Main Street October 1, 2012 - 4:00 PM Meeting Minutes CALL TO ORDER Julee Helt, Village Clerk, called the meeting to order at 4:01 p.m. Julee Helt confirmed that proper notice of Board of Review had been given and the assessment roll was presented at the meeting. Julee also confirmed that at least one Board member must receive Board of Review training per statute and she has completed that training. ROLL CALL Present: Kevin Laffey, David Kennedy, Dan Statz, Kevin Zellner, Joe Zitzelsberger, Al Dassow, Julee Helt Absent: none Also Present: PJ Monson, Dean Peters, Louis Meyers, Coletta Mulhern, Terence P. Hellenbrand, Carter Rierson, Chad Feehan, Lindsay Feehan PUBLIC COMMENT No comment from the public. Motion by Kevin Laffey, second by Dan Statz, to nominate Al Dassow as Chairperson. Motion Passed. For: 7, Against: 0. Motion by David Kennedy, second by Al Dassow, to nominate Kevin Laffey as Vice Chairperson. Motion Passed. For: 7, Against: 0. NEW BUSINESS Dean Peters, Village Assessor, was sworn in at 4:23 p.m. by Julee Helt, Village Clerk, for the duration of Board of Review. 1. Objection for Real Property Assessment - Louis Meyers and Coletta Mulhern, 204 Fairview Circle Louis Meyers and Coletta Mulhern appeared before the Board of Review to object to the assessment on 204 Fairview Circle. Louis Meyers and Coletta Mulhern were sworn in at 4:25 p.m. by Julee Helt, Village Clerk. Meyers and Mulhern provided testimony as to their opinion of the value of the property located at 204 Fairview Circle. Dean Peters, Village Assessor, provided testimony as to his opinion of the same property. Testimony concluded at 4:45 p.m. 2. Objection for Real Property Assessment - Terence P. Hellenbrand, 115 South Street Terence P. Hellenbrand appeared before the Board of Review to object to the assessment on 115 South Street. Terence P. Hellenbrand was sworn in at 4:45 p.m. by Julee Helt, Village Clerk. Board Member, Dan Statz, recused himself from hearing and voting on this objection. Hellenbrand provided testimony as to his opinion of the value of the property located at 115 South Street. Dean Peters, Village Assessor, provided testimony as to his opinion of the same property. Testimony concluded at 5:02 p.m. 3. Objection for Real Property Assessment - Carter Rierson, 1721 Alysen Lane Carter Rierson appeared before the Board of Review to object to the assessment on 1721 Alysen Lane. Carter Rierson was sworn in at 5:03 p.m. by Julee Helt, Village Clerk. Rierson provided testimony as to his opinion of the value of the property located at 1721 Alysen Lane. Dean Peters, Village Assessor, provided testimony as to his opinion of the same property. Testimony concluded at 5:20 p.m. 4. Objection for Real Property Assessment - Chad and Lindsay Feehan, 1102 Ridgetop Drive Lindsay Feehan appeared before the Board of Review to object to the assessment on 1102 Ridge Top Drive. Lindsay Feehan was sworn in at 5:20 p.m. by Julee Helt, Village Clerk. Feehan provided testimony as to her opinion of the value of the property located at 1102 Ridge Top Drive. Dean Peters, Village Assessor, provided testimony as to his opinion of the same property. Testimony concluded at 5:43 p.m. Testimony is concluded for all scheduled objections. Deliberations began. Motion by Kevin Laffey, second by Joe Zitzelsberger, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor's valuation is correct for Louis Meyers and Coletta Mulhern, 204 Fairview Circle with a land value of $30,000, improvement value of $135,000, for a total value of $165,000. Motion Passed. For: 7 - Kevin Laffey, David Kennedy, Dan Statz, Kevin Zellner, Joe Zitzelsberger, Al Dassow, Julee Helt, Against: 0. Motion by Kevin Laffey, second by Kevin Zellner, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor's valuation is correct for Terence P. Hellenbrand, 115 South Street, with a land value of $66,000, improvement value of $140,500, for a total value of $206,500. Motion Passed. For: 6 - Kevin Laffey, David Kennedy, Kevin Zellner, Joe Zitzelsberger, Al Dassow, Julee Helt, Against: 0. Motion by Dan Statz, second by David Kennedy, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor's valuation is correct Carter Rierson, 1721 Alysen Lane, with a land value of $120,500, improvement value of $330,500, for a total value of $451,000. Motion Passed. For: 7 - Kevin Laffey, David Kennedy, Dan Statz, Kevin Zellner, Joe Zitzelsberger, Al Dassow, Julee Helt, Against: 0. Deliberation on Chad and Lindsay Feehan, 1102 Ridge Top Drive, was held over to the next meeting. CORRESPONDENCE ADJOURN Motion by David Kennedy, second by Joe Zitzelsberger, to adjourn the Board of Review until 4:00 p.m. on October 3, 2012. Motion Passed. For: 7, Against: 0.
