MINUTES
A regular meeting of the Waunakee Plan Commission was held Monday July 22, 2013, at the Waunakee
Village Hall, 500 W. Main Street, Waunakee, WI.
CALL TO ORDER
Mr. Laubmeier called the meeting to order at 7:33 p.m.
ROLL CALL
Members Present: John Laubmeier, Steve Kraus, Gary Herzberg, Bill Pellino, Tom Liebe.
Members Absent: Pat McGowan, and Mark McGuire.
Also Present: Kevin Even, Tracy Meinholz, Mike King, Ed Freer, Dan Yoder, Dawn Ferguson, Barb
Adler, Scott Pietrzykowski, Jeff Swafford, Howard Schwab, Jordan T. Taylor, David Loeffelholz, Tina
Widmyer, Steven Lueck, Brad Boettcher, and James W. Largay.
APPROVAL OF MINUTES
Motion Kraus, second Liebe, to approve the minutes from the June 24, 2013 meeting. Motion carried.

NEW BUSINESS DISCUSSSION/ACTION
PUBLIC HEARING & DISCUSSION / ACTION ON A REQUEST BY NAKOMA TOWERS LLC
TO AMEND THE EXISTING CONDITIONAL USE PERMIT FOR 242 N. CENTURY AVENUE
Milio’s sub shop is looking to occupy the former bank location within this building and utilize the
existing drive-thru. Brad Boettcher, of General Engineering Company, presented the revised drawings
that the applicant has worked on with village staff members. Staff concurred that the revisions were
acceptable.
Public hearing opened at 7:34 p.m. Barb Adler asked about the traffic flow and hours of operation for

the drive-thru. Public hearing closed at 7:41 p.m.
Motion Liebe, second Kraus, to approve the amendment to the CUP subject to the following conditions:
1) Traffic re-routing with additional markings/signage as presented at meeting.
2) Applicant to demonstrate that there is consensus from the adjacent property owners.
Motion carried 5-0.
DISCUSS & TAKE ACTION ON A SITE PLAN REQUEST FOR HOWARD SCHWAB TO
CONSTRUCT A STORAGE UNIT FACILITY AT THE CORNER OF MARSHALL DRIVE AND
COOPER ROAD
The applicant wishes to construct one self-storage unit now and two additional buildings in the spring of
next year. The applicant has already received an area variance (subject to site plan approval) to reduce
the setbacks for the lot and allow better circulation for the site. Staff is satisfied with the changes made
as a result of their concerns.
Motion Kraus, second Pellino, to approve the Schwab site plan conditioned upon applicant providing
written assurance that the east building be built in the spring, or property owner will be required to build
a fence, approved by the Plan Commission, along the roadway.
Motion carried 5-0.
DISCUSS & TAKE ACTION ON A SIGN REQUEST FOR STATE BANK OF CROSS PLAINS
The owner wishes to install a new ground sign with electronic reader board at 610 W. Main Street. Staff
has reviewed for conformance with codes.
Motion Herzberg, second Liebe, to approve the State Bank of Cross Plains sign conditioned upon
building inspection verification of reader board code compliance. Motion carried 5-0.
DISCUSS & TAKE ACTION ON A SIGN REQUEST FOR PIGGLY WIGGLY
The grocery store wishes to replace its existing message board with an electronic version. Staff has
reviewed for conformance with codes.
Motion Liebe, second Pellino, to approve the Piggly Wiggly sign conditioned upon building inspection
verification of reader board code compliance. Motion carried 5-0.
DISCUSS & TAKE ACTION ON A REQUEST BY JORDAN TAYLOR TO DO A LOT LINE
ADJUSTMENT BETWEEN 106 & 108 S. MADISON STREET
The property owners wish to swap small land strips of land adjacent to each other. Staff had no
objections.
Motion Pellino, second Herzberg, to recommend approval of the Taylor CSM to the Village Board.
Motion carried 5-0.

DISCUSS & TAKE ACTION ON AN ETJ CSM FOR KANE, TOWN OF VIENNA
Staff has no objections and defers to the Town.
Motion Liebe, second Kraus, to recommend approval of the Kane ETJ CSM to the Village Board.
Motion carried 5-0.

Motion Herzberg, second Pellino, to adjourn the meeting at 7:55 p.m. Motion carried.
