VILLAGE OF WAUNAKEE BOARD OF REVIEW MEETING 500 West Main Street October 3, 2012 - 4:00 PM Meeting Minutes CALL TO ORDER Al Dassow called the meeting to order at 4:03 p.m. ROLL CALL Present: Al Dassow, David Kennedy, Kevin Laffey, Dan Statz, Kevin Zellner, Joe Zitzelsberger, Julee Helt Absent: Also Present: Dean Peters, PJ Monson, Harlyn DeBoer, Anthony Jakacki, Joseph Temple, John Pomeranke, Robinson J. and Kathryn Binau, Mike Fueger, Mary L. Tokuza, and Jeffrey Corder PUBLIC COMMENT Anthony Jakacki appeared before the Board and was sworn in at 4:15 p.m. requesting he be considered by the Board under the exceptional circumstances rule. Motion by Dan Statz, second by David Kennedy, to accept the objection for real property assessment from Anthony Jakacki based on exceptional circumstances. Motion Failed. For: 3 - Kevin Laffey, Dan Statz, David Kennedy, Against: 4 - Al Dassow, Kevin Zellner, Julee Helt, Joe Zitzelsberger. Deliberation of October 1, 2012 objection. Motion by Julee Helt, second by Al Dassow, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor’s valuation is correct for Chad and Lindsay Feehan, 1102 Ridge Top Drive with a land value of $103,000, improvement value of $313,000, for a total value of $416,000. Motion Passed. For: 5 - Kevin Laffey, Dan Statz, Kevin Zellner, Al Dassow, Julee Helt, Against: 2 - David Kennedy and Joe Zitzelsberger. NEW BUSINESS Dean Peters, Village Assessor, was sworn in at 4:25 p.m. by Julee Helt, Village Clerk, for the duration of Board of Review. 1. Objection for Real Property Assessment - Harlyn and Melinda DeBoer Harlyn DeBoer appeared before the Board of Review to object to the assessment on 1418 Spahn Drive. Harlyn DeBoer was sworn in at 4:24 p.m. by Julee Helt, Village Clerk. Mr. DeBoer provided testimony as to his opinion of the value of the property located at 1418 Spahn Drive. Dean Peters, Village Assessor, provided testimony as to his opinion of same property. Testimony concluded at 4:40 p.m. 2. Objection for Real Property Assessment - Joseph G. Temple Joseph G. Temple appeared before the Board of Review to object to the assessment on 818 John Street. Joseph G. Temple was sworn in at 4:42 p.m. by Julee Helt, Village Clerk. Mr. Temple provided testimony as to his opinion of the value of the property located at 818 John Street. Dean Peters, Village Assessor, provided testimony as to his opinion of same property. Testimony concluded at 4:55 p.m. 3. Objection for Real Property Assessment - John Pomeranke John Pomeranke appeared before the Board of Review to object to the assessment on 1008 S. Holiday Drive. John Pomeranke was sworn in at 5:00 p.m. by Julee Helt, Village Clerk. Mr. Pomeranke provided testimony as to his opinion of the value of the property located at 1008 S. Holiday Drive. Dean Peters, Village Assessor, provided testimony as to his opinion of same property. Testimony concluded at 5:12 p.m. 4. Objection for Real Property Assessment - Robinson J. Binau Robinson J. and Kathryn J. Binau appeared before the Board of Review to object to the assessment on 1411 Blue Ridge Trail. Robinson and Kathryn Binau were sworn in at 5:18 p.m. by Julee Helt, Village Clerk. Binau's provided testimony as to their opinion of the value of the property located at 1411 Blue Ridge Trail. Dean Peters, Village Assessor, provided testimony as to his opinion of same property. Testimony Concluded at 5:50 p.m. 5. Objection for Real Property Assessment - Michael and Victoria Fueger Michael Fueger appeared before the Board of Review to object to the assessment on 402 North Ridge Drive. Michael Fueger was sworn in at 5:51 p.m. by Julee Helt, Village Clerk. Mr. Fueger provided testimony