VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday August 26, 2013, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Mr. Laubmeier called the meeting to order at 7:33 p.m. ROLL CALL Members Present: John Laubmeier, Steve Kraus, Gary Herzberg, Tom Liebe. Members Absent: Pat McGowan, Bill Pellino and Mark McGuire. Also Present: Kevin Even, Tracy Meinholz, Mike King, Ed Freer, Bill & Deb Glenn, Doug Peacock, Rod Ripley, Michele Schmid, Chad Hoff, Tim Schleeper, Gordon Meffert, Roberta Baumann, Jared Crabin, Steven Lowery, Tom Graber, Tracy Graber, Brian Graber, Hilary Graber. APPROVAL OF MINUTES Motion Kraus, second Herzberg, to approve the minutes from the July 22, 2013 meeting. Motion carried. Motion Kraus, second Liebe, to approve the minutes from the special August 5, 2013 meeting. Motion carried. PUBLIC COMMENT None Page 1 of 3 NEW BUSINESS DISCUSSSION/ACTION PUBLIC HEARING & DISCUSSION / ACTION ON A REQUEST BY BLOWIN’ SMOKE BBQ TO OPERATE A DRIVE-UP WINDOW AND RESTAURANT WITH OUTDOOR SEATING AT 1336 MONTONDON AVEUNE. Public hearing opened at 7:35 p.m. A resident of Colton Court asked if there was sufficient parking. Mr. Tierney assured him that there was, and space to pave more if necessary. Another resident of Montondon Avenue asked about the outdoor seating location. Public hearing closed at 7:40 p.m. Motion Herzberg, second Liebe, to approve the Blowin’ Smoke conditional use permit with the following conditions: 1) All outdoor speakers to be positioned away from the residential houses; 2) If serving alcohol changes from just beer and wine, conditional use permit may be revisited; 3) Residential noise restrictions apply; 4) Restricting hours at which alcohol can be served outside to 11:00 a.m. to 9:00 p.m. Sunday through Thursday and 12 Noon to 10:00 p.m. on Fridays and Saturdays; 5) This CUP is revocable if there are significant complaints from neighboring residences or police calls or violations of the Villages noise standards; 6) The CU is reviewable annually and may be revised or revoked if warranted by the Plan Commission based on neighborhood complaints; 7) A traffic circulation pattern with appropriate lane markings or other signage approved by the Village Engineer; 8) Specific outdoor alcohol consumption area and necessary signage to be approved by Police Chief and Village Engineer. Motion carried 4-0. INITIAL CONSULTATION – HOGAN ROAD SPORTS COMPLEX Bill & Deb Glenn presented a proposal to develop 10-15 acres in the Joint Planning Area along Hogan Road, across from the Ice Pond. The Commission discussed parking, lighting, drainage, and suggested conducting a feasibility study. Staff was directed to put this item on the next Village Board agenda for discussion. No formal action. DISCUSS & TAKE ACTION ON A SITE PLAN AND CERTIFIED SURVEY MAP FOR THE GRABER MANUFACTURING ADDITION AT 1080 UNIEK DRIVE Motion Kraus, second Liebe, to approve the Graber Manufacturing site plan and recommend approval of the certified survey map to the Village Board with the following conditions: 1) A waiver of the parking requirements (they demonstrate they have adequate space if parking is needed in future; 2) Satisfaction of Ed Freer comments by Village Engineer; Page 2 of 3 3) Revisions to pond to meet Strand comments approved by Village Engineer Motion carried 4-0. DISCUSS & TAKE ACTION ON A SIGN PERMIT REQUEST FOR CLASSIC CUSTOM HOMES, 401 N. CENTURY AVENUE This item was postponed for a month so that applicant can work with staff. DISCUSS & TAKE ACTION ON A SIGN PERMIT REQUEST FOR COTTAGES ON MAIN Motion Kraus, second Liebe, to approve the sign as presented with the added brick base recommended by staff. Motion carried 4-0. RELOCATION OF BURGER KING SIGN FOR DOT MAIN STREET PROJECT Motion Liebe, second Herzberg, to approve the sign relocation with the stipulation that any future alterations will have to conform to code. Motion carried 4-0. ADJOURN Motion Kraus, second Herzberg, to adjourn the meeting at 8:24 p.m. Motion carried.
