PLAN COMMISSION
MINUTES
A special meeting of the Waunakee Plan Commission was held Monday, October 22, 2012, at the
Waunakee Village Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Mr. Laubmeier called the meeting to order at 7:39 p.m.
ROLL CALL
Members Present: John Laubmeier, Gary Herzberg, Steve Kraus, Bill Pellino, Mark McGuire.
Members Absent: Pat McGowan, Tom Liebe.
Also Present: Kevin Even, Tracy Meinholz, Todd Schmidt, Roberta Baumann, Mike Harrington,
Dave Ferris, Mike Lawton, Don Tierney, Ellen Schaaf, Joe McFarland.
APPROVAL OF MINUTES
Motion Kraus, second Pellino, to approve the minutes from the September 24, 2012 meeting. Motion
carried.
PUBLIC COMMENT

OLD BUSINESS
UPDATE ON GDP FOR KILKENNY FARMS
Mr. Even informed the Commission members of the status of the Kilkenny Farms GDP and
Comprehensive Plan Amendment.

PUBLIC HEARING & DISCUSSION / ACTION REGARDING THE PROPSED AMENDMENTS
TO THE PROJECT PLAN FOR TAX INCREMENTAL DISTRICT No. 2
Public Hearing Opened at 7:44 p.m.
Mr. Schmidt presented the proposed amendment to TID 2. Some of the key points were: TID 2 is
performing well; if nothing changes TID 2 is set to close in 2013. Staff would like to use some of the
revenue to extend Quinn Drive to Hogan Road and add signage at the entrances into the park. Recent
legislation now allows for sharing of TIFF revenue from TID 2 (Arboretum Office Park) with the
struggling TID 5 (Downtown).
Ellen Schaaf, representing the Chamber Board, spoke in favor of the proposed amendment.
Public Hearing Closed at 8:26 p.m.
CONSIDERATION OF “RESOLUTION APPROVING A PROJECT PLAN AMENDMENT FOR
TAX INCREMENTAL DISTRICT No. 2, VILLAGE OF WAUNAKEE, WISCONSIN”.
Motion Herzberg, second Pellino, to approve the resolution approving the Project Plan Amendment
for TID 2. Motion carried.