as to his opinion of the value of the property located at 402 North Ridge Drive. Dean Peters, Village Assessor, provided testimony as to his opinion of same property. Testimony concluded at 6:00 p.m. 6. Objection for Real Property Assessment - Mary L. Tokuza Mary L. Tokuza appeared before the Board of Review to object to the assessment on 307 Fifth Street. Mary Tokuza was sworn in at 6:07 p.m. by Julee Helt, Village Clerk. Ms. Tokuza provided testimony as to her opinion of the value of the property located at 307 Fifth Street. Dean Peters, Village Assessor, provided testimony as to his opinion of same property. Testimony concluded at 6:26 p.m. 7. Objection for Real Property Assessment - Jeffrey and Cynthia Corder Jeffrey Corder appeared before the Board of Review to object to the assessment on 509 Fifth Street. Jeffrey Corder was sworn in at 6:45 p.m. by Julee Helt, Village Clerk. Mr. Corder provided testimony as to his opinion of the value of the property located at 509 Fifth Street. Dean Peters, Village Assessor, provided testimony as to his opinion of same property. Testimony concluded at 7:00 p.m. Deliberations began. Motion by Dan Statz, second by Kevin Laffey, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor’s valuation is correct for Harlyn and Melinda DeBoer, 1418 Spahn Drive with a land value of $98,000, improvement value of $204,500, for a total value of $302,500. Motion Passed. For: 7 - Kevin Laffey, Dan Statz, Kevin Zellner, Al Dassow, David Kennedy, Joe Zitzelsberger, Julee Helt, Against: 0. Motion by David Kennedy, second by Joe Zitzelsberger, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor’s valuation is correct for Joseph G. Temple, 818 John Street, with a land value of $78,000, improvement value of $157,000, for a total value of $235,000. Motion Passed. For: 7 - Kevin Laffey, Dan Statz, Kevin Zellner, Al Dassow, David Kennedy, Joe Zitzelsberger, Julee Helt, Against: 0. Motion by Joe Zitzelsberger, second by Kevin Laffey, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor’s valuation is correct for John Pomeranke, 1008 S. Holiday Drive, with a land value of $76,500, improvement value of $139,600, for a total value of $216,100. Motion Passed. For: 7 - Kevin Laffey, Dan Statz, Kevin Zellner, Al Dassow, David Kennedy, Joe Zitzelsberger, Julee Helt, Against: 0. Motion by Kevin Laffey, second by David Kennedy, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor’s valuation is incorrect for Robinson J. and Kathryn J. Binau, 1411 Blue Ridge Trail, with a new land value of $136,000, improvement value of $489,500, for a total new value of $625,500. Motion Passed. For: 7 - Kevin Laffey, Dan Statz, Kevin Zellner, Al Dassow, David Kennedy, Joe Zitzelsberger, Julee Helt, Against: 0. Motion by Kevin Laffey, second by David Kennedy, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor’s valuation is incorrect for Mary L. Tokuza, 307 Fifth Street, with a new land value of $58,500, improvement value of $97,200, for a total new value of $155,700. Motion Passed. For: 7 - Kevin Laffey, Dan Statz, Kevin Zellner, Al Dassow, David Kennedy, Joe Zitzelsberger, Julee Helt, Against: 0. Motion by Julee Helt, second by Kevin Laffey, exercising its judgment and discretion, pursuant to Sec 70.47(9)(a) of Wis. Statutes, the Board of Review by majority and roll call vote hereby determine that the Assessor’s valuation is incorrect for Jeffrey and Cynthia Corder, 509 Fifth Street, with a new land value of $75,500, improvement value of $119,500, for a total new value of $195,000. Motion Passed. For: 7 - Kevin Laffey, Dan Statz, Kevin Zellner, Al Dassow, David Kennedy, Joe Zitzelsberger, Julee Helt, Against: 0.
