VILLAGE OF WAUNAKEE PLAN COMMISSION MINUTES A regular meeting of the Waunakee Plan Commission was held Monday April 28, 2014, at the Waunakee Village Hall, 500 W. Main Street, Waunakee, WI. CALL TO ORDER Meeting called to order at 7:30 p.m. ROLL CALL Members Present: John Laubmeier, Steve Kraus, Pat McGowan, Bill Pellino, & Mark McGuire. Members Absent: Gary Herzberg, Brad Zeman. Also Present: Todd Schmidt, Tracy Meinholz, Ed Freer, Jon Snowden, Kevin Tebrinke, Troy Meffert & Bill Suick. John Laubmeier was unable to speak due to illness. Motion Kraus, second McGuire, to appoint McGowan interim chair. Motion carried. APPROVAL OF MINUTES Motion Kraus, second Pellino, to approve the minutes from the March 31, 2014 meeting. Motion carried. PUBLIC COMMENT None NEW BUSINESS DISCUSSSION/ACTION PUBLIC HEARING & DISCUSSION / ACTION ON A REZONE, LAND DIVISION, AND CODITIONAL USE PERMIT FOR A WETLAND SETBACK VARIANCE FOR PROPERTY OWNED BY ERDMAN AT CORNER OF MARSHALL DRIVE AND COOPER ROAD. Mr. Schmidt opened the discussion and introduced the applicant. Mr. McGowan opened the public hearing at 7:33 p.m. Kevin Tebrinke, representing SPL, voiced concerns with the possible impact of this Page 1 of 2 rezone on any future expansion of the SPL facility. Mr. McGuire expressed a desire to have native landscape in this buffer zone as a part of best practices. Motion McGuire, second Pellino, to recommend approval of the rezone request and land division to the Village Board, subject to 1) Payment of mitigation fees for reduced wetland setback, 2) Payment of MMSD fees, 3) Approval of utility plan by Village Engineer, 4) A commitment from the applicant to exceed the storm water best practices for consideration of the reduced setback including a highly detailed landscape plan at the time the site plan is submitted, 5) Proper location of the existing water main and corresponding easement approved by the Utility Manager; and approve the CUP per Sec. 106-847, subject to staff recommendations, after finding that the size of the site is so limited that use of the 75-foot buffer area is necessary to reasonably develop the site, that there is a public benefit from use of the 75-foot buffer area for purposes other than open space, and with the understanding that best management practices will be included on the site to protect wetlands and water from the impacts of site development.
